OUR SPECIAL WASHINGTON DESPATOG. ‘Wasuincton, April 29, 1859. ‘Tho War Department this morning received a heavy mail from Col, Johnston, commanding the forces in Utab, ‘Tue complications and difficulties betwoon the federal and Judicial oflicers is fully explained, and his course in rea- pouding to the requisitions made upon him by tho judi- ciary, which are a co-ordinate branch of the:government, is fully sustained and justified. It appears tbat Gov. Cumming was acting under special instructions from the State Department, and directly opposite to the instructions of Col. Johnston and the judicial Officers. The Cabinet to-day had tho subject wnder consideration. Gen. Johnston’s despatches changes the aspect of afthirs there, and it is not known what course the administration will pursue as between the federal and judicial officers. ‘The Court Martial which has been in session for some time at Fort Moultrie, South Carolina, for the purposo of trying Surgeon Barnard M. Byrne on various charges, havo rendered a verdict of not guilty. The Secretary of War accepts tho finding of the Court, but protests strongly ainst the manner in which he was tried. A.B. Greenwood, of Arkansas, has been appointed Com- missioner of Indian Affaire, Purser Tey! D.
