OF THE COUP D'BTAT OF DECEMBER LAST. As early a8 the moni of Septemb=r Prece ding, the necessity of & coup d'etat was a common topic of free coa- versation in Me: the object of which coup was tobe to declare the federal constitution of tbe oth of Febroary, 1857, as inadequate for the country, and to esta lish Doa Ignacio Comonfort as President of the republic, fovested With dictatorial powers. Notwithstanding the state of anxiety and mistrast produced by these sori of ru@ora, the Constitutional Congress proceeded to \te installation in the following month of October, and entered immediately = ihe exercise of its legitimate functions. On the very first cay of tue meeting of © the minister of the executive government preseated to tne House ® suggestion, in waich it was stated that the President of the republic was of the opmion that the sphere of action marked out for biw by the conatiradtion ‘Was not sufficient to ebadle bm to muidrain pubbe peace, nd to carry ous in a0 adequate mauver tne execution of the lawe. In oonsequence toereof the President requosted Congress, in accordance with the twenty niuth article of the constitutioa, to pass an act suspending for atime toe action of several ot the guarantees seoured to the people tu bP same Copstitution, and conferring up va Lim the power to extraordinary measures in toe several sche Of the tinances sod of the war depart nent. Congress pon, with the most unexempled generosity, not only granted to the Executive ali the powers which he demahdoa, bat whea ihe comaitee of Congress brought in @ bill granting all tha; was necessary ‘and adequate for the crisis, it exteaded the powers granted ju Whe bill, apd weat further in amplifying them tuan the commitiee bad propcsed. There was every reason to bope aniexpsc!, after such A distinguished mark of confidence given by Congress to President Comonfort, that the employ ment of violeat mea, sures agajust the Congress would be abandoned. Such, in fact, was the prevailing opinion after this geuerous action of Congress, and consequently the rumors #bich had the month besore been circulating very extensively with Teepest to an approaching coup d'état bogen ‘wholly to disappear. ln addition to all thw, the ap- pointment of Senor Juarez as Minlater of the government, was the cause of increasing the general coafidence in Comon/ort, and it was hoped that be would now proceed to initia and forward those liberal measures which were Yookea upon as indispensable for the welfare of tue coun- try. This wereased confidence in nim eprung fromthe fact that the selection of Juares was by many, if not by ai persons, regarded as & pledge of a sincere alliance = toe = of Comentort ‘with the liberal iy. With these hopes, the liberals in Congress were pre- parte to mature tbe measures which it was proposed to rine forward io the House, when suddenly it became known that Genera! Herts, commander of the b: le of Michoacan, had received « letter signed by Gen Zaloa- ga, Wbo Commanded the troops stationed at Tacubaya, = also signed by Payno, Minister of Fiaavce, in which Ked and called upon by these two persous to em, with the troops “ts, his command, in pro- neral Huerta, ii le of ture Claiming the coup d'état. & man of honor and integrity as he ‘is, on receiving this letter, aid i’ before. the Governor Of ne State, Who immediately transmitted it to the Logix laure, in order that they might adopt in relation to the ‘transaction such measures: — might bed mt B Legwiature Uereapoun immediately appointed two of its members to proceed to the City of Mexico, who charged with the business of bringing the ms! knowledge of Gener nfort, the President, hoptog by thie step to be abie most eflectaally to break up the conspiracy and bring the guiity parties to punishment Tae manner in which President Comontort received the communication, and the terms m which be spoke, not believing in the reality of the cunspiraty, led the two — emen from the Legisiatare of Micuoscan to Bu thai l’resident Comonfort himself agproved of the od douced best the party of the conspirators. ‘acy therefore banded over Phe letter to ope of the deleguics to the Feverat Congress from their State. ‘That govtiemsen, at tbe bext of Con- gress, browgnt the matter forward aed publicly charged the Minister of Finance, Seoor Payno, with being S yr the conspiracy, demanding at the same ime should pe brought to trial for the offence.
