SMITH, Street Commissioner. Dickinson Caught in the Soft Shell Net— Tucker Endorsed by the Albany Atlas. TO THE EDITOR OF THE NEW YORK HERALD. Troy, July 12, 1859. Facts and circumstances daily occurring conclusively show that the leading democracy of the State are prepar_ ing for a strategical movement, if not an unparalleled coup d'état; ani whilst the rank and file, the mere auto- matons, are lashing themselves into fury and vengeance with regard to the supposed conduct of the coming State Convention and the national delegates to Charleston, the chief engineers who move the machine are cosily and quietly fraternizing for the purpose of obliterating all former and present supposed differences between the bards and the softs. The honest and unsophisticated maszes need no other explanation than the interesting fact ‘hat a few days since Daniel 8. Dickinson journeyed all the way from Binghamton to Albany, and there indulged ina “pleasant, social visit at the editorial rooms” of the Atlas. ‘Yes, incredulous hard shell, your acknowledged chieftain deliberately went to that office to hold converse with Wil- Mam Cassidy. Of all the persons or places on earth whom or where it was supposed Mr. Dickinson would condescend to call upon and make a “plea. Sant, social visit,” that man and those ‘‘editoris) rooms,” would be the last. From that identical “‘editoria! room’? have emanated more falminations, more crimina- tions, sarcasms, assaults, abuses, blackguardism and bil- lingsgate—more ribaldry, ridicule, obacenity, than were ever heaped on the head of any political leader, When the Aflas clique threw the State into the hands of the whigs, for the express purpose of preventing Mr. Dickin- fon’s return to the United States Senate, that paper through its then and present editor, hailed the victory a the most important political achievement of the day and bol Its columns teemed with such mean slang as ‘“Sorip- ure Diek,” “Sage of Bin , “Northern Dough- face, ”” “political harlequin”? Unica saver,” ‘“Presiden- rant,’ and hundreds of other e lly di al fat Hepat, Sn patra of otnereannlydlgrace rpretations, waeene. tiona! conservative democrat. To make a pilgrimage (iiy eflee of emake ‘ converse with such s maliguer: to take SPEAR a dictionary of bhifageet “has broogat Mr. Dickinson — many People to the level of his yillifiers. Bat inthe ie approvingly quotes from a country pa that if Mr. Dickinson is “‘drawn again into public ter bs will come forth at the call of his countrymen, rather than at the bidding of ambition;” and then it remarks, that a “feeling of interest in political affairs, and an active ticipation in Low fhe aaa! becoine ae Prt ee oir a ict oocu] and mode of life, from Goch canoe, ditons themselves; ands full and faves re be Ors of gn of thelr Just and appropriate position and influence is doubtless ranean to them, in the same way that conceded standi ae gratifying to’ any gentieman in any walk of life.’ This significant quotation was penned in the ‘‘editorial rooms,” and appeared in the columns of the Aflas on the morning of the day suosequent to that ‘pleasant, social visit,’ It is a semi official announce- ment that Mr. Dickinson is perfectly waiting to be ‘‘drawn again into public life.” Is that weathercook print now willing to recognise Mr. Dickinson's ‘just and appropriate ae ’’ so long and ardently contended for by the na ional and conservative democracy? Is it willing now to sow him a ‘conceded standing,” which it hag resisted ever since the great compromise measures of 1850? Equally with Clay, Webster and Cass, naw Mr. Dickiason ever been denounced for the part he enacted in those perilous times; but if a sincere La a & penitence for past insults, has really overtaken the voraciousness of that print, we believe that Mr. Dickinson, with his maaly spirit, bis characteristic magnanimity, his forgiving na- ture, stands ready to let ‘ by. be by-gones.”” Bat hag he not been seduced? 