A motion was made to take a recess for half en hour, when Mr. Joss rose and said he might as well state that “he object of convening the Board at that time was to take action to make suitable provision for drafted men ad volunteers. May last the "Commmisaton to whom was relerred the Snavcial condition of the republic of Peru. finaing a considerable balance over the expendi- tures, amongst other public improvements, recommended that a considerable ameunt should be dedicated to tho explorations and ent of the river Amazon and its branches. In the debate which followed on this ot various members expressed themselves as fol ‘The Hon. Senor Trujillo declared himseif scondalized at the proposed application of the public money; to somes new palaces he thought bad enough, but to waste exploring and colomizing the ‘Amazon was chimerical in the extreme. The riches of the Amazon could never be of any fervice to Peru, nor would the territories watered by that Tiver ever become part of the republic. The only result ‘of spending money and men in the attempt would be to crtate either a new province for Braz/] or an independent nation; @ mere glavce at the map of Peru showed this. What is the territory of the Amazon? An immense tract ot country im the centre of South America, separated from the Hmits of the real, official and civilized Pera, by im- monse distances and impenetrable mountains, with no other means of communication with the rest of the world but by a river whose ontiets are in the hands of a foreign power. And how would you colonize this terri tory? Of courre by inducing on immigration of foreign ers, united to Peru by no ties whatever. And finally, aided by our resonrces, shonid this people become rich and civilized, one of two things would happen. They would cither annex themselves to Brazil, because commamd- ing the,outlet of the river, or dvclare themselv-s a free and i nation—an ‘Amazonian empire—having no connection with rither Peru or Brazil. Instead of spend- ing the people’s money and eacrificing tho future pros perity of the country in such a romantic scheme, let us y= our attention to the settled parta of the republic. A great extent of our coasts is barren for want of water. Our mountains and valleys are full of wealth, but lost for want of roads. Pern abounds in localities as’ rich as the Amazon, but useless for wint of exploration. Let us, then, make (roitful our coasts by establishing well arranged methods of irrigation; let us open up commani- cations, for the exit and exportation of the produce of our bills and valleys, either by high- ways or railroads: let us make usefal the dormant riches of Chanchamayo, Sata Ana, or Paucartambo, and benofite incalculable will flow onwards for the ‘co gress and wealth of Peru. Put, for Heaven's sake, lave for future genrations the realization of that great romance of the valley of the Amazon.
