By the arrival of the United States steam transport Ellen 8. Terry, Capt. Chapin, at this port last night, we have Newbern, N. C., dates to the 16th inst. Gen, Foster arrived in Newbern at nine o’clock P. M. on Wednesday, from Washington, N. C., which place ho left om Tuesday morning at nalf-past ‘clock, It will be geen that he ran the rebel batteries in broad daylight. His pilot was kilied at the wheel. Only one otber man, a negro deck hand, was wounded, having his arm shot away. Over two hundred shot and shell were fred at his vessel, besides the volleys of musketry and small arms. So, commencing where my last letter closed on Saturday last, with the return of General Spinola’s expedition, I will resume. On Saturday night last, immediately upon the return of the above mentioned expedition, and before the exhausted troops had had time to cook their first warm meul for four days or get the Nortn Carolina soil rubbed from their seedy uniforms, some of the oificers of the gallant Fifth Rhode Island regiment (this regiment was one of the fourteen under Spinola) waited upon Geaeral Palmer, aud stated that that body of veterans bad en mass requested permission to either run past the batteries upon the river Delow Washin<ton, or land and capture them bodily. It ie unnecessary to state that the offer was accepted, and the stauach transport Escort, Captain Wall, was brought up to the dock to receive them. They came on board at midvight, #0 nolselersly that not a dozen people knew of it until late the poxt day, when they had arrived in the vicinity of operations. So completely exhausted were the men with their four days’ hard marching and fighting that when they found themselves on board the steamer they sank down to rest and sleep upon the bare decks only as tired warriors can rest under the dew sprinkling canopy of beaven. A run of seven- teen hours brought them to the feet of gunboats, five miles below the battery at Hill’ Point. General Paimer was with them, a# were also Lieutenant Colonel Holfiuan, Acting Adjutant General on General Forter’s staif, aod Colowel MeChesuey, of the First North Carolina Union Volunwers. The brave Rhode Islanders were clamoroun to be put through the ordeal that night; but the com- mandant felt it bis auty—a# it was—to study well the position and weigh carefully the chances.
