In several breaches of trade the bes! ness done in July was larger than ugnal, and there ws lees left to be done in August. So far as the West is cou cerned, too, there is reason to believe that Weatera mer chants will no longer confine their purchases to one season, ‘bat will contiue thote throughout the year, The princips reason, however, fur the moderate revival of business ia the uncertainty which prevails with regard to the impor tations. Six weeks ago we pointed out to the importers that they were overdoing the business, and that unles: the rusb of foreign goods into this market were checket prices of dry goods and many articles of foreign merchan- dise would rule low this fall, Western aud Souther) buyers are naturally waiting to see whether this will be the cage If, as we are assured by parties who ought t» know, the importa fall off after next week, the importer and jobbers wilisoon have as much to do as they c.: manage. ‘The reports from the South with regard to the cott crop continue very favorable, and even the most care‘: writers now begin to predic} the largest crop ever grow, provided the picking season prove favorable. Congideriny »progpect, and the high price at which cotton !sraling »1 De admitted tbat the market is well sustained. Som European dealers speak of the demand being brisk enousr sh advance, were it not for the neversities 0 The receipte at the port for the week wer 6,000 bales, against 11,000 bales same week last year and 3,000 bales same week 1857, making the Lotal revel; to date 3,686,000 bales, againas 3,062,000 bales to ean date in 1858, and 2,895,000 bales to same date in 1857 Tne exports to date are 2,947,000 bales, against 2,643,000 bales to same date in 1853, and 2,232,000 bales to eam date in 1857. The wheat harvest continues to proceed under yay favorable circumstances. Some spring wheat has e to market which has elicited universal admiration. Tb ‘s every prospect that we shall have a large suppiy © good flour this winter, and, as Europe will require eo n+ wheat, that we shall be able to sapply it ata profit. Moz of the flour now sold in this market and q1oted in mark: reports at $4 a $5 is totally unfit for bakers’ or domes. use. The reports from Europe with regard to the crop are conflicting, In France it is certain that tne yield will be less than an average: how much Joss remaing to be ascertained. In the south of Foglan! a large proportion of the wheat was laid by the heavy storms of July, and farmers write from there that the crop will be much below aa ayerage; but in the north, where the grain was not #9 far advanced, little or no in jury was done. In Ireland the potato ts said, by moat ‘writers, to be in a promising condition; a few continue to entertain fears of blight. In this market breadstuffs wil probab'y decline gradually for some time to come. General merchandise is quiet. The tes auctions on the 10th and 12th went off with moderate spirit; blacks aro rather dull. Coffee declined 3¢ cent a short while since, wold largely at the decline, and is now higher and strong. Sugar is quiet. Hides are dull, and to effect Bales concessions would be expected by bayers. The shipment per Ocean Queen will be reported on Moa- = ae specie lost by the banks this week has not been large. The fallin exchange notice! last woek has operated to check specie exports; the total export of the week, including the shipment on Saturday, oth, aad excluding that of yesterday, is only about $890,000. Oo Friday the banks received $1,883,000 from Califoraia, aad remittances of silver have been steadily arriviag for s9m10 time, The Sub Treasury balance does not vary such; it stood yesterday at $5,347,349, against $5,340,990 at the cloge of last week. Tho last baak average was $20,083, 877. Some people seem to think that the banks #ill not abow an average of $20,000,000 to morrow, though they will probably bold a milion more, Shouid the imporis tall off, ag the importers and goverament ofiicials say ihoy expect, she receipts from duties will decline, and the oavks will egain begin % gain specie from the Sud-fros . Mr Cisco continues to dispose of small pircals of Treasury notes to country banks ani fndividials, Isis geserally hoped and believed that the banks will show a considerable curtailment in dis3ounte to morrow, The week opened on an active money marke:, waicd oromized to grow tighter. Owing, however, tothe very eaali amount of basiness doing in the interior, snd ine absence of demand for money in Wall street, the prico wiped and the market ciosed easier, At bank, seven is ouil] the rate, as well on demand as for paper; bat in the street money was left with brokers on Friday and yester day atexpercent At the giscount houses short prime acceptances go at 634 @ 7; Grat clase endorsed paper, over Dinety days, 829 There w attll a great disinctination to ‘touch paper maturing after October. If the importatioas fall off, the uneasiness which keeps many ienders ut of be market would naturally sudside, and merchants would be able to pass their foar and six months paper oa easy terms. Exebange has ruled very du!l throughout the week. The correepondents of the Rotnschiids continue to sak 310% and 2105; for their bills, and other ending drawers are equally high in their views. But the demand is very light, and is aatiafed at 44 @ 24 below these rates, Francs range from 6.14}; 8 5.15, At these figures it is doubtful whether specis can be ehipped s0 ag to pay & profit on the transaction. The ro mainder of the California bars will go out on Wednesday, The course of the stock market during the week has veen as follows:— The market continues dull, as a general rule, though prices are in some reepects better thav they were last week. The traffic on the West erp roads has begun to increase, and additions, freight cars are required on some of the lines. August will not of course show as large an improvement as S3p tember and October ; but enough is seen to show that the sutumn business will be large. At this season of the yesr ttock specnistion is unusual; when the watering place Season ends, and business has resumed its old channela, @ more healthy and active stock exchange may probably be expected. On Friday evening, Mr. Garrett,of the Baltimore and