The decline, however, brought in some new purchasers on Thursday, and since then the market has been steadily on the mend, with every pros- oat pect of an improvement in prices proportioned to the improvement in the business of the roads. State stocks are dull and depressed—partly in consequence ofthe prospect of new loans, and partly from the unsettled condition of political af- fairs. It so happens that the State stocks most ae tively dealt inhere are the stocks of slave States, which would be the first to depreciate in the event of any outbreak of slaves; hence their sensi- tiveness to the turn political affairs have taken at Washington. It is deemed probable, moreover, that Missouri, Tennessee and Virginia will all issue some more bonds this year in aid of their railroads and other works of public improvement; this operates for the time against the market. The stocks most severely affected during the past week have been the New York Central and the Galena; the former by the recommendation in the r’s message that the road be tolled, the lat- ter by the decrease in the earnings of the last week ef December. As to the tolling matter, it is not very likely that the advocates of that measure will be more successful this season than they have been heretofore; though, & Governor Morgan’s recom- mendations were all adopted, and canal tolls raised, as well as tolls laid on the roads, the effect would be rather to increase than to diminish the receipts of the Central. With regard to the Galena, the de- cline was anticipated by the friends of the proper- ty; December and January are always light months on that road. The other Western lines—the Rock Island, the Toledo andthe Michigan lines—con- tinue to do considerably better than last year.
