Puipay, Dec. 10—6 P. If the deficiency in the finances can be overcome by the expedient proposed by the Secretary of the Treasury, it will undoubtedly be @ subject of general congratulation; for an increase of from one to two per cent in the duty on the articles specified in schedules C, D,F, G and H—which js all Mr. Cobb propoees—would neither inconvenience the consumer nor interfere with the calculations of the mer- cantile commnnity, But it may well be questioned, in the first place, whether the increase of revenue which would flow from the adoption of Mr. Cobb’s proposed changes would suffice for the wants of the gevernment; and se- condly, whether it be wise, in any case, to alter the tariff by such infinitesimal gradations as one per cent. If tho state of the finances requires an al teration in the tariff, for the purpose of in- creasing the revenue, an increase of five per cent will achieve the end much more surely and speedily than one of one per cent; and the prospect will be stronger that when trade revives the increase will be abolished. But the main question involved is—will the increase of revenue flowing from the proposed changes enable the government to pay its way without borrowing? Mr. Cobb estimates that on an importation equal to that of the last fiscal year the inerease of revenne produced by his changes would be equal to $1,800,000. Some years may clapse before we have a fall trade equal in amount to that ‘of the first quarter of the last fiseal year. Even if the trade of the country suddenly revived and was prosecuted on the old standard, it is obvious that $1,800,000 year area mere fraction of the amount that is required. The public debt has, in round numbers, been swelled thirty millious by the revulsion, and probably by the end of the fiscal year it Will exceed $60,000,000, being over thirty-five millions more than it was before the revulsion. This increase of debt should be paid off by the present generation. There is no answer possible to the arguments by which the President urges upon the people of the present day to preserve the national credit as a resource for future wars, and not to incur debts for the ordinary pablic service. It is evident that if the debts lately incurrea for the ordina: public service, and which amount already to nearly thirty millions, with $10,000,000 of tive per cents, and some 33,- 000,000 of Treasury notes yet to be issued, are to be dis- charged—as the President suggests and as common sense and sound principle dictate—by the people of the present day; and if the chief resource of the government for the purposes of income is still to be the customs tariff, the in- crease required iy the present emergency must be nearer per cent. Whether Congress adopts Mr. Bicha. ban’s views in favor of specific duties, or adheres to the ad ralovem system, itis obvious that, unless the new dves are left to be puid by the next generation, and the Trea- sury Notes allowed to draw interest for some years to come, the remodelling of the tari? must be thorough and vigorous. The market was firm for the better qualities, while tha | yw. ‘the danger from rotting and keeping them at this season of the year. Poultry was yesterday decidediy higher and scarcer. For this there are several causes, Farmers have ceased sending t0 market on account of the low prices which have ruled recently, and then the cold weather has also had its effect. Good poultry cannot be got for less than 12c. a Ide. per Ib., and is searce at that. Now is the time for poultry raisers to send in to market, as there isevery rea- son to suppose that rates will keep up for some time. Game is @ little cheaper, V. arrived during the ‘week in large quantities, and was difficult to sell yesterday at 12c, a ide. per tb. Canvass back duck continue very high, red head duck (none but copboissieurs can tell the difference) continue low. Hares and prairie bens are a little cheaper. Thero arc no wild — worth mentioning in tbe market. h meat is higher by one and two cents per Ib. The increased consumption and the smaller supply will account for this, Mutton alone seems plenty. Fresh fish is bigh, and asmall stock on hand, There is no change worth noting in salt meats or fish. Oysters are plenty and in active demand. There is plenty of butter in the wholesale dealers’ hands, and with them pri re heavy; but retail dealers have established a slight advance within a day or two. Cheese, ‘eggs and honey are unchanged.
