A question somewhat novel in this country, though of frequent occurrence in Kurope, has arisen within the last few days at the State Department. The late Monagas government in Venezuela, a few days befdle its overthrow, appointed a certain Don Luis de Colva as Consul for Philadelphia. Theappointeo, it eeoms, has beco an agent of the notorious “ Phila delphia Guano Compan in which speculation se versal of the members of the Monagss administration were personally concerned, with copartners, it is said, in the United States, of distinguished political position. This company, it appears, has interests antagonistic to the Boston claimants, Shelton & Co., of the “ Avis Island claim;” aud the afvresaid Dou Luis being #2 occasional scribbier for tho newspa- pers and a correspondent of the Diario, a Caracas print, wrote to it a statement that be had met Mr Guthrie, the Secretary of the Treasnry under Pierce, at a reunion in Washington, and ia a conversation about the claim, the Secretary told him he wassatis- ficd it was worthless.
