Our Washington Correspondence. ‘Wasumvaron, Oct. 18, 1850 Views in Washington on the War ia China—The American Policy, de. ‘No ofMcial information has been reccived hero to con farm the reports by the way of Europe of Mr. Ward’s box joorney to Pekin, and of the treatment he received on arriving there. Considering, however, the character of the Chinese, their late conduct, and their traditional policy towards foreignors, it is thought those reports have some foundation. Supposing it be true that the American Minister, clothed with the majesty and dignity of this great republic, has Deon treated in the undignified or ludicrous manner re- presonted, the question that naturally springs up in the mind of overy one is, what will the government do under such circumstances? Will it declare war against the Ce- Yestial Empire? Will it join England and France in tho new erusade of gunpowder civilization against what is called Eastern barbarism? Or will pursue a neutral, mediating or persuasive po licy? Theso are most important “questions, tan 0 geeaeencce bearing upon our future trade and in tereourse with Asia, and upon our future international Leg d and relations with trans-American Powers. While administration will not shrink frora its duty in en- forcing our rights, in redressing wrongs, or in defending the honor of our representatives and of ‘the national fiag, whether it be against England in the Straits of Fuca, or ‘China on the Peiho or at Pekin, I have reason to believe the gov: rnment will tollow the wise policy pursued ‘throughout our history of going to war only as a last re- sort. Above all, it will avoid entangling war alliances with foreign nations-with whom war is agort of businoss or a necessity. England is influenced also, no doubt, and France, tov, to a certain degree, by a mo- five to enlarge the sphere of commerce. But the ruling motive with both these Powers is aggrandizement; with the former by the extension of empire and control in tho Fast, and with the latser by the prestige of her power and fame, and the weight she has in the great affairs of the Seer the Cuned nates bas uo such chiect with regard to extending its empire, or acquiring fame or glory by a ‘contest with China or any of the countries in Asia, Our mis- sion in that part of the world is a commercial one. If in car- rying out this mission treaties be violated, injury be done to eur citizens or our flag be insulted, we should updoubtedly seek redress, even at the cannoh’s mouth if necessary, but wo should first employ other means, and not hastily and anxiously seize any pretext to participate in a conflict for ulterior objects of ambition. Such was our policy in the late war with China, and such has been our policy with regard to Japan, and we have seen the fruits of it fm the special consideration with which we have been treated. The European press has taunted us for what it alis our selfishness, and for a want of sympathy in the efforts made by Engiand and France to bring within the pale of civilization the nations of the East. Happily our ‘views of a civilizing process are different to those of the ments of these countries. It has been said there is no other way of breaking dowa the exclusiveness of the Eastern nations, and of opening them to commercial intercourse, but by the gunpowder argument, and that we derive advantages from other Powers making war with them, and therefore it is urged that we ought to participate. The assump- tion of the necessity of war for such @ purpose is questionable. he present hostility of the @hinese to foreigners has been greatly aggravated, if not caused, by the haughty, domineering and contemptu: ous conduct of England. Throughout the history of Bri- tish intercourse with China, and especially at the time of the opium hee 4 the Chinese endured enough to make them hate the “ white devils.” But to say that because a war on the part of Great Britain and France with China will result in extending our commerce, or in giving us more free intercourse with that country, we ought to be a to it, is a weak argument. All the nations of the world might be called upon to participate for the same reason. Such a conclusion is unsound in principle and dangerous to admit. But, as I stated above, England and France are influenced by motives with which we have no wympatby, and it would be neither reasonable nor politic Sor us to enter into a war alliance with them. And such, 1 believe, are the views of the administration. On the contrary, if we be not forced into war by Chinese outrages upon ourselves, which is not probable, eur neutral position may be ot the greatest advantage to the allies themselves and to all the work. We have no aggrandizing ambition in Asia, of which fact the Chinese are probably aware, and’ we peek no exclusive privileges. We are therefore in a sita- ation to mediate between the belligerents when the pro- per time may gig ‘This ma bpdiogrnd eee ate ol ition for promoting the interests f and France even than if we were united with them in the war. Analarm bell, rung a few moments since to ammounce a fire, raised momentary confusion in many places, the in- habitants regarding it as the signal of an outbreak in the vicinity of their homes. ‘The presence in our city of Archbishop Hughes has ex- ited considerable attention; and although it is well known ‘that he came for the purpose of taking part in the dedi- cation of the new Catholic church built by the Society of Jesus,there are many persons who ascribe to his visit an ebject altogether unconnected with his ministerial duties. ‘Phe Bishop visited the Capitol of the United States yester- day, for the purpose of inspecting its archifectare and gencral arrangement, with the view of appropriating any Of its designs that may be suitable in the construction of the new Catholic Cathedral in New York. It is the Arch- Dishop’s determination to make the new building surpass anything in this country; and it is with this end in view ‘that he made it his business to visit the public build- here, as well as those of other cities which possess any architectural merit, He expressed himself highly eased with the Capitol, but it is understood acquiesced Ei the general belief that the present arrangement of the House of Representatives would not be sutlered to re- main two weeks in use after the opening of Congress. ‘The politicians and wirepullers who are interested in the printing plunder are anxiously waiting for the retarn ef Mr. Wendell, who is. expected here on Friday.
