On the other hand, | Toledo advanced 4. The market left off very dull. At the call at the public board at one o'clock P.M. ‘ dvulness was still the prevailing feature. Michigan | Central was bid up by operators to 01%; but there | appeared to be no general business. The stock | and bonds of the Terre Haute and Alton road j have been advancing considerably latterly; the incomes sold at 70 to-day—an advance of ten per cent inas many daye—and the preferred stock at 48--an advance of ten per centinaweek. We notice, likewise, an advance of 4 per cent in Dela- ware and Hudson, occasioned, it is said, by the conclusion of large contracts for coal to be deli- vered next season. Its main features are, as we have heretofore stated, the bank scheme and | the authorization of new 7.30 loans. So.far as we ean learn, the committee will favor this plan, at all events as an experiment; and the question in the House will be, how many members are willing to @rant the government the means of carrying on the ‘war, and how many are ready to cripple the North by opposing the only financial policy which can succeed? There are in Congress, as in Wall street, individuals interested in apeculations who will en- | desvor to enrich themselves at the expense of the country by endeavoring to obtain new issues of frredeemable paper. But we learn thet these reckless members constitute a small minority, end that, moreover, whatever may be done in the | House, the Senate will not authorize another dol- lar of paper money. Letters go forward to Wash- ington daily from hence, ftom bankers, bank offi- \ cers and others, assuring the department Con- | gress that no new loans can possibly be negé- tated. But this dodge {s becoming pretty Well ‘anderstood. The advice of these parties would be worth more if its authors were net holders of stocks, gold and merchandise which would appre- | ciate in currency value on the authorization of a — new issue ef legal tender notes. The chief argu- ment against a loan, next tothe alleged utter “Smpossibility of negotiating one, @Toan would probably put 7.30 notes to 95 and gold to 120, where: money would keep 7.30 notes at 103 and would put gold to175. This is what these opponents of mew loans call depreciating the price of govern- ments and damaging the public credit. Sound mercantile houses would not at all object to have their credit depreciated and damaged in this w and Congress, we trust, will be 80 advised by Mr. Hooper, Mr. Spalding and Mr. Corning as to make no foolish attempts to kcep government securitics | up to o fictitious par, when by the effort they force the true standard—gold—up to a premium of - 600 75 per cent.
