FINANOIAL AND COMMERCIAL. Tumpay, April 12—6 P. M. By the City of Baltimore, whieh arrived this morning, ‘we have four days later news from Europe. Nothing is ebapged in the politicalor financial world, Tne Peace Congress is to be held in April, and it will be strange if the representatives of the commercial nations suffer the present revival of trade and industry to be chocked by ® ‘war. ‘the Paris and London exchanges wear an unsettled aspect, partly in consequence of the working of the ex- ebanges, partly from the drain of silver to the East, and partly from the prospect of new loans. Consols are quoted 954 a 74, the price per Canada; the French Rentes 48.25 a .20. Cotton was firm; the market was quieter than during the previous week. Money is without change; the sympathetic movement noticed yesterday appears to have subsided. Foreign ex- change is quite firm at 10976 a 110 for sterling and 5.1134 a5.123¢ for francs, Mercantile bills are offered at 10934 3g. The Persia, which sails to-morrow, will take out ‘upwards of $1,250,000 in specie, which is about the usual amount for this season. ‘The upward movement in the stock market still con- ‘tinues, and appears to be gathering strength from the ‘The views presented in this morning’s Herarp are the chief topic of conversation in mercantile and com- People are drawing their own inferences from the glorious prospect that is before the country. ‘The street jobbers, who have sold for future delivery about four times as much stock as there is in the street, are making the most of each unfavorable weekly return from this or that Western railroad; but they are not suc- oeeding, and it is but too evident that when the upward rush does take place—as every one sees it must before very Jong—not a few of these persons will have to be spared from their present sphere of usefulness. We hear to-day of orders from the South for Western railroad stocks—the party who sends the order—a wealthy planter—shrewdly ebeerving that he has always noticed that it fe safe to buy when all the board are selling. Orders were also executed to-day for the purchase ef Michigan Central for Boston account;‘the price rose 23 per cent before the orders could be filled. This shows how stocks will move when the public become fairly in- tereated in the market. ‘The upward movement in Pacific Mail was cheeked by the contradiction in the morning papers of the story that ‘Vanderbilt’s line had stopped running on the Pacific. The stock, which closed last evening at 8934, opened at 86 to- day, sold as low as 8434, seller sixty, 863. Nothing has yet transpired wi tentions of the company as to their spring dividend. We presume that it will be pald, and that it will be six per cent. Phila- The Ocean Steam Mills Company, at Newburyport, has declared a semi-annual dividend of 5 per cent; the Boyls- ton Insurance Company of Boston a semi-annual dividend of 16 per cent, payable on demand. It is stated that the railroad bridge over the Mississippi, at Clinton, is in Tapid progress of construction, and will be ready \for the passage of cars by the Ist of November next. This bridge is intended to connect the Dixon air line of the Galena and Chicago with that of the Chicago, Towa and Nebraska roads—thus virtually extending the Galena road eighty-one miles into the most fertile and ‘beautiful part of Iowa to Cedar Rapids, from which point there is in addition about sixty miles of steamboat naviga- tion, This road will be fully completed and in operation by the Ist of June next, and is therefore of great conse- quence to the Galona stockholders, as the business of their Dixon air line, in cage that an carly arrangement can be effected to secure the undivided busi- ness of the Iowa road, An unfortunate controversy has arisen, however, between the President of the Galena company and the Iowa road, in regard to the location of the bridge, which, if continued, may seriously affect the interests of the Galena stockholders, It is,stated that Mr. Turner, the President of the Galena Company has, in his individual character, organized a company to bridge tho river at Lyons, a point two miles north of the terminus of the Clinton road, and is now making application to the Galena Company to guarantee an intercet of cight per cent on its cost. On the other hand, the Clinton Company pro- pose to build the bridge without expense tothe Galena Company, and to connect at any point that may be desig- nated with equal rights and advantages in all respects, ‘The Galena stockholders should prepare to settle this con- troversy at the June mocting, for it may be too late after- it will add largely to ‘The London directors of the Grand Trunk Railway Com pany of Canada have issued a report under date of the 8th ultimo, from which it appears that the money already expended on the work amounts to £8,426,200, It is also Proposed to raise and expend a further sum of £1,111,500, ‘which will enablo the company to open the entire linc from Sarnia to River du Loup and Portland, a distance of 1,067 miles, including the Victoria bridge. The total expendi- ture will then be £10,000,000, The local traffic, which ‘was ostimated to be £8 per mile per week, has proved to ‘be £11, It is expected that after the opening of the Victo tia bridge the road will do a business which will leavo a net profit of over £600,000, equal to 6 por cent on the whole capital of £10,000,000, the £8,111,000 advanced by the Province of course inclusive. probable weekly traflo of the Grand Trunk at £26 per mile, which, all things considered, is undoubtedly within The cost of working the road is computed at 60 per cent, which is the existing rate of expense of working The direstors take the The British Board of Trade returns for the past month show an increase, not only of £2,325,727 over the month of February, 1868, but of £301,103 over the corresponding period of 1867, when the trade of the country, owing to the reckless operations which preceded the panic, had at tained an unprecedented extension, | Cotton goods, in con- NEW YORK HERALD, WEDNESDAY, APRIL 13, 1859.—TRIPLE SHEET. sequence of the Eastern demand, continue to exhibit the augmentation; but almost every other branch of production likewise appears on the favorable side.