1a he nok Grama into the meshes of the same net which caught, held and destroyed Frank Pierce, William 'L, Marcy, Horatio Seymour, and now closes upon the present Secretary of the Treasury and Postmaster Gensrai? Thoy cast their net for Mr. B1 chanan; but the sagacious President having the ex- ample of poor imbecile Pierce before his eyes, rent the seine in tatters and sont the wily fishermen into more sballow waters. Has Mr. Dickinson been caught? Let us see. The most conspicuous candidates for tne Charleston endorsement, of the South, are Wise aud Hi ter of Virginia, the former the accredited candidate of F nando Woo and tho active magnates who contro! at Mozart Hail. Virginia ia not, and never can be, & unit upon either of those men. The feud existing there is tenfold more desperate than the hard and soft imbroglio in the State of New York. Politicians with @ keen avent are discovering ‘that there is no prospect for the ‘Mother of Presidents” to furnish a sucoeszor to Mr. Buchaaan, Neither Huoter or Wise can receive the united voice of their State, and consequently after some half dozen ballotings, bobo will be withdrawn. The demonstration made by Virginia in ‘the ognvention of 1852, in favor of Mr. Dickinson, and the wreaths and garlasds with which ho was be decked on that occasioa, are still fresh, greoa end b’ooming there; and the prophecy now is, that when the Virginia ey em Shail have abaadoucd their own rival candidates, ® spontaneous movement will be made in favor of Mr. Dickinson; and with that do- monstration the eatire South is most likely to respond, and reecho the voice from Delaware to Texas. Such « stato of affairs—this probable contiggency—the astute philosophers at Albany have fully investigated and delibe- rately canvassed; and as a coup d'état, taking the wind out cf the sails of the Astor House jJunts "and eclipsing the preconcerted ements of the hard natioaais ja the State, Mr, Dickinson is taken by the hand, invited to their councils, and enters into their plaas, and frecly delibe- rates with them esto tho propriety and expediency of eng his name forward as Presidential candidate. Bean ichmond’s State Committee assure the demo. hosts that New York will be @ unit at Charleston; that there will be no disagreement, no double deicgations and no contested soats, and that a solid phalanx will, be presented in’ Savor of a candidate, The hard shells, ied by their twopenny whistle of this city, cannot comprehend this, and threaten day after day not only to bolt from: Dean at Syracuse, but algo to throw the apple of discord in the national Convention. Will they surrender and fraternize when it becomes apparent that Mr. Dickinson ia to be tho candidate of the Atlas oflive? As Mr. D. bas been the alpha and omega of the hards ever since that section became organized, it seoms in- credible to imagine that he will be abandoned by them now, Hee! a because tho softs have inveigted him {oto their If the bards do not submit with a cheer- ful grace, bury the hatchet and smoke the oalumet of peace, then the softs will labor with the more energy, fnd in case success attend them, then there will be no question as to the dispoeition af of spat and honors of office, All these matters are arranged the approbation and consent of Horatio Seymour, though absent in lows at- tending to his inet, ga wpon his hundred thousand acres of half: breed Having secured Mr, Dickinson, and through him effected ® partial treaty, the Albany Napoleons are also endeavor: ing to draw the f from the mouth of ite impudent rival in Albany, This fs dono by flatter The Sooretary of in woll known to be the author, adviser and abet- tor of tho distinct system of conventional reprosentation 48 contained in the columns of that print. To attack him in front would be highly tajudicioua, aud ho ia, therefore, to be induced to “withdraw his artillery’ and cease his editorial voutings, in consequence of the biandishments, false praise and artful obsequiousness of the aforesaid Atlas. A few days since one of the democratic papors in Orange county contained an article bighly commending the Secretary of Siate, The Atlas promptiy copied it, re- marking, in dolng 80, “ps pwrarding @ bandsome compli- subject, of couree, to the choice of the ate Couvention.” °c i Now, if this does not bring Tucker down as willingly as the coon dropped, without unoiher ‘charge of flattery ,toen I ers no vitae in ercoetibe nee Of course the ‘Atlas is desirous of retaining th on the Stale ticket but whether the Teo mendations 1860 will be remem dered when the