[PEFERRED ARTICLES.} Ixcrgase or Postace.—In his chapter on expenditures, contained in the last Annual Report, the Postmaster General uses the fol- lowing signiGcant language : “But if it be desired to relieve the Treasury from the requisitions upen it, tor the service of this Department, es will be necessary not only to reduce expen: by disconnecting the mails from the transportation of passengers and freight, but to increase the revenue, by the impo: on of rates of postege approaching more neariy the value, or cost, of transportation and delivery of detsers aad printed matter. A move, in this di- rection was made at the last session of Congrexs, by the introduction of a bill, in the Senate, its chief objects, the raising ef the nt rate, wpom letters, to five censs, and on of the discount now allowed by he payment of newspaper and Pamphlet + quarter! yor yearly in advance.’ This we consider tantamount to a recom- mendation for increasing the rates of postage, i must, therefore, be allowed to say that it is the only opinion expressed in the report to- wards which we entertain the slightest objee- tion. To this we doobject, because experience induces us to favor the lowest possible rates of postage; and because we believe the advance would be found unnecessary, if the abuses to which our postal system is subjected were cor- rected. To some of these abuses the Postmas- ter General has alluded, and for that most no- torious and extensive—of the franking privi- lege—he has suggested a remedy. We do not believe, however, that he attaches to that even due importance; or, rather, that he esti- mates its approximate extent. Itis a well- known fact, that by the fraudulent use of this privilege hundreds of thousands of bulky and weighty electioneering documents, packages of books. and letters of the confidential friends of members of Congress are annually transmitted through the post offices of the Union. There is no reliable data, as far as we know, for a compatation of the cost of mailing, transport- ing, and delivering these, or of the amount of revenue which would accrue to the Govern- meat if the postage were paid upon them. The substitution ef some system, less facrle of abuse than this franking privilege, has often been urged, and it should be done at once; or else the penalty for the fraud, which is now, we believe, a fine of $500 and costs, should be reduced more nearly to a level with the of- fence, say to $3 or $5 fine and costs, so as to insure enforcement of the law. The extreme penalty now provided acts as an effectual pre- ventive to any regard being paid to violations of the law, beeause of its exorbitant injustice But there is another expensive abuse of the postal system to which the Posimaster General does not make allusion. This consists in the existence of post offices in localities where they might be dispensed with without any serious inconvenience. Rival store-keepers through- out the country, seeking to attract custom, have urged their friends to sign petitions for the establishment of post offices in the vicinity of their stores, and in a multitude of instances their efforts have been successful. Politicians seeking to reward their friends, have often, no doubt, used their influence, to effect similar objects, with success, until the whole surface of the country is dotted over with post offices, in localities where, if the citizens had been left to themselves they would hardly have thought of asking for any such Governmental estab- lishment. These unnecessary post offices not only increase the expense by the amount re- quired to sustain them, but they add largely to the cost of transportation, by augmenting the stoppages on routes, and frequently by rendering new routes necessary. While we are not disposed to sanction any measure that would affect our country friends unfavorably, we cannot think it just that the entire people of this country should be taxed for the accommodation of afew thousand, espe- cially when that accémmodation is not of ma- teri#l importance. Nor, again, can we regard it as anything elise than decidedly unjust that the entire community should be taxed in order that politicians may be able to disseminate matters for the promotion of their own indi- vidual interests; or, that the friends of -mem- bers of Congress may carry on correspondence through the mails free of charge. We think it would be well to institute reforms of the per- ticular class of abuses we have mentioned, and of others ably pointed out by the Postmaster General, first; and, then, if a deficiency still exists, it will be ample time to tax the whule people of the Union with higher rates of post- age. Bat the Postmaster General says, further, that another cause fur the increased ex- penditures is the extension of aid, by the Department, to commerce, &c., in giving con- tracts for carrying the mails to lines of ocean steamers, railroads, &e. This is but too true. Yet in that case we can see no impropriety in drawing from the Treasury to pay any de- ficiency that may occur in the finances of the Department. This extension of commerce ben- efits the entire population, in a degree a great deal nearer an average than that whence the postal revenue is derived ; and there is no good reason for sustaining it by an increase of the tax on those who contribute the much greater proportion of the latter. In short, the Gov- ernment surely has no right to exact more for the performance of the postal service than a fair equivalent; and there is but little doubt that, if left to private enterprise, the present rates of postage would be found to be, on the average, rather above than below what would then be charged. In these animadversions we mean not to find fault with the Postmaster General. While we coincide with him most sincerely in every other recommendation he has made, and in his opinions respecting the service generally, we cannot help regarding this single suggestion as being contrary to the true interests of the country. Jonn Lercuer.