FINANCIAL AND COMMERCIAL. | Tuvesnay, Oct. 4—6 P.M. There is no change in money. The demand | smeng the stockbrokers is slackening, ual, when speculation is checked; among the discount houses a fair business is doing, on the basis of 7 | per cent for first class paper. Some people con- tinue to predict an active money market toward the close of the month; but at present the indica- tions point rather the other way. The Seb-Treasary received $254,596 to-day, of which $149,000 was for eustoms; the payments were $337,166; the balance | this evening, $4,970,058. ‘ Foreign exchange continaes inactive, and ster- ling is lower. Some of the leading houses con- Hanne to ask 109f, but the best bills can be had at 109, a}. Ofcourse, at vhese rates, specie cannot be shipped at a profit. Still, if the California steam- er arrives In time, we presume that the Satar- day's packets will take out half a million or more of gold for France. The amount of prodace bills in morket keeps the brokers supplied with as much | exchang as they want. The stock market continued panicky this morn- ing, and there has been a farther heavy decline in all the speculative securities. The Rock Island | imbroglio seems to have operated like a wet blan- ket on speculators, and to have frightgned not a | few holders of stocks. This was natoral; but the | panic of last evening and this morning is not justi- | fied by the facts. Aside from the questions of } honor and honesty involved in the personal conduct , of the Rock Island directors, the passage of the @ividend leaves the company in a stronger position than it would have occupied had the dividend been | paid, And certainly the fact makes no such differ. | ence to Erie and Central as to justify a fallofiad | per cent in those stocks. It is probable that, in the eourse of a few days, the present excitement will evbside, and that the causes wiifch have been ope- pating for a year on the price of railroad property— | increased traffic, improved management, and re- turning general prosperity—will again reassert their sway. In the meanwhile, of course, the course of the market will depend upon the relative strength of the bulls and bears. So long as the latter are willing to supply the demand at reduced rates prices must fall; when the bears be- gin to cover and the public begin to,think stocks @heap, prices will rise. To-day R and fell from 72), the closing price yesterday noon, to 704 at the close of the first board, thon rallied, and elosed 71} bid at the close of business hours. There fs noth ier with regard to the dividend mat- ter. It is understood that the directors blame Mr. Farnum, President, for the d jon that was practised on the public; there me talk of a meeting of stockholders to re the action of the boa In some quarters itis asserted that Dr. Thomas C. Darant, the only member of the board who voted for the dividend, is about to resiga. We should | supposed that if anybody was expect- ed to resign it wo at be the directors who gave out that the dividend be paid, ordered the check book and prociaimed the fa and, afte? selling out their stock, voted it inexpedient to pay a dividend.
