AFFAIRS IN KANSAS, THE NEW CONSTITUTIONAL CONVENTION. Forr Leavenworma, K. T., March 30, 1858. ‘The New Constitutwonal Convention— Feeling in Kansas in Favor of the Lecompton Constitution— Indebtedness of the Government in Kansas—Supplies for the Utah Ezpe- dition, dc., dc, ‘The delegates to the convention to form a new constitu. don for Kansas met at Minneola, the new capital, but find- ‘img thst fancy sketch still existing in the breeches pockets @f the free State Legislature they adjourned to Leaven- Worth, and assemble daily in Melodeon Hall, on Cherokee meet. Physically, they seem fair body of men, and more adapted to the tillage of the soil than to unravelling and setting up in due form the intricacies of law. How- ‘vor, ag in similar bodies elsewhere, some, if not the ma jority, are mere passive instruments, useful in making a qeerum, and only hurtful when afflicted with a desire to piteh into the ring—in a parliamentary manner too—with- @ut possessing the requisite knowledge. Lane was made President, but patriotically resigned, and was succeeded by a Judge Conway. From this, and other proceedings, it is easily seen that the old Topeka leaven permeates the Jump, which damns it from the start with all save the fa- natical ultras who still desire—be it ignorance or design —te keep the Territory ‘‘bieeding.” Independent of the ‘very doubtful legality of this convention, or ite necessity ‘at all, there are explosive materials composing it. Some ef the mombers hate the very name of Topeka, and Fegret deeply any recurrence to that miserable abor- tion; but yet, as in the Judge Loring caso, feel ‘that in order to save themselves some concession must be made to the Great Mogul of abolitionism, which among oar Northern people is getting to be like the heathen god very ugly and very grest. ‘The announcement that Calboun has given certificates t0 the free State eandidates has disarmed the opposition almest entirely. The free Stato men in Leavenworth I have conversed with expressed emphatically their wil- Bngnees that the Lecompton constitution should pass at ence, and even admitted it would be the quickest way of settling the whole difficulty.
