With the pros- tof civil war bofore them, capitalists at the Worth and abroad are not likely ta be willing to embark money in railroad enterprisoa at the South, | | We noticed the other day the endeavor ta wepotiate a loan in our market for the completion of the rail- road from New Orleans to Houston, Texas. Ifthe South is going to dissolve the Union such schemes | appear at an unfortunate moment. | We have received the following letter: — Tas Ls Crosse AND Af WAUKRE RATROAD, | Tnotice, within the last few days, several articles in the daily papers upon the aifairs of this famous row, and from their tone am again 4 with a faint hope— faint and feeble, contees, for have been 80 long di ted—that some action !s about to be taken to adjust $15,500,000 less, and the imports of foreign goods $7,000,000 lose. Our position is thus $1,500,000 bet- ter than it was at this date last year. There is no change in the money market. The rates continued to be 5 per cent for call loans, and the same for strictly first class short paper; for prime paper, 4 @ 6 months to run, 64 a 64 per cent. Yesterday’s bank statement is not favorably viewed in financial circles, though no serious appre- hension of trouble is felt just yet. Tho Sub-Trea- sury receives a great deal of money, but gains nothing, the disbursements aresoheavy. To-day's business was:-—Receipts, $244,258, of which #14,- 000 from customs; payments, $301,057; balance this evening, $5,339,815. The Boston steamer’s mail closed with a dull fecling in exchange. Most of the bankers asked for their sterling bills 109%. 110 for sixty days, and 1104 a § for short sight: for bills on Paris, 5.10$ for short sight, and 5.13) for sixty days. Thecom- petition among drawers is so keen that the profit on drafts drawn against gold or prodace bills is often less than nothing. Still each house wants to preserve control of the market, and continues to supply bills as cheap as its rivals. Contrary to general anticipation, the stock mar- ket opened buoyantly this morning, and prices of all descriptions of stocks advanced from 1 to 2 per cent. The oldest operators were unprepared for such an advance; many of the leading bulls have been selling out, and others have been holding back in the hope of being able to buy at lower prices. It is hardly possible to account for this day’s rise, except on the theory that there is an un- dercurrent of outside buying far more active and general than is popularly supposed in Wall strect. As usual, the Western shares were the favorites. Rock Island advanced 1}, Toledo 1}, Gaiena 1}, guaranteed 2, Illinois Central 1, Michigan Central 1}, while Harlem, New York Central and Erie were in scarcely less demand. It looks as thongh there was less stock in Wall street than usnal; as if the 4,000 or 5,000 shares of each stock which have served the brokers for their daily deliveries for the past year or two had been reduced to less than half that number, Operators had relied upon the poor traffic on the Western reads and a combination of untoward acci- dents to produce a decline in prices; but the very properties which should, according to ordinary rules, have fallen off, have proved the swiftest to advance. In the face of the news of the actual commencement of Mr. Attorney Myers’ suit against the New York Central, the stock rises 191) per cent; in the face of a decline of over $3,000 on the week in the Galena earnings, the stock rises 1): in the face of the established certainty that new ¢ to the Pacific, Pacitic Mail ad- ide of opinion flow thai direc- tion, and there is no resisting it, Hudson River ad- vanced 14 per cent, closing 564 bid.
