OVE SPECIAL WASHINGTON DESPATCH. Wasurcrton, August 6, 1858. Gov. Brown telegraphs from Tennessee to-day to Acting Postmaster General King, that he will return to Washington about the 12th inst. The Post Office appointees at East and West Troy and at Whitehali are all held in suspension for the present, pending certain charges which have been preferred against them. If they succeed in re futing them their commissions will issue, otherwise they will be superseded. It is the old war between the softs and hards for place. Thus far the softs have the best of it. The President made an offset between Buffalo and East Troy, giving the former to Dickie, a soft, the present incumbent, and the latter to Fonda, hard shell. As soon as Buffalo is gacure the softs pitch in and get the hard sus- pended, on some frivolous charges, with the hope of finally superseding him with one of their own stripe. It is said Lord Napier wrote a letter to Governor Douglas, of the Hudson’s Bay Company, advising him to interpret Sir Edward Bulwer Lytton’s in- structions in the most libera! manner regarding his treatment of American miuers. His lordship fally appreciates the advantages to accrue to his govern- ment from the early developement of New Cale- donia by Anglo-Saxons,and his judgment is that the Hudson’s Bay Company should relax their police regulations and remit the onerous taxes which they have imposed upon doubtful authority. I am assured that the tenor of his despatch was highly Liberal, and well worthy of the representative of a commercia! people . Meanwhile the War Department is fully awake to the importance of the gold discoveries and their ef- fects upon our settlements in Oregon and Washing- ton Territories, and Goyernor Floyd has determined to make quick work of our indian disturbances by a vigorous campaign. It is expected that the four hundred recruits sent by way of the Isthmus will reach Waila-Walla and join Colonel Steptoe by the middle of September, while the Sixth infantry, or- dered across the country from Utah, should arrive in the Indian country about the middle of November. It has further been determined to send Col. Mans- field, Inspector General of the army, out by the next steamer to the seat of war to inspect the forces, and report also upon the state of the country, the num- ber and capabilities of the savages, and the addi- tional measures required to bring them to terms. Col. Mansfield is weil known as one of the ablest and most courageous officers inthe army, and his selection for this most important duty at a critical moment in our Indian affairs is evidence of the de- sire of the administration to act justly, but promptly aad with fizmness, in this matter. The Indian Agency in Washington Territory is now vacant, but is under consideration by Secretary ‘Thompson, and will be filled soon after the return of the President next week. It is evident that nothing gives the Treasury De- partment more trouble than your Custom House appointments. The suggestions in yesterday's Hxratp as to the manner of making them, if adopted, would relieve Mr. Cobb of much anxiety. No confirmations have taken place to-day. There are but a few names left for action, and those are suspended until replies are received to certain inqui- ries which bave been made as to their antecedents. ‘The Treasurer's statement will not be ready till to morrow. Secretary Cass has not ventured over to the State t for two or three days past. The ex- treme heat of the weather affects his health badly, and prudence dictates quiet and seclusion. He con- siders all important questions, however, at his own house. The mission to Paraguay is still unsettled. The rapidly increasing importance of our South Ameri- can commerce makes it very desirable that a com- mercial man should be selected for this delicate mission. In 1857 our commerce with the rest of the American continent amounted to about two hundred millions of dollars, of which one hundred and twen- ty-two were imports and seventy-three were exports; so that nearly all our coin and bullion exported to went to settle balances of our American commerce. With South American States we traded fifty-two millions, being thirty-six millions of im- ports against sixteen of exports—or twenty millions against us. It should be, and is, the desire of our government so to conduct our ne- gotistions with the Powers on this conti- nent that we may drive a more reciprocal trade with them, and not be obliged to send #0 many bags of gold to the great Clearing House across the water to pay the differences. The present expedition to Paraguay becomes not only a very important one, but in this view an extremely delicate responsibility will devolve upon the com- missioner attending it. Governor Randall, of Wisconsin, having refased to certify to the construction of twenty continuous miles of road by the Milwaukie and La Crosse Rail- road Company, because that company did not com- mence work at Madison, the President, Mr. Stanton, appealed to Secretary Thompson to ascertain whether there was any way of obtaining titleato the lands without the certificate of the Governor. ‘The Secretary, having examined all the facts, de- cides that the department has no power to make titles to the company except through the State, and further, that if the requisitions of the act making the grant be not complied with in a reasonable time, the government will be obliged to re-open the reserved grant lands for the benefit of the public. This decision is, of course, applicable to all grants of lands in “a of internal improvements. TRR CENTRAL wawsraren DRAraTcH. Wasntnaron, August 6, 1858. It has been ascertained, from an entirely reliable source, that one of the duties of Mr. Nagent, the Commissioner to New Caledonia, who left New York in the California steamer to-day, is to make such representations to Governor Douglas as will induce him to mitigate the rigors of the policy ‘of the Hudson's Bay Company and of the servants of the British government