Ohio, concurred in the views of the managers of the other roads to the West, and to-morrow freights will be ad- vanced considerably. ‘The affairs of the Erie Railroad have made progress during the wock. Mr. Natbapiel Marsh, late secretary, has been appointea receiver at the request of the four:h mort- gage bondholders. He will enter upon his administra tion of the property to-morrow. It 1s expected that be will make the most of the concern, and that the constant quarrels with other lines which marked the late adminis traticn will not be renewed while he is at the head of afers, The schome for a redistribution of the property which we published on Monday bas led to mach discussion, and other schemes have beon put forth. All parties are agreed upon geome points. All argue that $15,000,000 are az much as the road can be expected to earn interest upon. foere are many who think our original estimate of 820,000,000 quite epough, 48, however, an addition of 45,000,000 to that figure would be in stock and not ia onde, the mortgege creditors who are safe—gay the first, secozd and third mortgages—would not ob ject to it; and, as $25,000,000 would leave gore for the unsecured creditors and stockbolders thap $20,000,000, it is likely that the reorganization will pro ceed upon the basis of the former figure. Al! parties neem to think that no attempt must be made toscale the three first mortgages. If the third mortgaze bondholders are allowed par for thelr bonds in the new dis ‘\ibution they will make more by it than any of the other parties interested. They did not give par for their bonde nor could they acll them now at 60 cents on the dollar, Still, it seems to be gencrally considered that they oug't not to be asked to sacrifice anything; and we dare say “bat an attempt to scale their bonds might involve more difficulty than advantage. Aseuming, therefore, that the property is reorganizad on a basis of $25,000,000. and that the three ftret mortgage are preserved in thelr integrity as a mortgage devi of $13,000,000, the question which remains to be decided is, how sre the remaisiag $12,000,00 to be distributed among the $14,000,000 of later cre Gitors and. the $11,000,000 of stckholders? I this sum of $12,000,000 to be represented by stock o> bonds? What arrangement is to be made with the fourth mortgage creditors, who consider thomtelyea entitied te ‘he game protection ag the third? Thege questioas are now being considered by a committee of the Erie board, 0 which Mr. Daniel Drew and James Brown are members. ‘We have no means of ascertaining the present views of the committee, if they have yet formed any, Bat itis plain that the advantage of a redistribution of the proper ty will be materially diminished if any part of thie $12,000,000 be represented in the new scheme in the thape of bonds. The aim should now be to reduce tho debt, on which the payment of interest is compulsory, w as low a figure a8 possible, in order that when hard times text befal the country, the road may, by suspendiag divi- dends, be enabled to save its credit, It needs no argu ment to prove that if the whole of the $12,000,000 be ro orerented by stock, leaving only a debt of $13,000,000 o« the property, the road will be in a souncor position than if the stock were less and the bonded debt greater, This plan might not meet the views of the fourth mort gage bondholders, who now hold bonds secured by « pledge of the property, but would, under this scheme, merely become stockholders, These creditors, however, have thetr remedy. If they choose to take the road, with a debt of $13,000,000, to pay all the overdue coupons, to #ettle with the holders of the floating debt, and to discuss the law of 1853 with the stockholders, it is clear that they cannot be prevented. Whether to do a0 would be more for their interest than to compromise with the stock- holders it is for them to decide, At the present price, assuming that the total amount of fourth mortgage bonds issued is only $3,500,000—as statea by parties connected with the company—the total market value of their pro- perty Js about $2,200,000. By the time they could pur- chage the road under foreclosure, the amount of coupons overdue would be probabiy nearly @ million of dollars, *bich they would have to raise in hard cash. It is for them to say whethor itis best for them to do so, beside ight‘ng the stockholders. If the fourth mortgage bondholders refuse to compro- soige with later creditors, and resolve to take the property, they will have to raise, besides the million above men, oned, $4,000,000 in cagh to pay off the second mortgage now overdue, It is well known that the bulk of the holders of the second mortgage refused to accept the sup- plementary sheet of coupons tendered them by Mr. Moran a few months since; they claim the amount of their bonds . in fall, principal and interest. And if the fourth mortgago creditors set their faces against compromise, and prefer to Jet the law take its course, their first proceeding must be 10 galisfy to the last dollar the claims of the holders of the gecond mortgage. These considerations are the more interoating at the pre- sens timo, as the principal bolder of the fourth mortgage bonds, Mr. Daniel Drew, is also the surety of the new ro- ceiver, and the most active member of the committee on- trusted with the business of framing a plan of rodistri- bution, If the fourth mortgage bondholdere are prepared frankly to meet the stockholders and un*ecured bondholders in a spirit of compromise, there ought 1 be, no diiiculty ip Gstribating the $12,000,000 above mentioned, 0 as to give something to all parties. There are, cf course, differences of opinion as 10 the umount which each interest should ‘obtain; but, the principle aduaitted, these could be settied, It w probable that the stockholders would not subailt to ap arrangement which gave them less than $1,500,000 of the new stock for their present interest; and % i clear that the fourth mortgage should be exchanged for the new stock, as nearly as possible, dollar for dollar. The balance ‘would or should satisfy the unsecured creditors. to master, July 17, lat rerelon, ‘Pensacola, 19 days, with ‘ay West, 8 days, with cotton, to cru ae tino wales, Alles, Wameuits, wey.
