FINANCIAL AND COMMERCIAL. Tronspay, April 12-6 P. M. The steamship Persia arrived this morniag with Gates to the Sst ult. The money market in Len- don continued very active, and the Bank bad ad vaneed the rate of interest to 4} per cent, which ‘Vyas the minimam ont of doors, The continued stringency in money puzzles the papers and letter writers. The flew of gold to the Continent was not excessive, and the yeceipta were quite adequate for the wants of the Bank. Business is not active enough in England te absorb the large amount ef capital always lying idle in London; ner does speculation on the Stock Exchange appear to be very aetive. There had been some large ftuctua- tions in public stocks beth in London and Paris, in eonseqnence of Lord John Russell's speech on the Savoy question; the French rentes, affeeted pro- ‘bably by purchases by the government officials, fose four per centin @ little more than a day, and declined about as rapidly below the peint from whieh they started. The British fands are also quoted lower. As, however, it is not likely that there will arise any trouble out of the Savoy ques- tion, these fluctuations are not likely to be iasting. The London Economist of March 31 says:— On Thuraday the minimum rate of discount of the Bank of Bugiand was raised from 4 to 43; per cent. The last Previous alteration was on the 3ist of January, whens Tivo from 3to 4 per cent was announced. The coin and Wullien stood then at £14,942,602 (£320,109 leas than now); the reserve of notes and coin at £7,611,162 (£1, 266,184 less than now), and the ether securitics at 773,681 (£3,181,508 leas than now). These considerations point to the continuance of a tight money mertet. In the Stock Exchange to-day money was in Pressing demand, and the rate for short loans on English government secu- Titles was 434 to.6 per cent. The discount establishments have announced a rise of 3¢ per cent in the rates allowed for cans. They now give 3% per cent for money ‘“‘at » call,” and 4 per cent subject to seven days notice of with- @rawal. The London and Westminster Bank, however, allows only 23¢ per cent on sums below £500. It is, of course, based upon the increased produetiveness of the country. These gentlemen say that if an expansion of $125,000,000 was not excessive when the cotton crop was 3,500,000 bales, @ crop of 4,500,000 bales justifies an expansion of $135,000,000. We confess that we donot exactly see the force of the reasoning. All rules, including the famous rule about the 20 per cent of specie to liabili- ties; in relation to the amount which a bank maylend, are liable to objections. The only true principle for bank presidents to steer by is that safety requires them to foster confidence and prevent panic.
