At s meeting of the Clearing House, held on Tharsday afternoon, spplication was made for readmiasion by the Mechanica’ Banking Association, which failed just before the crisis, The application was refused, there being ten adverse votes out of about thirty three or four banks re Presented. The ground of the refusal (which was in tne ‘teeth of a favorable report on the bank by the Clearing House Committee) appears to bave been: first, that the bapk had won a bad name, and needed aterm of proba- (ion; and secondly, that ite capital, $300,000, wae too rmall for a Wall street bank. It is hardly necessary to notice these objections. The former is spplicable to a school boy, not to abank; the later can only be appreciaied by the large banks, which may Raturally desire to prevent the establishment of new banks to divide the business with them. But as it is evident that so public and impertant an institution as the Clearing House ought not to be swayod by considera- tions of this character, the event will, in all probability, lead to en application to the next Legislature for the erec- tion of the Clearing House into a public institation, under rules established by law. Such a change would present many advantages. The committee upon motilated notes reported against applying for further legislative action, believing that the present law is sufficient to protect the danke against fraudulently mutilated notes. They recom- mend that the banks refuse to redeem such notes, and should legal measures be taken to compel the redemption, that the defence shall be conducted by a committec of the Clearing House Association, and at its expense The re- port was ordered to be printed, and will be acted on at a fature meeting. ‘The following was the business of the Sub-Treasury in this city to-day:— ‘The clearings this morning at the Clearing House were $15,636,782 69, and the balances $1,104,453 53.
