Arrival of President Davis at Montgo- mery—Important Speeches on the Occa- sion—The Time for Compromise Past— The Southern Confederacy to be Main- tained at All Hazards, é&c., dc. Mowrcoutery, Feb. 17, 1861. The trip of Mr. Davis from Mississippi to Montgomery was one continuous oyation. He mado twenty-five speeches on the route, returning thanks and compliment- ary greetings to crowds of ladics, aud gentlemen, and military, at the various depots. A Committee of Congress, and the Montgomery author- ities, met Mr. Davis about cighty miles off and formally received him, Two fine military companies from Oolum- ‘bus, Ga., joined the escort at Opelika, and all reached Montgomery last night at ten o’clock. ‘He was received with great enthusiasm, a large crowd assembled at the depot, which Mr. Davis addressed as follows8:<— He said he felt proud to receive the congratulations ‘and hospitality of the people of Alabama. He briefly re- viewed the present position of the South. He said the time for compromises f& past, and we are now determined to maintain our position and make all who oppose us smell Southern powder, feel Southern stecl. If coercion ‘was persisted in, he had no doubts as to the result. We will maintain eur rights of government at all hazards, We ask nothing and want nothing. Will brve no complications. If other States join our confederation they can freely come on our terms. Our seperation frem the old Union is complete. No compromise, no revon- struction can now be entertained. A large crowd waited 02 Mr. Davis on his arrival at the Exchange Hotel. The ladies were eqiully enthusi- astic with the gentlemen. A quarter before eleven, at enthusiastic calls, Mr. Davis-eppcared on the balcony and said: — Feuiow Crexs axp Barren or rite Coxneorrare Stary or Awerica—For now we are brethren, not in name merely, but in fact, men of ono flesh, ome bone, one interest, one purpose andof au identity of democratic institutions. We have hence, I trust, a prospect ef living together in-peace, with our institutions subject to pro- tection, not defamation. It may be our careerarill be ushered in in the midst of storm. It may bedthat as this morp'ng opened with clouds, mist and rein, we shall have to encounter inconvenience at the beginning; but as:the sun rose it lifted. the mist and dispelled the clouds and left the pure sunlight of heaven, so will the progress of the Southern Confederacy carry us eafoto the harbor of constitutional liberty and political equality. (Applauec.) Thus we havenothing to fear at hams, bo: cause at home we have homogenity. We will heve no- thing tofear abroad, because if war should come, if we there. (Applauso.) Should Benjamin be made Attorney General, instead of Fimore, John Foreyth will go into tho War Department. Meese, Toombs and Slidell will probably be sent as ambassadore to England and France respectively. The tariff has not as yet been fixed. The belief is that the commattee charged with this subject will report one making the duty about an average of twenty per cent ad valorem, which, on ove hundred and eighty milhens of dutiable imports, will raise a revenue of about thirty six millions of dollars, which will be ample, even ag a war tarif. While the old fogies of the Peace Congress are fiddling, faddling and slobbering over the Uvion, trying to patch up a compromise, and while Lincoln is administering ipe- cae to sensible poople in his daily balderdash speeches, this formidabie Southern movement is daily growing into practical shapt, Regret i# expressed that the amendments offered in the | Senate to the Navy Appropriation bill, creating the office of Asgistant Secretary of the Navy, should have failed. It was lost by two votes. The object was to take an off- cer from the line of the navy and make him a gort of an adjutant general, having charge of the routine and detail of the department. The necessity of this officer has been apparent for years, and it is regretted that the penny wise and pound foolish policy should have killed it in the Senate, The action of the republican caucus last night in rela- tion to the endorsement of tho Force biit proposed by Bingham, has awakened alarm among those who advo cate temporate and conciliatory measures. Frigates United States, built 1797; Columbus, built 1836, and Raritan, built 1849, are fifty gun ships. Each are clumsy, and cannot be used in active service. Shoops of- war Plymouth and Germantown wore built Ja 1843 and 1846, have done great service, and are too much decayed to be of much further use without large expense for repairs; draft sixteen feet. Brigs Perry and Dolphin, of six guns each, built in 1843 and 1846, are being put in readiness for sea, Draft of water thirteen feet. The idea of altering the seventy four gun ships tuto steamers, now that they are water soaked and decayed, is pronounced by naval constructors to be impolitic and almest absurd, That no more large steam frigate: aro wanted at tho present time may be seen from the fact that cf the six wo have five are now laid up in ordinary, Steam sloops of light draft are really wanted, but those who are supposed to know, say thoy should not all be of the smallest kind, but of different rates, adapted to the various wants of the service. Large shipa are necessary for long voyages where rough weather provaila, and of that clase we are supplied at present. England and france are buiiding many iron- ‘cased ships, and the United States nay try their experi- ment. Spain had her agents here fome two months eince in- viting proposals for building fifty large steam screw frigates, and contracts will be mado for part of them, but they prefer wood 4o iron. But some builders say that we should have wood ships with iron frames for two Teasons:—First, that it will save space for stowage, and secondly, it willnot be possible to obtain live oak timber now that the livosak States haye seceded, arguing that no more timber ef that description can be obtained, and iron must be fubstituted. But others say that ia order to obtain tte came strength the frame must be deeper ! than thoso'0f wood. Besides (f% large purchases of livo | ovk just tsele, there can bo wo doubt that the United | States ‘Inave enough timber to last until the seceding | States roturn again, { jae THE LATE SUMRURES OF MUSKETS, | TRE 'LETIERS OF GOVERNOR BROWN TO GOVERNOR MORGAN—THE KEPPISAL MEASURES AND THEIR i KTP ECH—-THE GHORCTANS PXULTANT, ETC. {Prom the Milledgevitic ((/a.)
