It is very desirabie that barmovy with the goverament of the Unwed States, fatally disturbed by the occurrences of ex 16th of April, be restored upon permanent sad foundations; although it is a aiieate what a good berrsace ding should exwt cordially and uaalterably, coa- sidering that (be system of indefinite territorial expsasion and the ibuetering spirit have epread to a great extent in the Northern Union, promoted oy the repuisive coa tempt in which the race is beld which inhabits Spanish America, xnd by the disrepute into which their ridiculous domestic contentiovs have brought nearly all those repub- lies, in other respects so wortby of cousideration. No better opportunity to aitain tnat object can be offered than the arrival at of the worthy new Minister, if tho ernment which he represents be ani- mated with the honest and benevolent feelings which unquestionably influence the Granadian administration. It will not therefore be sufficient that the picky of 1867 be exchanged and strictly carried out, giving there- Dy eatistaction to one of the parties concerned; it will be necessary, Day, oven indispenrable, that the other party obtain certain reparation to which it is entitled by virtue of the Panama qoestion itself, viz: an equitabe adjuét- ment of the points in discussion pending with regard fo tonnage and postage through the interoceanic Toute; security fer the future with regard to the same route, jis legitimate products, aud tue efficient and undisputed possession of the territory of the Isthmus. Citizens of tne United States, ax promoters at a former Period, and eu juently as aggressors, were contemptu ously unmindful of the authorities, and were the princi- pal cause of the misfortunes which occurred on the fatal 16th of April. On the following days official agents of the government of the United States became guilty of the most scandalous irreverence; citizens of the United States then endeavored to misrepresent facts by imputing them to this country, ana they have been at a later period charged by some with beg the instigators and the abettors of new disturbances. then the North American press, which su the foreign policy of the present President of the United States, encourages filibustering, representing it as a natu- raland justifiable consequence of the rejection of that policy by the Legisiature; when, notwithstanding such Tejection, the President insists upon demanding enormous indemniQcations from the Central American States, which have suffered such terrible calamities in consequence of the unjust aggression of Walker; and when hostile mea- sures are directed ab iralo against Nicaragua, under the plea of spoliations and offences which may be accountea lor to acertain degree, it is in conformity with reason that some apprehension of attempts ef aggressive inva- sions, prepared in the United States, should be felt among the Spani#h American people, and that a want of cont. dence should prevail among them towards North Ameri- can native and adopted citizens. Fortunately our people are free from animosity against foreigners; and although they set great vatwe upon their own dignity, and although they may smart deeply under the pecuniary obligation consequent on the untoward and final adjusument of the Panama question, they will not forget the special regard for which New Granada is in. debted to President Suchanan; they will repose entire confidence in the guarantees of the treaty existing be- tween the two republics, and they will therefore accept with pleasure the tokens of future reconciliation.
