The following is a comparative statement of the exports (exclusive of specie) from the port of New York to foreign porta for the week and since Janu- ary L:— 1650, 1860, 186i. The exports from the port of New York for the calendar year 186} will, in all probability, exceed {n aggregate value the total imports. The trade in commercial paper continues light. First class notes are selling at 6 per cent, and names less highly esteemed at 9 9 12018 A large proportion of the operators, who have hitherto employed their means in commercial paper, are bow buying Treasury notes. The 6 per cents at About 98 are the favorited at present, By and by the 7 3-10 per cents will follow, though the brokers cannot make anything by dealing in them, and are wot likely to bestir themselves actively to place them in consequence. The banks paid over the third instalment of ten per cent this morning, Waking altogether $10,500,000 paid by them under the agreement of the 19th ult. Mr. Cisco received Yhis morning a draft for $702,100, to be distributed among the banks in repayment of tho first public Subscriptions to the national loan. The subscrip- Hone to-day were moderate. People will not sub” scribe largely now until the notes are ready and books of subscription are opened all over the coun- try. The first batch of notes—some $450,000, chiefly hundreds and fifties—will go forvard from here to Washington to be signed on the 9th inst.—next Monday. The delay which has eccurred in preparing these notes is not creditable to the department or to the Bank Note Engraving Company which had the matter in charge; valuable time is being lost, and rcom is afforded for assertions, by traitors, that people are oot coming forward as they should; whereas the true difficulty is that the people are ready with their money but government is not ready with its gotes. Why, it may be asked, too, does not Mr. Chase open books cf subscription throughout the North? Why wait any longer? Foreign exchange for to-morrow’s steamer closed rather firmer for sterling, but not so strong for francs. A large number of bear contracts in stocks are maturing, and stocks are so scarce that the shorts bid prices up in attempting to effect their delive- ries. Thus the short demand for Galena put the price up this morning 4% per cent, and the scarcity of New York Central caused an advance of 14 per “sent in that security likewise. Sympathy with these leading speculative stocks led to an improve- ment of ¥ per cent in Rock Island, 34 per cent in Toledo, 3 in Tlinois Central, and 24 in guaranteed. Transactions in all these stocks ure limited, with the exception of Galena, which is being inflated by Speculators with a view to assist the negotiation now pending for obtaining an extension from the creditors on the mortgage bonds about to mature: Pacific Mail was steady; the non-arrival o the Northern Light gives rise, as usual, to some uneasiness, Government securities continue to be 4n fair demand; the new coupon 6's advanced 14 this morning. Missouris were quite active to-day; about $100,000 of the bonds changed hands this morning, the advance of the day being equal to 44 percent. In Wall street Fremont’s proclamation is regarded as likely to improve the credit of the Btate, as tending to emancipation. Virginias gose % this morning and Tennessees 1{, with a Bmall business. ' We draw attention tq a curious story which will ‘be found in another column with regard to a new pmployment for the Vanderbilt, Ocean Queen, Bal- tic or Atlantic. Among the many changes brought about by the present crisis we notice with lively satisfaction the reform in dry goods credits. The domestic commission houses began the movement by a com- bination which fixed six months as the extreme term of credit. Asa matter of necessity, the foreign importers had to follow, although no com- dination was entered into. No difficulty has so far been experienced, but we hear that afew of the domestic as well as of the foreign houses are willing to continue to sell on cight months, es- cially such as are in the cloth business. This is Sons with a view to get the preference of the best fhouses in the trade. Sarely a more short-sighted policy could not be pursued. It probably will ocur to these selfish parties that in fact they puarantee 80 much as they sell on eight menths to their more conscientious and careful eompetitors. Most fortunately the number of these cight months’ houses is too amalt to influence the ma- fority to follow suit. The auctioneers, we learn, pre at present only selling for cash, but will, after October, probably sell only on four months’ credit, if they give any credit at all. The always shrewd firm of A. T. Stewart has at once curtailed its credits to country retailers to ninety days, and of course our ther jobbers will follow. The strongest and mort Bubstantial of these houses have all expressed their Hesire to see credits shortened, ana, considering all ‘these facts, we may safely predict a most healthy ‘effect on the trade in general. The Philadelphia Ledger of to-day says:— ‘Tho payments into the Sub-Treasury tell upon the bank statement of averages, The inerease of loans the past is $1,100,147, and the week previous it reached $8,446,033, inaking an addition to their source of revenue of $4,556,18C—that is to say the banks show an average of that amount more at interest than they had a fortnight ago.