towards miners and traders from the United States. He is also instructed to counsel the latter on the duty of obeying the laws of ‘the country if they expect to be protected in their Dusiness pursuits. Two thousand troops, equipped with the most ef- fective arms known to the army, will soon be in the ‘Territories of Washington and Oregon, and make a vigorous fall and winter campaign against the hos- tile Indians. Gen. Harney will ¢ommand the opera- tions. ‘The receipts into the treasury for the quarter ending on the 30th of June were over $23,000,000, including €9,850,000 from customs, and $12,629,000 from Treasury notes. The expenditures for the same period were $22,730,000, including nearly $4,000,000 for interest on the public debt and the payment of ‘Treasury notes. Charles Barrett, 2 Raltimorean, has been sem tenced to be ting on the 224 October, for the mar- lor of Reeve Lewis. Twenty-cight Horees Burned. Mancneeran, N. H., Angust 6, 1858. Mesars. Hill & Cheney's extensive stables in this city were destroyed by fire this morning, and twen- ty-eight homes were burned. The loss js about $8,000. ‘The Kaneas Election. Sr. Lovrs, August 6, 1858. Leavenworth advices of the 3d, per steamer Ben Lewis to Booneville Sth, have been received. Atchison county gives 327 majority against the Eng- lish proposition. Doniphan county gives 568 ma- jority against it. Quindaro gives 16 votes for and 146 against 'he proposition. Easton, 41 for the pro- position and 60 against it. Delaware gives 65 for and 100 against the proposition. The majority in Leavenworth county as far as heard from is 1,614 against the proposition. The vote in Larimer was 4 accepted, 718 rejected, and in Franklin 3 accepted and 75 rejected. The roads are in very bad order and the returns come in slowly. Indlan Fight—Movements or Gen. Harvey. Sr. Lovia, August 6, 1858. A skirmish took place about the 20th of July ia the immediate vicinity of Fort Kearny, between a small war party of Cheyennes and Arrapahoes and the Pawnees. The assailants succeeded in surpris- ing a party of Pawnees, killing three, among whom was the ghief, and carrying off a large band of horses. @mponsiderable force of Pawnees afterwards pursued Mhe Cheyennes, recaptured their animals and wounded several of their adversaries. There were over 1,000 Pawnees assembled near the post for peaceful purposes. Gen. Harney proceeds to St. Louis to-merrow to take command of the Department of the West. Major Buell, Capt. Pleasanton, Surgeon Wright and Father Desmili returned with the headquarters. Major Barri’s battery arrived this is morning. The Canadian Ministerial C Criats. Torowro., C. W., August 6, 1858. Parliament met this’afternoon; and the announce- ment was made that Hon. Mr. Cartier, in connection with Hon. Jobn A. McDonald, was forming a gov- ernment, which would probably be compiete to-mor- row. The House then immediately adjourned till ten to-morrow morning. Republican Congressional Nomination, CLEVELAND, August 6, 1868. Hon. Edward Wade was yesterday unanimously re- nominated for Congress by the republicans of the Nineteenth district. The New York State Temperance Society. ABany, August 6, 1858, The quarterly session of the State Temperance Society will be held at Utica on the 11th and 12th inst. Friends of temperance throughout the State have been invited bya call to attend, as the meeting willbe of importance. The Yacht Squadron at New ; London. New Lonpon, August 6, 1858. The New York yacht squadron, under Commo- dore Edgar, arrived here at half-past two o'clock this afternoon and anchored off the Pequot House, A Severe Thunder Storm at the Eastward. Boston, August 6, 1858. A severe thunder storm was expericnced in Essex county this afternoon. A barn in Swampscott was struck by lightning and burned, together with the celebrated mare, Lady Suffolk, valued at $2,000. A young man at Davenport, named Holders, was also seriously injured by the lightning, but may recover. A laborer was instantly killed at the same place by the lightning while working on a building. Mr. Ira Story was also struck and seriously injured. No further fatalities are reported. Destructive Fire in Waterbury, Conn, Warrrsury, August 6, 1858. A destructive fire broke out in this city between one and two o'clock this morning, completely destroying the main building of the extensive brass and copper rolling mills of Brown & Brothers, situated near the Naugatuck Rail. road depot. A great amount of brass and copper stock in the mill, all their heavy rolls and machinery, together with their engine, valued at $20,000, were rendered entirely useless. The sur- rounding buildings, owing to the stillness of the at- mosphere, suffered no injury. Messrs. Brown Bro- thers’ loss is from $70,000 to $100,000, $20,000 of which is covered by insurance. The fire is sup- posed to have been the work of an incendiary. Duel at New Orleans—Suspicious Vessel. Naw Onveans, August 4, 1858. A duel was fought near this city yesterday, be- tween Major Henry and Joseph Howell, Esq. The former gentleman was wounded. There are now seventy vessels lying at the Belize. A suspicious looking schooner was seen recently in latitude 29, longitude 89 20. She was full of men, and had a swivel gun and other arms on board, and avoided all attempts to speak her. Foundering of the Brig R. H. Rae. Oswreo, Augast 6, 1858. ‘The steamer Wellington, just in from Kingston, reports that brig R. H. Rae off Hamilton, with a cargo of wheat from Chicago for Kingston, foun- dered in a gale on Wednesday near False Duck Light, and sunk in one hundred feot water. The captain, his wife, and crew escaped in a smal! boat and arrived safely at Garden Island. Fire Alarm Telegraph at Boston, Boston, August 6—12 M. . The noon hour was struck to-day on all the bells in this city connected with the fire alarm telegraph, from the office of the American Telegraph Company in Portland. This novel feat indicates the practica- bility of the simultaneous ringing of the bells throughout the world.