nomioation for Governor is to be mamio, i= Presidential election takes 80, whovknows bat the democratic hickory poles will fy the Colors of Dickie on and Tueker? In the meanwhile, whea the Adas “editorial rooms’? are again honored by a ‘pleasant, s0cia! visit’? of ‘‘dietinguished”” hard shelis, will it not be well, for the unity of the party, for the harmony of Tammany and Mozart, to announce to the public thet Governor Dick: ipecp and Secretary Tucker met Mr. Cassidy by appoiat ment? By the bark White Wing, which sailed from Puerto Ca- belio July 1, we bave important n2ws from Veoesuela. ‘The negroes of the villages in the vicinity have risea ani Committed horrible outrages, requiring the employment Of troops to put them dowa and restore order. The fol lowing letter from oar correspoudent describes the cir- cumstances — Preto Cangu1o, June 28, 1859. On the 15th of this month the negro popalation of the surrounding villeges rose against this town, assazsinating the Judge of the vilinge, nained Goiguaza, most atrocious fa osarm his body almost to pieces. they proceeded ‘to the other viliages—Moron, Borburats and Pata Demo—to increase their force. Having collected their friends they parsed through the outer part of this city io the night, proclaiming asgassination acd plunder In Bor burata and Patanemo they brutaily murdered four peasea- bie and honest citizens. On the night of the 17th they advanced, in number about 260, 10 aitack this city. Fortunately the event of the 1th bad given warning to the population to prepare for fuch an attack. By the sidof two esa guns, loa ied with the agsailants were repulsed with the logs of four Killed and‘ twenty wounded, 4s we night was rainy and very dark, and as our force in regular soldiers was very small, most of our men being volunteers from the youth of the city, 18 was not deemed prudent to pursue them Moreover, we could not teil how great their nombere were. So they were suffered to escape, carrying off tncir wounded, some'of whom have since died to the villages. Our loss was one soldicr killed aud one superior officer wounded, the horee of the latter being killed, as was also ‘that of ‘our Commander-in-Chief, the poor beast receiving ‘three shots. Since that night they have not desisted from their out rages. A citizen and a Spaniard, both worthy men, bave been murdered by them. Many of the inhabitants had fled to the woods for safety, or there would have been more murders committed. A good many of the fugitives othe ‘woods have since arrived here in gafety. We have free communication by post with Va encia, but itis by the mountain road Tne telegeaph from here to Caraccas bas been cut down more than thirty times since the 16th inst. As fast as it is repaired it is cut down, as it passes through one of the insurgent villages, which is visited ‘by an outeide column of treops whenever it is possible. Sipce the 17th of June there have been several engage- ments between the troops and the negroee, but the latter always retreat {n among the bushes, from wheoce they ~~ fire on ovr men safely. Within three days wo have had one officer killed and two wounded, and several sol- diers killed and wound We live in constant uneasi- ness, being menaced continually with attacks. Communication with the interior is entirely cut off; but the state of affairs throughout the whole country is very bad, little better than anarchy prevailing everywhere, We pent a Petition last week, signed by all the foreign and creole merchants, to the President, asking for 300 or 400 men for our protection, but we have as yet no news of ifs reception. AQOCOUNT OF THE DISTURBANCE, FROM THE DIARIO MERCANTIL, OF PUERTO CASELLO, OF JUNE 25, In the Diario of the 16th inst we gave an account of the insurrection of Guaiguaza, er nde by the assassina- tion of the Parochial Judge, ay. og Mayo.” The rapid pro- grees of the insurrection was due to the activity of the Chief pro tem., Antonio Ruiz, a native of St. Domingo, an der tue assumed name of Tomas Faleon, paralyzing this port and all kinds of business; for men of ail ages and conditions flew to arms to support the government and protect their families from vandal outrages, It wasfor his reason that the publication of the Diario Mercantil ‘was