2 NEWS FROW TUE ROUTH PACTFIC. Progress of the oiit WwW « in Chile=A Bloody Battle and Gove nt Columphant=—Two Whousand Men Reported Kilied—Another Revolu Attempted In Peru—Affalss in Bolivia and Ecuador. OUK ASPINWALL CORRESPONDENOE. ASVINWALL, June 8, 1859, The Pacific Meals at Panama—Serious Batile in Chile— GCewrnment Triumphant Over the Revolutionists— Peace and Trade to be Restored, do. ‘The British steamer, with dates from the South Paville ports, arrived at Panama on the 2let, early in the more ing, bringing Ofty one passengers, 160 packages of freight and $265,200 in specie. ‘She left Valparaiso on the 1st of May, and brings the re: port of a serious auid final battle between the revolution! st | and governinent forces in Chile. The former, under Gallo, ‘were completely defeated; and the result of this ongage- ment {s regarded 6 decisive for order and the firm estab- | li hment of the present authorities. 1j gbment of law and order and revival of business is con fidently looked to by all—foreigners as well as citizens. From other parts of South America we have the usua pews of dissension and attempted revolution. Peru is thoroughly disorganized, and a bloody revolu tion is regarded as inevitable im a short period. I bave conversed with business men from Lima, Callao and othe parts of Peru, and all seem impressed with the belief President Ospina will face it with his usual energy and de termined brayery, bat whether with success is regarded doubuul, OUR VALPARAISO CORRESPONDENCE. Vauraraiso, April 20, 185 Great Excitementin Valparaiso in Relation to the Forcible Discharge of the American Brig Townsend Jones by the Chilean Authorities—Interference of Governor Bigler, United States Minister—Arrest and Imprisonment of B, F. Mahan and George Cotton, American Citizens—Release | Shelter. Tbe of Mahan Demanded by Governor Bigler, United States Minister—Mahan Released—Case (f the Latter Under | yurn Cimsideration, &c. ‘There is now great excitement in this city iu relation to the course which the Chilean government has seen proper to adopt touch.og an American brig, the Townsend Jones. | ‘This vessel has been for avery long time iu the bay, I think a year or nearly so, She bas on board an entire cargo of warl:ko implements, such as cannon, muskets, rifles and accompaniments, She has, I underatand, complied in every respect to the local law, and until latterly nothing had been eaid about her. After the revolution began the lateudente placed guards on board ard in boate around her, and took every measure to make it out of the q) jon to land anythiog from ber in a secret or unlawfal way. These steps did uot seem to satisfy the Intendente, and he ordered the vessel to | in everything being | be searched, which resulted found in order on board, and her cargo as mani ‘This sppears only to have satisfied ihe Intendente for a short time, for he issued an order for a second search of the yeasel, which produced a like result, and nothing ‘was found to have been disturbed on board. Abou’ two weeks ago the Intendente again became alarmed. Some Solomon told him an improbabie tale, that the brig had within a few deyz raised s'x inches in the water, Raton that part of her cargo bsd been taken out other. Searc number three was immediately ordered and executed. Like the othera, it proved that the suspicions were grouad- less. Now, to set forth what I pene sted. lave previously done, the authorities knew exactly af: cane cougisted, as they had the a BS ck in their bands; and the captain, I uf seli his cargo to this government, su; ee eat waat it in their fighting times, and afterwarda, wished to get Permission to seil it at public auction. Whist the above searches were ae on, the captain was waiting for orders from the owners of the cargo, which were received early in this month, and he began getting hie veesel ready for sea, to ail for San Diego, Caiifornia. As soon as it was known thai the Townsen: Jones was going to sail, another attack of shivering came over the Intendente, and he directed the custom house to refuse a clearance Ucense, and ordered the entire cargo of tbe brig to be forcibly discharged. The captain of courso protested mete pot act, and stated that be was perfectly willing that a fourth search should be made on board ‘ag there was no difficulty in seeing everythiag, but was opposed to anything being landed, as it wou'd prejucice im every respect, and very greatly the owners, as the vetec! bad been ordered to another port. Our Minister Governor Bigler, was at once informed of the threatened outrage, and, it is said, protested to this government against the carrying out of any such 0 ler as that given by the Intendente, which, besides being the cause of a heayy loss to the owners, does not bear with it auy rea. son whatever for such action. Th: ‘8 protest is said to have been in protty strong, plain and clear terms. The government offisors, however, liaving been told gome idie tale about arms being landed, and secing a fine chance for prize money before them, could not be induced to see anything else, and on the 2ist a body ot the government's