ARRIVAL OF THE EAGLE. from Mexico, Cuba, Hayti and St. Domingo. gs Rumors Regarding the Siege of Puebla, News ; a - Interestin: | Reported Defeat of the Mexicans and Offer of Oriega to Capitulate, en Rey | The steamship Exglo, Captain Adams, from Havana at | Yaalf- past one P.M. of the 18fh mst., arrived at this port | about midnight last night. Our Havana Correspondence. Havana, April 18 , 1868, Rumored Offer of Ortega to Capitutate—Reported Deteat of the Garrison in @ Soriie—Provisions Being Reship.ed to #rance—Spain and Hayti—Story of the Wolf and the Lamb Vontinued—Crim: in Havana—A Cure for Croup— Mr. Henry Sanderson, the Pianist, de, Another French war steamer (the Bertholet) from Vera ‘Craz, arrived last Sunday or Monday, with dates to tho th, the day of her sailing. She brings only rumora, , Suoug some regard these rumors as important, trasmuch 8 they confrm the reported destruction of Comonfort's artuy by General Berthier. This report I doubt—as | am ‘wt liberty to do in the absence of positive proof—because | itis eaid that Comonfort was attempting to en er Puebla whea General Besineir atiacked him, Now, this is nos at | all likely, for, as you may remember, General Comontorty aad orders to hold the post of Sun Martin, and it is not to Yo supposed he would disobey thoso orders right tu the _ face of the enemy. Another of the rumors brought by this arrival is that “Ortoga had gent ® Lag of truce to General Forey, offering sty surrender Puobla under conditions which the latter reeciad. ‘This rumor ia simply absurd, Ancther, though less difficult to believe, ia that the ‘civit muthorities of Puebia sent a committee, and the women of che place likewise sent one, the French Ge noral, bogging him to spare their town, |be Geaoeral is ald & have replied that ho did not intend fring a single cunuon shot at Puebla, since he had more than means ‘eodugh to compel the garrison to surreuder, without @re- sorting to a bombardment. Whether all that-be true or not is of no consequence, ¥empuret with the alleged fact—which makes stiit Ruo- Thor surnor—that Ortega made an attempt, at the head «i 15,000 men, to break tbe French lines. and was amended repulsea with very heavy joes. This has been id nupruved by the version that two sorties were made Ree simalti.neously, at diterent points, aud both proved dis- astrcu: iailures to the Mexicans, ‘This last little eveat camo to Havana private | deters trom Mexico city, and may be true, lum quite | #vepared bv believe that # gmail force of the garrison of Puebla might attempt a sortie and might have been re- | pulsed. not uitogether improbable, and that is the } most that cau be said of tt. it i aud that provisions are go abundant in Vera Cruz ‘that the Propen authorities are selling them to tho inha- iq Pea at quite low prices, and, incredibie a2 hemor uF ronch transports @ro- actually engaged in reshipping t provisions to Ft he suporabuudant to France. Sm:—One of the greatest minds this planet has pro- duced—a countryman of oure—on an occasion fariliar to us ali, commoenced his greatest apeech in the Senate of the United States in the following words —“When tio mariner bas been tossed for many days, in thick woather, and on an ynknown sea, be naturally avails himscif of the first pause in the storm, the carliest giavce of tho sun, to take his latitude and aacertain how far the ole- meats have driven bim from his true course. Lat us imitate this prudence, and, before we float farther ov the ‘waves of this debate, refer to tho point from which wo departed, that we may at loast be able to conjectare where we now are.”” | hayd imitated this example, aud avail mazoelt of the “first pavse in the storra’? which bas over Keokuk to exumiue ber vearings, and by a plain statement of iacts, which, with your permission, I will lay beture my countrymen, wave them to determine ‘how far the elements iu driven her from her true course;’ and, while L cannot hope for victory #0 complete ag that witi which the jm mortal Webster vanquighod his adversaries and triumpaoed over the enemies of the republic who were then gowing the seeds of this rebellion, I still srust it will not be found entirely shora of glory. I shall endeavor to whew tha in the short life ef the vessel she developed qualities which no other tron-ctad phitberto built tn this country pos. sessed to the same degreo; and if her armor was pot pret ayainst the artillery ofthe onemy, that she chm. ined other elements of scarcely ieas importance, aud which should, 1 think, in some measure ehicld her frum the harsh judgment « few unthinking miuds bave passed q pon her. In the first place, the Keokuk was built fora light draught veesel, to craw only « certain amount of water, which, when ready for action, was about nine fect aft nd eight tect forward. She was 4 small veszel, being but 150, feet long, over all, including ram aad rudder. he cthaip Rope eat have speed, aud she attained it, running out of New York harbor at tho rato of tou miles an tour. She was intended more iculariy {or intri cate navi d the inlote and to do this it was necessary she should be meee and obey her helm prompily, which she She was designed to be neaworthy, and she proved was and one and ih the the inside of the vexsel. ‘The actual weight of metal in armor on sides, as will be seen from this description, was one hundred and thirty kin, and fastened by a nut on ponnds per superficial foot, equal to « solid plate o: but three and a quarter inches in ‘ducknsse. Un the turrets ‘an additional haif toch plate over the two fivo-erghths. increased the apporent thickness of armor to five and three-quarters inches, and the weight of metal to one three and three. y ‘he question will naturally be asked, Why was not the vessel more beavily armored’ Simply because a vessel of her dimensions would not support any more. Increase the #tze of the vessel and the armor may be incroased in the ame ratio, If vessels clad in eleven inches uf golid iron were disabled and placed hora de combat, is it to be ‘wondered at that a little vessel, carrying but abowt three and three-quarters inebes of solid metal, could not stand tho racket? ‘To recapitulate :— ‘The Keokuk proved to be seaworthy. ‘The Keokuk preyed to have speed The Keokuk proved to be perfectly raanageable ‘The Keokuk proved to be well lighted paturaliy. ‘The Keokuk proved to be well ventilated without the use of artificial means. ‘The Keokuk proved to have great stability. ‘The Keokuk preserved the i.e of every man she took into action, although sustaining the beaviest fire of any vensel in the fleet ‘The Keokuk was not proof against the missiles used by the enemy, nor were apy vf the other vessels engaged in the action.
