Te ad er : Affairs at the National Capital. Wasuixotox, August 6, 1860. +h RATUROAD GRANT BY THE CONGRESS OF COSTA RICA. “By the arrival of Mr. Dimitry, Secretary of the Lege- ‘Bion to Costa Rica, the important intelligence has been orought of the full ratification by Congress of the grant of 'B railroad right to Ambrose W. Thompson. It had been ‘Bubmitted by President Montelegra to the Congress of Wosta Rica, and a most determined outside opposition ‘was interposed; but on the 4th of July it was approved Wy the House of Delegates, with only two negative votes, sand by the Sonate unanimously. The grant is for eighty years; the roadway is to begs00 yards in width; strip fa mile wide on cach side is set apart and ‘Miternate sections a mile square on each side fare donated in fee. Tne other alternate sec- Bions are reserved to the government, but an “equal quantity of the public lands in any other portion of Bho republic, at the selection of Mr. Thompson, are ganted ‘Gaim in perpetuity. The ports at each ond of the road are ‘Ro be free ports throughout the term of the grant, The Location of the road is to be between the Bay of Coronada and the Granadian boundary line on the Pacific, and the point of Carita and said boundary line on the Atlantic. ‘Kosta Rica claims, with great justice, as her boun- slary a line drawn from the Escuada de Veraga. 40a the Atlantic, to the Point of Burica, on the Pacific. ‘This gives the whole of the lagoon of Chiriqui, on the At Mantic, and the entire of the Gulf of Dolce , as well as two Wae bays in addition, on the Atlantic, on which to ter- miaate the roadway, The road isto be first class. The Burveys are to be made within two years, and built six ‘years thereafter. The grantee ito maintain an efficient orps of police all along the lime to preserve order. He fas the right to erect and maintain public hospitals at he termini. The troops and messengers of the gov- wrnmeat are to be carried “over the road free wt expense, but no foreign troops or mu- qmitions of war are permitted to pass over Jt without consent of Costa Rica. The road cannot De transferred to any foreign government. Contracts Wmade by the grantee in foreign countries for service or ‘Zabor shall have, the same force in Costa Rica as in places ‘of their agreement. Costa Rica is not to dispose of any of her lands, or give titles thereto, until Mr. Thompson Shas selected the quantity given in liew of the alternate ‘ections reserved to the government on the line of the road. A charter for the purpose of organization is givan ‘Dy Costa Rica, with all the powers and privileges, as con- ‘tained in the Chiriqui Improvement Company charter, Branted by the State of Pennsylvania Six per @entum of the net profits of the company are fo be paid annually to Costa Rica. $50,000 ‘are to be deposited within one year asa guaranty that ‘the road will be made. This is to be returned without Aaterest @# soon as the road is completed. There is no other tax reserved upon the road or mails passing over Mt, La case there is any disagreement as to the meaning ‘Of the articles, the Supreme Court of Chile are to be arbi- Srators, This is- considered here to be the most liberal nd valuable railroad grant which has ever yet been made across thé great American isthmus, and as placing ‘Br. Thompson in a high and independent gposition. He ‘holds grants from New Granada which cannot legally be annulled, though offorts have been made to that end, ‘while this of Costa Rica stands without conflict of any kind. ‘FEE SCIENTIFIC EXPEDITION TO LABRADOR. ‘A despatch from Sidney, Nova Scotia, says the Coast ‘®urvey steamer Bibb, which went to Cape Chudleigh, “Labrador, with a scientific corps to observe the solar eclipse of the 18th of July, arrived here Friday, and after ‘Sealing sailed for New York.