men went on ‘board and broke open the batch, began to cischarge the poaene in all probability ‘Will take everything out of the vessel The captain knows well that nohing as been takon out of bis yesecl unlawfully at bis instigation, and that when the cargo {a all out, the loyal individuals who havo iasti- es ‘and carried out this great work will bo very much jumilliated, if indeed they are capable of shame. As a precantion, it being doubtful as to the judiciousness of trusting everything {0 the hancs of the parties who ‘would make & nice baul if they could establish the fact of arms baving been landed, and alao, considering the ante- cedents of some of the same parties, means haye been taken to provent any subsequent dispute about the num- ber of packages really now being taken out. Messra. Maban and Cotton, both citizens of the United States, were, the other day, imprisoned at the villago of Casa Bianca by the Governor of the place. It seome they were kept there three or four days, and then, under a guare, seni to Valparaizo. It aeprers Sent ove Minister, Gov. Bigler, could satisfy bimeelf perfectly ae to the tanocence Mahan, and de- manded of this government that he should be put at li- berty, which was done. In the case of Mr. Cotton the ‘action cannot be so decisive, ag it is said that on his person papers were found implicating bim in the revolutionary movement. This latter affair will, how- ever, be investigated, To avy of the above subjects you will flad no allueion in any of the local papers; as the preas in this country, al- though enjoying freedom (asis said), either does so to such 4 limited extent, or the government ‘has go much printing to be done, that the papers, exclusive of haifa column of editorial, are filled with advertisements and goverament decrece ard orders. It would be supposed that in a city like this, of 50,00@ to 60,000 inhabitants, there must occur soniething which a majority would like to be ac. quainted with, cepeciaily in these revolutionary times. However, itenzs of rea! interest are g0 disfigured by the press, or not mentioned at all, that everything is laft to rumor to distribute, and the result is thet man acts have been committed by ‘Woe authorities, which, if their mo tive is traced back, is found to have this starting point. Several Indies have been arrested in Concepcion charg. ed with revolutionary designs, and one has been banished from the country. RaIsO, April 30, 1859, Great Spirit of the Revolutionists—March of General Gall — Vigilance and Severity of the Governmen!—A Chilean Man-of war Captures an American Brig—Her Hutches Broken Open and Her Cargo Discharged—A United States Man-of- War Wanted — Sheltering Political Refuge— Movements of the British Squadron. Unfortunate Chile is still conyulsed with all the horrors Of civil war. The spirit of opposition to the preseat go- vernment seems inextinguishable, and although death , exile and the dungeon have thinned the ranks of tho op. position, there are indomitable spirits among them that Bre pressing ownward, regolyed to win eithor a hero's jsurel or a felon’s graye. Such are the inevitable liazards of revolution, and one ia often reminded, upon hearing of the sudden extinction of one of these meteors, of Moore's ‘beautiful comparison of the child of ambition to the morning mist; touched by the sun of success he soars | heavenward—chilled by the cold breath of” defeat, ho sinks unnoticed to the earth, But leave we poetry for fact. lo, the revolutionary leader, was still, when last reliabiy heard from, in the neighborhood of Serena, with 4 vigorous, well armed and well disciplined army of about 3,500 men, while General Vidaurri, the govern. ment commander in chief, was awaiting at Tongoy re inforeements, ‘without which”—he had written to Santiago—“he could not successfully ongage the enemy.’’ Fresh troops, principally recruits, have deen sont him, and we are in daily expecta tion of receiving intelligence of the battie, whose result will be most decisive, and either crush the revolu Monary party or ruin the government. Each party is confident of success, and the struggle will doubtless be a fatal and a bloody one. Kumore have been prevalent during tho past wock o another outbreak here, but government parties got wind of it, and excessive vigilance on their part hes hitherto prevented it. SmeH captures of arms, ammunition and military stores are belpg daily made by governmen ‘troope, who in their excessive zeal sometimes are guilty 0” nots little creditable, Some days since a little son of Mr. Robert Waiker wan passing the palace with a toy tin pisto!, and popped the cork out.” The officer of the guard ran ap to him, struck him, and calling two policemen, had him marched off to the’ ‘onartel of police, where he "remained two hours ® prisoner, nptil tue commander, Don Jacinto Nino, a gentleman aod a father, seeing the little fellow, inquired the cause of bis arrest. ‘Upon jt being explained, he ordered bis immediate release, and quietly rebuked tae officiouencss of bis subordinate ‘by sending out and par. chasing balf a dozen of the toys for his childrens.
