THE REPORTS FROM THE ARMIES IN THE FIELD, No further news has been received at the War Depart- ment from Fortress Monroe or Yorktown. The boat for Cherrystone had probably been delayed by the storm which prevailed in that region. Very little information had arrived by telegraph from any quarter, and nothing of an unfavorable character. PROPOSED OPENING OF THE SOUTHERN PORTS. ‘The details of the conditions of the opening of the seve- ral Southern ports, for foreign and loyal domestie trade, have not yot been entirely arranged, but will be com- Pleted with all possible despatch, THE EFFECT OF THE EVENTS AT YORKTOWN. It was oxpected that « grand assault would be mado on General MoCiellan in the Sonate to-day by some of the Senators who were so industriously vaporing around the hotels yesterday; but no demonstration was made. The Senators who yesterday denounced General McClellan for winning @ splendid victory by & simple demonstration, and without the loss of thou- Sands of lives of Union soldiers, seemed to-day to be somewhat mortified at their conduct, and inclined to admit that, perhaps, after all, General MoCiellan had actually accomplished what was expected of him—the defeat of tho rebol army at Yorktown, This evening some of the radical howlers were jubi- lant over the rumor that General McClollan’s advance had fallen into an ambuscade near Williamsburg, and been teerribly cut up. Another mortification was in- filcted when it was ascertained that there was no ambuscade,no cutting up of our forces, but a brillirnt hand to hand engagement betweon the cavalry of the rebels’ rear guard and of McClellan's advance, in which the latter took twenty-five prisoners without the logs of asinglo man. Tho blustering of the radicals is hushed to-day by the acoumulating testimony of the satisfaction of the people with what the Army of the Potomac has accomplished, and their ory for blood, instead of victory, sticks in their throats, Tho administration is fully satisfied that the road to Richmond ts opened, and the rebel army of tho East utterly routed. * a THE NATIONAL TAX BEAL, TORE Tho Finance Committee of the Senate have finished their labors upon the Tax bill, and will report it back on Wednesday. It is understood that no very material alterations wore made by the committee. They prefer to allow the responsibility of the bill to rest upon. the House, where all measures of this character must origi- natc. Some changes in the rates of taxation are made; but tho bill stands substantially as it came from the House. ‘The committes do not propose to tax stocks on hand. a) THE RADICALS NOT IN FAVOR OF THH UNION AS IT was, At the close of tho debate in the House upon the Pacific Railroad pill to-day, Mr. Wickliffe, of Kentucky, extracted from Hon. Thaddeus Stevens the confession that ho is not in favor of restoring the constitution and the Union, if slavery is to bo restored also, WORK BEFORE THE CONFISCATION COMMITTEE. ‘Tho select committee of tho House on confiscation have before them four bills and six acnainats relating to that subject. THE RADICALS AND THE CONFISCATION QUESTION, . In their debates upon the numerous confiscation mea- sures before Congress, the radicals insist that slavery is ‘the cause of the wax—that it is in reality the traitor and rebel; yet they frequently speak of the ‘slaves of loya; masters." PUBLIC LANDS FOR AGRICULTURAL COLLEGES. Senator Wado’s bill, in aid of agricuituralcolieges, pro- vides that the pubiic lands shall be donated to the States and Territories which may establish colleges to teach the science of agriculture and the mechanic arts, in the pro- portion of thirty thousand acres for each Senator and representative, the funds acquired by the sale of the lands to be invested in government or other stocks, Yielding at least five per cent. One colloge at loast must be endowed and supported in tho State or Territory which receives the donation provided by this act. A BILL TO SECURE PERSONAL LIBERTY TO CITIZENS, Mr. Carlile, of Virginia, introduced a billin the Senate to-day, to secure personal liberty to citizens of the United States. It provides that arrests for disloyalty shall pe made only upon the oath of a loyal citizen, with a par. tioular description of the act of disioyally charged against the party. A penalty of ton thousand dollars, or im- prigonmont for Ove years, is the maximum punishment for contravening the first section. Parties arrested may have tho privilege of the habeas corpus, which is in no case to be suspended. KANSAS CLAIMS FOR INDEMNITY FOR DEPBEDATIONS, A bill introduced in the House to-day, provides that all tho claims of the citizens of Kansas for damages suffered by thom im the bordor warfare of 1855, including those which haye been favorably reported to Congress, shall be transferred to tho Court of Claims, 4 DISLOYAL CHURCH TO BE PITAL. A proposition is entertained of converting Trinity church into at hospital for sick soldiers. This move. ment is probably in consequence of the openly avowed disloyalty of tho pastor, and the election of a vestry, the majority of which sustain him in his contumacious ro- fusal to road tho prayers presorived by the Bishop in favor of tho success of the government. CONGRESSIONAL BXCURSION TO YORETOWN, A ttumber of the members of the Committees on Military Affirs of both the Senate and House, accompanied by General Clark, oxcoutive Clerk of the Senate, and Mr, Smith, Clerk of tho House Military Committee, have gone to Fortress Monroe and the headquarters of Goncral McClellan, to prosecute in- quiries touching tho charges against General Smith and other matters of importance in the prosecution of the war, A government steamer was placed at tho disposal of the War Department. The Chairman of the Senate Military Committee was not one of the party. Ho has manifested a decided preferouce for conducting the war at asafo distance from any possible battle fleld. PUNISUMENT OF TREASON AND SUPPRESSION OF THE REBELLION. Judgo Thomas, of Massachusetts, introduced to-day an elaborately prepared bill topunish treason and to aid in Supprossing tho rebollion. It has many details, and pro. vides for a more stringent prosecution and punishment of troason by tho infliction of incrensod fines and forteitures, while the rigor of the death penalty is relaxed. MILITARY APPOINTMENTS CONFIRMED. ‘The Senate this afternoon confirmed the nomination of J, Napoleon Seerman as Brigadier General of Volunteers, He was formerly on Goneral Fremont’s staff, and will now be attached to General Hunter's command. Last evening the proprietors of Canterbury Hall and the Amorican Music Hall, No.444 Broadway, concluded to reopen their saloons as usual, and employ the “ pretty waiter girls,” and also open thoir bars the sale of liquors.
