The announcement that hostilities had actually broken out at Charleston startled the public this morning; but there was no panic. Stocks fell, with the exception of governments, which were very tirwly held; but people generally seemed to ac- cept the fact as an event which had long been in- evitable, and as @ not unwelcome termination to a period of intolerable suspense. Nothiog was done in money or exchange. The war was the sole topic of conversation in every circle. At the Stock Exchange this morning a moderate business was done. The border States led off the decline by talling—Missouris, 2; Virgin Ten- pessees, 24 per cent. The general speculative list had sold very low before the Board.
