THE LATEST NEWS. Our ‘Washington Despatch. TROUSLES OF THE NEW YORK POLITICIANS—FERNAN- DO WOOD AND JOHN COCHRANE ARRANGING MATTERS ANXIETY BK&SPECTING THE ATLANTIO TELBGBAPH. Wasnrnaton, August 12, 1858. Fernando Wood and John Cochrane arrived here tonight. ‘The President will not arrive at the White House *to attend to business before Monday, and I am as- sured nothing more will be done with the New York Custom House appointments until after his return. The Postmaster General may take up the Troy and Whitehall Post Offices, and 1 apprehend Messrs. Wood and Cochrane represent the soft interest somewhat in them. Mr. Davis, of the Troy Budget, has also devoted several weeks to the same interest bere. If they can secure the Postmasters at East and West Troy and Whitehall it is thought they can also send soft delegates to the State Conven- tion. Does the ex Mayor aspire to the nomination for Governor? It is generally though here that a little more promptness and despatch in settling these appointments would tend to harmonize the party, as the disappointed ones can bear their sor- rows with but an ill grace after having been kept in suspense, and expense and expectation for weeks, months, and in some instances, years. They are ail too apt to swear they have been deceived, and cry for vengeance. Great anxiety is manifested to see the Queen's message, but I find that those best qualified to judge of such matters here would not be surprised if it ‘were not received for weeks, while they also would be much gratified to see it at any moment. They think it probable an immense battery may be required, much larger than has been anticipated, and as the necessary amount can only be ascertained by re- peated and continuous experiments, it may require many days to ascertain the precise quantity. Governor Brown, the Postmaster General, arrived home this afternoon. The Navy Department has a despatch from Capt. Hudson, of the steamer Niagara, dated St. Johns, Newfoundland, suying that that vessel would leave for New York this morning. The Niagara had taken in coal for the trip, and was in readiness for a start. Officers and crew all well. There is a silly rumor gaining circulation that Senator Bright has recently joined the Catholic church. It was no doubt started for mischievous pur- poses, and here, where the Senator's liberal religious views are 60 well known, no contradiction or notice of the rumor would be necessary; but for the benefit of those of his political friends abroad who are not acquainted with these facts, it may not be more than an act of justice to say there is not the slightest foundation for it. The Commissioner of the General Land Office has replied to an iuquiry respecting the right and extent of the indemwity selections allowed to Alabama by the raflroad grant to that State by the act of June 8, 1856, to aid in the construction of the Girard and Mobile railroad, &., where the sections within the six miles limit had been previously disposed of by the United States. The principle hereinafter de- clared is of general application. The Commissioner states that the indemnity sections must be taken be- tween the six and fifteen miles limits in alternate sections nearest to the tiers of sections “granted in place.” No selection can be made by skipping any vacant tract, if nearest the section in place; but if it should so happen that there are no vacant lands for the indemnity near at band, the selection may ad- vance on until it reaches the terminus, and from the portion nearest; and if it should be necessary the whole of the alternates between the six and fifteen mile limits, to satisfy the deficiency on account of the sale of the sections in place, it may be done on the terms hereinbefore indicated. Referring to the fourth section of the said act of Fane 3, 1856, making the railroad grant, which pre- acribes the terms upon which the State may sell one handred and twenty rections from time to time, the Commissioner states that the Land Office takes no heed of what the State may do in that respect, so far as the action of the office is concerned in making out lists of selections and certifying the same—that being a condition of which the State must take cognizance itself, so as to avoid making sales not ‘warranted by law. All that the Land (Office has to do is to certify the selections lawfully made, leaving the State itself to fulfil all conditions the grant has imposed upon it, saving the venders from being re- cipients of invalid titles. Thenstrous Bolier Explosion and Fire at Niagara Faille Nracara Faucs, August 12, 1868, A fire broke out to-day, at noon, in the rag reom of the Niagara Falls paper mill, on Bath Island. ‘The fire was caused by the explosion of the boiler in the engine room, which threw off the entire roof, Spreading the fire in all directions. The building is completely destroyed. The loss on the build- ing and machinery is reported at one hundred thou- fend dollars, and the insurance at about sixty-five thousand. The premises were owned by L. C. Wood- ruff, of Dansville, N.Y. Movements of Gen. Walker. New Onumans, August 11, 1858. The New Orleans True Delta of the 7th instant contains an extract from a letter written by Judge McAlpin, dated Manzanillo, July 9, in which he expresses his confidence that the liberal or federal party will succeed im Mexico. In the desperate battle on the 2d July, near Colima, the federal troops lost bat few men, while the church ‘orces had eight hundred killed and three handred desert- ed ina body. At Colima were accumulated from the neighboring mines two millions of silver baf- lion, which could not be transported because of the tronbied state of the country. Intelligence from the Rio Grande to the 5th instant represents the reactionists at variance, and the liberals successful everywhere. ‘The Missourt Miection.
