H. Webb, Feq., at the foot of Sixth strect, Hast river, is pretty well advanced towards completion; her spar deck being Iaid, and the planking outside nearly finished, she preeents & most favorable opportunity to examine the mode! and construction of this immense ship, which is expected to be launched early the ensuing fall. The dimensions of the Grand Admiral are as fullows:— Length on spar deck 307 feet, breadth 55 feet, longth over all about 326 feet, depth to epar deck 34 fee}. She is pierced with 44 side ports and two stern ports on lower deck, and 80 side ports and four large ports forward, and four large ports aft on spar deck. Her armamont will consist of 40 shell guns of large calibre on gun deck, and 26 icng guns ‘and two pivot guns of the largest s'ze on her spar deck. Tne crew will number 800 men, and she has capacity to carry water and provisions for their sustenance sufficient for six months, in addition to which she bas stowage room in her coal bunkers for 1,200 tons of coal, and will draw not over 25 feet, with everything on board for asix months cruise. The Grand Admiral will be propelled by two direct horizontal engines, each cylinder of which wit! be eighty- four inches in diameter and three feet nice inch stroke, with a nominal power of 800 horse, but an actua! horse power of about 2,000. The propeller will be niaetecu and a halffeet in diameter, and 1s cue of Grifilth’s patent, aud can be raised out of the water at pleasure. She will have tix horizontal tubular boilers, which are now butiding et the Novelty Iron Works. The ship will be rigged ae fully as if no steam was to be used. ‘This sbip wil) be ventilated in a manner acd toan extent never before attempted, by the introduction of pipes be tween the timbers and inside cf the ship, which conavct with a Diower Griven by an engine fitted oxpreasty tor this purpose, thus giving « full supply offreeh alr between decks, and at the same time preserving the timbers from Gecsy. Those competent to judge pronounce the Grand Admiral far superior in strength to any vessel of her ciass ever built, nothing whatever having been left undone which could in any manner combine the qua ities of ondu- Yance and taste. The construction and Otment of this fue ship and engines is sdperintendee by Capt. Sbestakofl, assisted by Captains Schwartz, Ivastchenke snd Selirieanch, and Lieutenants Moja'sky, Reivenetz and Kolobniz, all of whom are tnde- fatigable in attending to their various duties. Serious Colltsion on the North River. SINKING OF A STEAMER—ESCAPR OF TUX CRW, BTO., BTC. Last evening, about half past five o'clock, a serious collision took piace on the Norgh river, Tne purticulars of the occurrence appear to be these:—The towboat Sarah E Brown was opposite pier No, 1, North river or nearly there, at the time above stated, and stoaming up the harbor, when the large, heavy North river towboat E. MeDovald rapidly approached hor, steering in an ai moet opposite direction. There were a number of sailing craft and various veescis lying near, aodtbe motiors of both veesels were therefore materially bampered, though. from their proximity to each other and the mo mentum, i} was at once evident that a sudden change of couree was irstantly requisite for their mutua safety, in order that a collisi.n migbt be avoided. The nature cf tho circumstances were such, however, as to render this almost impossible, owing principally to the encumbered state of tha river, with sailing boats and other oraft, which was lying in every direction. Tho dest sp- pears to have been dene that coald be, under the ciroum- sances in reversing the engines, and thereby Impeding the rapidity of the motion. They were both moving st a pretty good rate, however, notwitbstanding this precav von, when the ooliisiop occurred, and the shock was aherefure pretty severe, The Sarah E Brown was etruck ‘on the siarbos:d bow, ard cut tar dolow the water mark, und the whole forward part of the steamer wes injured. The other veesei, being the heavier aod tirmer of the two, seems to havo suffered liulo damage by the aoci- dent. She received the shock in her cutwater and be- tween hor bows, but $100 wilt cover hor lows. After the collision both veseels kept on their course, endeavoring to Make their piers, Of course the jargo vessel reached hers in ove time, but the mistortunes of the other were not yet enced. N aw enQigaianed petal NEW YORK HERALD, SATURDAY, JULY 10. 1858.. ‘The Yellow Fever at Norfolk tn 1955 and the Recent Action of the Board of H alth. By @ recent order of the Meyor and Board of Health of this city, the ports of Havens, Matenzss, St. Jago, St. Thomas, New Orleans, Trinidad de Cuba, Cienfuegos, ‘Segua Is Grande, Cardenas, Ponce and Port au Prince, are declared to be infected, and it is made incumbent upos all veesela arriving thence to discharge their cargoes on ligbters at Quarantine. Although this order in many cases, perticularly in those where no infectious disease bas mapifested iteelt during the voyage, would seom to be a harsh and uncalled for exercise of power, entailing considerable loss of time and unusual expense upon sbip- masters and owners, nevertheless the experience of former years bes proved such @ course to be eminently judicious and neceseary for the conservation of the public bealth, Im support of the action of the health authorities in this watier, it will be interesting to read the conclusions of a Ccmmit ee of Physicians, appointed by the City Councils, to elucidate “tbe cause and origin of the yollow fever at Norfolk in 1855.” These opinions have been lately given to the world in an octavo pamphlet of forty-four closely pripted pages, trom which we quote. After premisipg that the climate and situation of Nor- folk cannot be very favorable to the developement of yellow fever, inaemuch as during ® period of fifty yoars— from 1806 to 1855—the disease appeared there as an epidemic but three times, viz: in 1821, 1826 and 1862 and the year 1855 previously to the outbreak of the fe ‘ver waa not remarkable oither for heat or moisCure; tha Sacer see and May were unusually dry, and June very wet; Norfolk was tp as cleanly acondition it bad been atapy time within Lite ‘mine years, during whip petcccatce hateusreear: once; aaa the cleanest greater exemp- tion from the ravages of dirtiest aud was mi the ¢ ie than the most crowded ; ee taclerat dex ahane tevor on board, and that there is no recorded bistory, was attributed opinicn to a similar eource. The report gives a ‘to fever of 800 began i Goaport, ve wo fever of op tbe 30th of June, in a house adjoining Page & ebipysrd, ina iccality where there no ments of disease. The suriace of tue, was covered ith with all shipyard r minute persopal ¢xemipation of the been unable to discover apy obvious or probable ovease. The deck, w! been ited out as fons ck origo mati, the very focus from which the poi emanated, though partially Oiled with mud and logs of wmber, is covered by eelt water at high tide, and in our opicion Is altogether inadequate to the production of dis- tare of any kind. The marshes around aad which 876 Pot in tho immediate vicinity of Page & Atlen’s yard, are in much the seme condition as they have always been: —very unsightly when the tide is out, amd giving rise, where partiaily obstructed, to intermittent and remittent fevers but aa they bave never caused yeliow fever before in the last fifty or one bundred years, we are ata loss to understand bew they could suddenly have acquired this ew potency ta 1865. Op tho 39th day of June, eleven deys before the dret cases of fever were seen in Gosport, (it is worthy of note that this was about the time that bas frequently been ob- 2 t0 intervene between the arr? of an infected esel oud the first onees of fever ashore,) the steamer Ben Franklin, from St. Thomas, came up to Gosport, and ‘was laid elorgeide the whart at Page & Allen’s yard at the vistence of nct more than one hundred yards from the house in which the first cares occurred. Neither was tence (1 07 mites) too great, nor the time (t ays) too sbort for this occurresce. In this we have been strepathened by the fact that the next year (L866) the yellow fever was thos commenicared from ves- eels at to the Long Is'and ebore, in the neigh derhoce of Fort Hamiiton, where, when once plasted, it conti: ued to epread until frost.
