This rule has been changed. A man now offering bimeelf to dofend his country and tts honor knows not at what point his services may be needed, nor what sort of a soldier he is to become, the governmeat reserving to iteelf the right to put them where it p.eases This may affect the recruiting offices, as tnere are very few men who like toenlist blindly. In Committee of the Whole the first three sections of the propored amendments to the constitution were adopt- od without material amendment, A new section, offered by Mr. Wiso, providing that compeosation be made in all cases where property “in pereons held to service or to labor” bas beea or may be ‘akon for the public use, as in impresament, &c., was adopted.
