The overiand mail from St. Louis and Memphis to San Francisco is a “fixed fact.” It will be reodf- lected by you that the overland mail was establiah- ed by law on the 3d of March, 1857. Immediately after the aceeasion of Governor Brown to the Post Office Department he took up the subject, and, after a most pains-takiug examination of it, devised the means for executing the law, and submitted his plans to the newly installed President of the United States. The President laid the measure, so im- portant did he esteem it, before a full Cabinet coum- cil.
