Tiearn that Lord Lyons, the British Minister, has offi- cially notated the American government that Great Critain will not recognise ® blockade of the Southern Corts, unless it is thorough and offectual, and that the aere announcement of a blockade, in accordance with the ‘Treaty of Paris, will not be recognized. In order to make the blockade of the Southern ports thus complete, the American government must have vessels enough to blockade every. port, otherwise the British government will feel themselves compelied, in accordance with their engagements with other Powers, to disregard the restriction and carry on their commerce ‘with the Southern ports as if no such blockade had been announced, It # understood that it is also the intention of M.