interrupted, But now that the danger is past aad things are quiet, we will give an account of the principal events that have occurred in this port since the 15th. This Ruizor Falcon is the same person who accompa- nied the insurgent Aular as second chief of the conspiracy of Ocumare de la Costa. After their defeat the aforesaid Dominican came to Guaiguaza, where he has been hidden for over two months, collecting men and materials for war to raise again the standard of rebellion. The place ‘was very convenicnt, because the people of Guaiguaza, after their failure of February 27, were all in their respoc- tive places, with the se, p Sees, aud encouraged by the ig * they had enjoyed. AB we bave said, Gu: on the 15th made a pronun- ciamiento, and sealed it with the blood of an hoaorabie and innocent man. On the l6th, in the evening, the in- gurgents went to Borburata and sent their commissioners to Patanemo. They coliected several of their followers in both piaces, after cruelly assagsinating in Patanemo An- tonio Garcis and Juan Gamboa, and in Borburata Fernan- do Olivo and Justo Acevedo, all peaceable men, not mixed up with politics, On the night of the 17th the insurgents, to the number of 225 men, attacked this city; of these sixty or eighty were armed with muskets, and the rest with blunder- Dueses, lances, swords and knives. Tae firing com- menced between half-past nine and ten o'clock, on tho edge of the plain, thejinsurgente fring all at once upon & quet of cavalry commanded by Col. U. Fonseca, who cEnitgove to recosuoltre the field. By this fring, Fonseca was wouaded and his horse was killed. ‘Tho insurgents, shouting, entered the streets of the outer town, where an ’ advanced party of meer, under the command of Lieut. Nepomucend Lima, fired b them; retreating as they did go as far as ” street of La Ja: ringa, where he meta party commanded by Capt. Con- rado Garcia, This officer maintained the ‘position with bravery, and im the whole length of the street he etood the firing of the insurgenia until he reached the barricades, which was opposite tothem. Liewt. Miniscal could not join with bis guerillas, because he was cut oi near the mouth of the river. So, after the insurgents were repulsed he pursued them and killed their officer, Juan Aries. The battio was a bard struggle on both sidos at the barricades. The chief of operations, Col. te pre- sented himself severai times in po pisces giving his orders and encouraging the defeaders of the government. His horse was twice wounded at one of the barricades, The commander of the Castle, Juan Clementi Casas, rode to and fro with much coolness, and his bravery encour- aged both soldiers and officers.” The defeated insurgents took the Guaiguaza road, killing ‘on the following day the worthy citizen, Martin ‘Taspe, on his farm, because, being sick, and not approving of their outrageous: Provestingss he Tet them know it was im- poesiole for him to join them. From @ ‘Uae insurgents, r oroasing a rough mountain, went to the vailey of ae Caliente, where they recruited ‘men aud collected some arms, stealing ail thoy could lay handson. They took with them as prisouere the Judge and several worthy peeple, and murdered in & cowardly manner an old man named Juan Acosta, aa inoffensive Spaniard, baying dret robbed his house. By this route they’ Went to Moron, on the 20th or 2ist, with their chief Falcon, or Ruiz, at their head. Gener: Guevara, the constant irate and corrupter of the people, joined them there. This chief, author of #0 many calamities for the people of this coast, from Ocumare to ‘Urama, is now the ohief of the rebellion that threatens us, Between him and Ruiz, the Dominican, exist uot ooly tae relations of a chief and subaltern, but also they mutually support one another, each ono ‘showing in hia turn the instincts of their wicked dispositions. The ican assagsinates aud robs; collects men and fights, Guevara corrupia, directs and commands in chief, without presenting himself before any danger, on adcount of his habitual love of life. It is said puat in Meron, the Bomivican wanted to sacrifice the prisoners that he had taken with him from Democracia, and that Guevara pre- vented it, netting them all fro. Though this is positive, it does pot free.
