The report of the Commitice on the Appointment of Commissioners of Deeds was again taken up and con- irmed, and gent before the Board of Couneitman for their action,” THE BURNING OP THE CITY HALL. REPORT OF THE MAYOR, FIRB MARSHAL BAKEG AND THE COMMIT- ‘TRE APPOINTED BY THE COMMON COUNCIL TO INVESTIGATE THE ORIGIN OF THE FLRE. ‘The report on tuis matter was received and ordered to be printed in document form, The report is voluminous, ‘but the following opinion of Mr. Baker explains his judg- ment as to the origin of the flre:— New York, September, 1958. “Sto rue HONORABLE TH MAYOR AND COMMIPFER oF TH Com- MON COUNCIL, APPOLNTED TO INVESTIGATS INTO THE ORIGIN or 1a Orry Ant, FIRE: of your honorable body held wu eptember instant, a resolution jottered by his Honor the Mayor was adopted requesting ime to give a written opinion as to the cause of the fire * which destroyed a por!ion of the City Hall on the night of the 17th of August, 1868. la sudmitung my ypinion to j your honorable body, I deem it unnevessary to {8 into a minute narration of all the facts and cir. cumstances of the matter now under your consi- deration, the detailed testimony beg already oetore [shall tuere(ore confine myself to sucn portions of the “testimony as, in my belief, eauble mo tw arr ve at a just y conclusion. ‘ep Frivay, OvINTUN. It is shown by sworn testia, yy that at tne terminstion of the fireworks exbibivion the remaants of cases, voards and boxes were collected avd piled togetber on the roof, close to the east and west chimneys, and water thrown ‘upon them; that inabout an hour afterwards a fire exhi- bited itself near the east chimney, when it was pntout by Mer. Beving, the bellringer. It is abaodantly proven shortly after eleven o'clock fire waa again visibie on the roof in the vicinity of the west cbimney, and that it reflected a light against the we and continued uninterrupted for three-quarters of an hour at least, and apparently increasing in brilliancy up to within @ few minutes of the alarm. From the length of time the’ latter Gre was seen to be burning on the roof without in- termission, Iam led to believe, from my experience, that there was sufficient heat produced by the burning boxes and boards resting upon the copper roof and soldering to have fired the wood work underneath it. The very com- bustibie condition of the timbers unter the copper, to- gether with the ascending position of the frame work, caused the fire to spread rapidly toward the hase of the cupola, There its progress was stopped for a while, until the preasure af smoke and beat forced an opening {n the plastered ceiling of the jibrary room, and at the same = the flames burst forth at the base of the cupola. The appearance of the burned timbers, together with the statement of wilucsses who trst discovered the lire, still further confirm me in my judgment. There ig no evidence, in My Opmion, to warrant the hy- pothesis that the burning owes its origin to the candies used for the illuminat: On the contrary, it is evident that Mr. Corlies, Mr. Richardson and others were parti larly careful, aud examined the rooms, leaving the premi ge8 mi a safe condition. Jo this particular they are fully corroborated by all facts in the case. Respectfully submitted. A. EB. BAKER, Fire Marsbal, Adjourned to meet again this (Wednesday) evening, at fiveo'ciock.
