Chief Engineer King, of the Brooklyn Navy Yard, who ‘is preparing the machinery of the steamers for the Para- guay expedition, has been engaged for two days past examining the machinery of the chartered steamers Ca- nada and America, and the Naval Constructor, Mr. Pook, has made an examination of the hulls. Both olficers have reported the results of their inspections to the Navy Department. Pune, Nov. 5—6 P. M. ‘The returns from the Stock Exchange to-day go to show that the late flurey in stocks was for the most part the work of Wall street operators, and that the outside public have bad far less to do with it than was generally sup- Posed. Stocks are more plentiful at the present moment in Wall street than they have ever been; whence the in- ference that the outsiders who came into tue street ou the late rise, came there rather as sellers than as buyers. In fact, it is pretty generally known that large bots of New York Central and other stocks which were bought just after the flurry of March last, and were carried all summer, have been sold out during the past ten days. The example, it is conjectured, has been fullowed by others, who, without being stock speculators, happened to own stock; they have taken advantage of the late rise to ize. In @ word, it appears that the inflation of which the premonitory symptoms were so apparent a few days since was simu Jated rather than real, and that the participation of out- siders, instead of helping the market, has in fact precip! tated the contest. There are many circumstances, too, at the present tine which tend to discourage people from buying stocks. ‘The decline in the receipts of the Western roads (with the single exception of Michigan Southern, which, having been the first to suffer, was the first to economise, and is now reaping the benetit of a reformed administration and carn ing pearly as much money as it did last year,) far sur- passes the anticipations of their friends, The declive in the receipts of the Galena for the past quarter ox ceeds a quarter of a million of dollars; and the latest reports from Chicago state that the decline for November will be still greater. The Rock Island is doing as badly, and s0 are other Western roads. This decline is based on the shortness and poor quality of the crops, and no recovery can be expected till next year, when possibly a more bountiful crop and increased trailic may stimulate business. Meanwhile, the earnings, not only of the Western roads proper, but of the Kastern lines which they feed, must undergo aheavy diminution. New York Central must suffer this winter in proportion to Ga. lena and Chicago. With regard to Central, other canses are inducing many parties to ell it. Since the success of the republican ticket in this State an apprebengion has been felt lest the republican policy of tolling the railroads in favor of the canals should be carried into efect. It will be remembered that, last year, the bill to toll the railroads: passed the Assembly and was ouly defeated in the Senate by two or three votes. Politicians write from Albany that this winter the measure will become a law. Of course, @ 18 possible that these anticipations may not be fullfilled, and that tho re- Publicans may abandon their former policy. But the contingeacy is sufficiently imminent to alarm Wall street operators, and it would be natural to expect free sales of Central for some time to come. Altogether, the poor busi ness of the roads, the critical position of the New York Contral—which is the leading speculative stock on our, market—and the fears which bank officers are trying to arouse in reference to the money market, sufficiently ex- plain the dowaward tendency of prices. ‘Tho business in State stocks to-day was very small, and prices were unchanged. The decline in railway bonds was general, linois fell off 4 per cent, La Crosse land grants \X, and other deseriptions in proportion. In bank shares very little was done; Commerce shares advanced 44. New York Central took the lead among the specula tive stocks, opening at a decline of 3 from yesterday's price; it was freely offered, and sold down to 8314, after which it rallied to 83%, and finally cloned weak at about S34. Galena opened at a de cline of X, fell off % besides, and closed % better than the lowest prices. All the Western stocks were similarly affected. As compared with yea terday’s closing price, Michigan Central declined to-tay 1; Southern, preferred, 7%; Mlinois Central 14; Rock Island, %; Toledo, 4, &e, Readi XM to-day. Tt has been upheld for some days by the pur: chases of the Philadelphians, who haye made some money in it lately; they will do well again if they can induce people here to oversell it, as they did some weeks sinc ‘There is no whisper of any dividend, Panama and Pacific Mail were both lower. As we stated some time since, the dividend on the latter stock will be 14 percent.