—This distinguished gentle- man, now so prominently before the public as the Democratic nominee for Governor of Vir- ginia, after the fiercest conflict known to history of the Democratic party of the Vid Do- minion, is expected to reach Washington on Saturday next, we learn. He will meet a hearty welcome from his compeers in public life, and slso from thousands.of his political friends, visitors to and residents in Wasbing- ton, as, here where he is best known outside of his congressional! district, no other public man is more universally or sincerely respected and regarded. An attempt will be made to unite with this depot the national foundry au- therized by Seppe . Inp1an Arrairs. Some weeks ago we men- tioned that Dr. Forney, the Superintendent of Indian Affairs for Utah, was about Proceeding ona visit to the Humboldt river Indians, on account of the report of their having robbed the U. S. mail and made other hostile demon- strations. We learn by the Valley Tan, (pub- lished at Salt Lake City,) of November 6th, that he had returned to the Superintendency, in Salt Lake City, and would make a report of his investigations to the Department in a short time. He reports the Indians on the route numerous, but quiet and apparently inoffen- sive, while they exhibit extreme destitution and degradation. Agent Hurtt, who is also in Utah, states that the recent difficulties with the Utahs residing on the Spanish Fork and Sanpete reservations, will most likely be ami- eably adjusted in a short time; they having manifested a disposition to come to terms. The Valley Tan also states that Maj. Brooke having arrived in Salt Lake City on the 4th of November from the Cache and Malade vallies, reported that a deputation of Utes had been in the latter locality, to obtain the co-operation of the Snakes in a foraging expedition against the whites; and their proposition being reject- ed, it was rumored that they had gone to the Navejoes to enlist their assistance. Dissatis- faction had also occurred at Fort Hall, arising from the fact that some piratical Indians stole from Messrs. Burr and Powell, traders, a fine cow, which the owners subsequently reclaimed. The Indians had left the vicinity of the Fort, and retired to Beaver head, a distance of about one hundred miles. Home Vanvation.—The New York Times, a leading and staunch prof®ttionist organ, pays the annual report of Secretary Cobb the bigh- est compliment in intimating thatits explosion of the home valuation theory was a work of supererogation, because no one in this country now favors it. We draw this conclusion as to the character of the compliment, because re- membering well that at the last session the leader of the opposition where the tariff is con- cerned, Senator Simmons, not only avowed his preference for the home valuation, but argued elaborately in its favor, and was backed in that position, if we mistake not, by the votes of nearly all the friends of “‘protection”’ in both Houses on questions incidental to the effort to restore the home valuation principle to the Government's system of collecting duties on imports. If no one now favors home valuations, it is because Secretary Cobb has edimpletely ex- Ploded the theory, we apprehend. Heatta or Gexrrat Cass.—We find the following paragraph going the rounds of the press: “It is stated that General Cass in very feeble. He is often confined to his room, and is compelled to forego all heavy labor.” This is unqualifiedly untrue; for, although Gen. Cass is afflicted with a chronic ailment, from which he has suffered several attacks since his occupancy of his present position, his detention from business, on every occasion, has been of very short duration. As for the amount of labor performed by him, the manner in which the affairs of his Department are kept up to date, and the large amount of corres- pondence he accomplishes, shows that he per- forms all that the position requires of him. In there labors he is not assisted by any extra force in the Department. +28 U7 The captain and others of the crew of the sceamer Ben Bolt have been arrested at Pittsburg on the suspicion of their having been accessory, after the facet, to the homicide ofa deck hand by the first engineer, Thomas Fulton, who is missing. Itisalleged that Fulton dragged the man from bis birth, half asleep, and shoved bim into the wheel-house to assist the carpenter in reparing the wheel, and that he fell into the wz- ter and was drowned. It is also In evidence by one of the deck bands, that a man could not fal! lato the wster by being pushed into the wheel- house, and even if he had that be would not have been drowned as the water was only about 1S inches deep at the spot; also that there was a plank ashore, and that it was not uncommon for deck hands to run away, ‘in a pinch.” The witness stated that be bad doneso himself.
