Wronesapay, April 20—6 P. M. The arrival of the Cunard steamer at Halifax early this Morning placed us in possession of a week’s later news. As was patural after two weeks of peace nows, the intel- gence is warlike, There is said to be ‘‘s crisis” in Aus- trie, and the armaments of both France and Austria Preceed so vigorously that the puablicare impelled to believe that war is impending, notwitstanding the Peace Ovngress. Hence we have to note a decline of % a1 per @emt im both the English Funds and the French Rentes» end a slight decline in cotton. Breadstuffs continue to be @all. Osher items of news will be found under the proper head. Advices from Tennessee and Ohio refer in glowing terms to the appearance of the wheat crop in those Baates. Never within the memory of ‘tho oldest iababi- feat”? has so much land been planted with fall wheat, or bas that staple been 60 forward at this date as it is this year.” The weather is said to be extremely favorable fer planting spring wheat. A correspondent says that if Abe Weet evjoys a few more weeks of as fine weather as it bas bad lately, and a war breaks out in Europe, the flush Ames ef 1855 and 1856 will return in 1860, Money is as casy as ever. The country balances aro beginning to come in, especially from the South. It is @lear that we sball have an easy money market till August, thoogh, in the fall, it is quite likely that the rates ‘will rise to the old average. Money is freely offered to the brokers at four per cent, and the discount brokers cannot find paper enough, even at the lowest reported quotations. Rachange is dul), though there is no concession in prices, ‘The stock market has been all day in a state of collapse. After the printed lists yesterday, @ leading ball spacu- Jator, who is somewhat remarkable for the comprehensive mature of his operations, threw a quantity of New York Central: into the market. He continued th? Process to-day, supplying the bears with Central and , the Western stocks in large quantities, and thus relieving them from the embarrasswent caused by a scarcity of Steck. A few of the independent bears seized the op- portunity to close their contracts; but the majority avail ed themeelves of tho decline to increase their short line, and thus caused a still further decline in prices. After this statement it is hardly necessary to add that there are ‘mo Dew facts to justify the panic which is reflected in the list of stock sales. It is urged in the street, agaiast Now York Central, that it will pass the August dividend— Yather a premature prediction, considering that only one of the six months out of whose carnings the dividend wil, tome bas yetelapsed. Against Miobigan Soutbern and. the Western stocks there are no precise arguments; the bears generally content themselves with pronouncing them “valueless,” because during eighteen months of gedera! prostration they carned little or nothing over and abeve their interest and expenses. We are desired by prominent holders of railway proper- ty to denounce ‘the gamblers who, without any real irtercst In the enterprises of the day, and without the Means to respond to their contracts in the event of a rise, ‘use the Stock Exchange as a great lever for the purpose of depressing stocks and throwing obstacles in the way of ‘the general recovery of industry and prosperity.”” We de @line todo#0, The Stock Exchange is open to bears as ‘well ag bulls, and under ihe existing law short sales are as legal as purchases for the rise. In every point of view the bears have a perfect right to pursue the course they are doing. If they are wrong it is for thore who differ from them to meet their offers to sell with offers to buy. ‘Where there is any doubt about the responsibility of the selier—and we are bound to admit that, considering the recklessness of most of the bears, their contracts should be taken with great caution—the buyer should exact ten per cent up. Thoee who believe that the country is re- covering, and that this fall and next year will witness a Jarge traffic on the principal Western roads, ought, instead ef denouncing the bears, to be grateful to them for the epportunity they enjoy of buying cheap stocks. Without the manuvres of the ‘‘ bear gamblers” the public would never have hada chance of buying Now York Contral, which bas always paid 8 per cent dividends por annum, for $74; Cleveland and Toledo, which used to, range from 70 49 90, for $25; Rock Isand, which in four years is pretty sure of earning 8 a 10 per cent, for $56; Michigan guaran- teed, a ten per cent stock, om which nearly $20 a share are now due, for $35, ‘We express no opinion with regard tothe Stock Ex- ehange itself, or upon the practical utility of an institu. tion originally founded for the transaction of legitimate commission business, but now converted into a mere gambling house for Wall street jobbers. That isa sub- Ject which may cal! for some discussion hereafter. At present wo merely desire to say that while the couree of the bears is undoubtedly injurious to the railroad inte- vest, and to tbe revival of business generally, the true way of correcting the evil is, not by denouncing them, ‘but by taking their contracts, ten up, The business of the Stock Board this morning was montly confined to Pacific Mail, New York Central, Michi- gen guaranteed, Galena and Rock Island. Pacifo Mail opened firm at yesterday's prices, but was attacked by the bears, and declined 3 per cent, closing in the af- ternoon at 8734. Central opened rather stronger than it Glosed last evening; but the bears being supplied by a leading operator who bas been large buyor lately, tho price receded, and tho stock was done as low as 73%. It cloned in the afternoon at 785 a %{. Itis understood that the operator in question sold, since the closing of the board yesterday, 10,000 shares of stook. Guaranteed @losed last evening at about 36% ® 37; the firnt salo this morning was made at 86, apparently in order to affect the market. The price rose to 36, and, after some fluctuations, cloned at 3434 a 5%. Galena and Rock Inland held their ground better than the stocks we have enumerated; though severely hammered, the decline of the morning ‘was only 34 @ 34 per cent. Some stooks wore quite firm; such were Cleveland, Columbus and Cincinnatl, Hudson River, Harlem preferred, Reading, Michigan Southorn common stock, and Panama, Tho business in bonds and State stocks was light, but prices were maintained, Ia the afternoon prices were agnin lower, and the market was weak. Owing to the continued light receipts, combined with a very decided improvement in the average quality of the Offerings of beef cattle on sale at the Washington Drove- yard, holders sneceeded in obtaining a slight advance on hast week's quotations, notwithstanding the fact that there were but few butchers in attendance, and the market was more than usually dull. Brokers and owners were in bigh glee on Tuesday evening and during tho early hours Of this morning, in anticipation of reaping a rich harvest today. Everything looked favorable, there being but few cattle in the yards, and the day having been ushered in s0 auspiciously. They were doomed, however, to dis- appointment, inasmuch as the later hours brought no ac- ceasion to the list of purchasers, and the advanced pre- tensions of holders having served to check what little de- mand thero was. Brokers were confident of obtaining 1234. a 1c. for the selections, but in leu of these high | rates, they were glad to acoept 1130. a 12c.—though we heard of a few sales at a trifle above the latter rate. The offer- ings at the Forty-fourth street yard came in mainly over the Hudson River Railroad, though the Erie and Harlem railroads and the North river barges brought in a fair share.
