Alderman Tuowoy’s preamble cited largely from the correepondent of the Herat, and, youched for his cor- rectpers. Alderman foomry, in a forcible speech, contended that the preamble aad rcaolutions ebou'd be favorab'y received by this body, and atopted as a just mark of thanks to those Senators who defended the rights of the city of New York. After some debato Alderman Grxer moved that the matter be referred to the commit\ce having the subject in obarge. Carried by a vote of 10 to 7. The Latest Den wings of ime Legalized Lotte | FINANCIAL AND COMMERCIAL | Tuorspay, April 21-6 Po ‘Tho decline in stocks, which has been the feature of the tnarket fur the past three or four days, brought in, thie ort tog, NOME fresh orders fro1 Outside, Stocks opened very dull, bur gained sirength as the sa’es progressed, and closed ata marked advance over yesterday, The market ie reported by the brokers a# more healthy tn toue. ‘The tate tumble in stocks begun with the sale of some 1,600 sbsres of New York Central Rutlcoad stocks, which stood 14 the name of a Boston mercantile house, of shaze- holders in the road, The impression produced by the gale was that the old stockholders were at length losing faith in the mavagemeut: this was the view which the bears strove to impress on the pubiic mind, How well they succeed.d the fall of 3 a 4 pwr cent in Central, aud, by sympathy, a nearly corresponding decline in all other speculative shares, testify plainiy enough. It is, however, a fact that, so far from the old sharcholJers in Central selling out, the quantity on the street is being diminished, Tno transfor book shows that while stockholders havo sold to the street, since 23d February, the date of the opening, 13,078 shares, no Jess than 14,110 shares have been taken out of the street by investors during the same period. This, of course, ia exclusive of shares transferred to wrokers. Tae very house whose saie of 1,600 shares was the occasion ofthe late furry is stilla bolder of more shares than it sold, Mi ‘The Central managers are now in town, and havo been in communication with the Erie direetors, with a view to establich concert of action between these two roads. It is understood’ that not only the Erie, but the Southern roads likewise, are prepared to retrace their stops in the matter Of the late reduction of freight tolls. Tho difficulty ag~ Pears to be as to which road shall commence the return to the old tariff. Each road accuses the other of having commenced the strife, and onch awaits the ilye branch "from ita neighbor. The case appears to be one in which some discreet person, on good terms with all parties, could readily effect a settle. meat in which all could concur, Each of the contending interests has pecullar advantages. If the Southern roads have fewer miles to travel, the Central has indisputably a more level road; and if the Soutbern ronda are doing woll enough to pay their usual dividends, the business on the Central is said to be quite satiefactory to the managers: ‘What is wanted now is simply a general undorstanding as wo the minimum rates to be hereafter charged on freight. This can certainly be effected if common eense—and not personal feeling—governs the peu ting ne- g0tiations. ig Asa general rule, the disputes of railroads are of no consequence toany one but their shareholders, In flush times, active competition between rival roads ia rather a gain than a logs to the public, because it stimulates traffic, and only involves a danger which, at such times, can be safely encountered. But at a crisis like the present, when the country is only just slowly recovering from a revulsion and eighteen months of eub- sequent liquidation and suffering, every event which me- naces widely distributed public securities, and widely ramifled properties, inflicts a positive injury on the wholo country and every branch of trade and industry. It is the interest of every human being in the land—with the gingle exception of the bear jobbers of Wall stroet—that the country should now recover from its depression, that commerce andtrafiic should revive, and that confidence should be restored. Those, therefore, who for purposes of private gain, or for the gratification of private pique, signalize themselves at the present time by fomenting dissensions among ihe leading railway enterprises, and throwing obstacles in the way of the general recovery of railroad credit, may justly bo regarded ag enemios to the public good, and positive nuisances, Money continues very casy. The banks are willing to Jend at very Jow rates, and the brokers are offered more than they need at4 percent on call. Exchange on Eu- rope is firm, but quiet. We quote bankers’ sterling bills per Saturday's steamer at 1197 a 110, and franes at 5.10 45.123¢. The specie shipmeut cu Saturday is likely to be large. ‘At the first board to-day, a large business was dono in Central at the closing price yesterday— the price roze as the session advanced, and after the board sales were made at 741j. In the afternoon the price rose ns high ag 7434, closing at 743¢. Rock Island, Galena, Reading, Har- lem preferred, avd one er twe other stocks, were steady, with fair amount of businees done. Southern gunran- teed opened at yesterday's price, but the stock was very scarce, and before the adjournment an advance of % took | place. In tbe afternoon it was higher, closing at 355.
