Removal of the Quarantine. New Yors, July 30, 1856. TO THE EDITOR OF THE HERALD. With a steady ex- portation of specie in the face of » large supply and reduced rates for exchange, he ca'culations of financiers are completely upset. Wth an enormous importation, in the face of a limited exportation of mercbandise, the fears of the cautious aud prudent are excited. With an active demand in Europe for all of our first class bonded securities at good prices, it ia difficult to anticipate any stringeocy in our local finances. With fall harvests, and an active foreign demand, at highly remunerative rates, it is not extravagant to calculate upon a more favorable condition of our foreign trade than our weekly re- turns at the moment justify. On the other hand, we cannot lose sight of the unfavorable condition of the financial affairs on the continent of Europe. The condition of the Bank of France, the rapid and steady drain upon ita specie department, the neces sity of procuring supplies at any cost, tend mate- rally to the derangement of exchanges, and to annul the regular operations of commerce. Another important matter is the demand for silver in England for shipment to the East. Most of the silver thus exported 1s purchased on the Continent, frequently at a premium, and paid for in gold, keeping up in this way an artificial nove- ment in the precious metals, which upset all the usnal influences of trade, and reduces gold and silve: to the level of merchandise in the market. There would be nothing to complain of, but for the e/- fect upon the financial world of the movements of specie. The public mind cannot look upon this in the proper light. It is, has ever been, and we fear ever will be a bugbear. We have not so mach to contend against in the fact as in the effect, and as that influences financial operations, operators in the stock market, and all those affected in any way by changes in the money market, must govern them- selves accordingly. The movements of specie, either in this country or in Europe, will continue to keep the principal money markets of the world in an un- settled condition, and prevent that buoyancy in public securities, which we all have been so long looking for, and were justified in expecting upon the promulgation of peace in Europe. This state of things will tend materially to check speculation, and keep commercial matters generally within safe and wholesome limits, and may prove in the end more conducive to commercial prosperity than otherwise. It is a well known fact that an active foreign de- mand for our public securities gives a great impetus to our importations of foreign manufactures. The enormous purchases of State stocks twenty years ago led to enormous importations of foreign goods, and to a collapse in our finances, which not only bankrupted most of the importing houses, but most of the States which had so freely issued their bonds The proceeds of the State bonds sold then were remitted in foreign manufactares, and the same thing is going on now. Nearly every European steamer from this port takes out large lots of our pubiic stocks, and the shipments of specie since the lst of January have averaged about one million of dollars per week. Our shipments of cotton during the pre- sent year have been greater than ever before known, while breadstuffs have been taken toa large amount. In return for all these things, for our stocks, our spe- cle, our cotton and our corn, we get dry goods—princi- pally dry goods—silks and satius,au1 millions upon millions of dollars worth of laces, ri: bons, &c., &c., which last comparative'y but a day. It is not at all strange, with such extravagance, that we should have occasional collapses in financial affairs, or that pra- dent, cautious capitalists should be afraid to enter into any stock speculations. It is true enough that we raige the cotton, cultivate the corn, dig the gold, and create the public stocks, but it should not follow that they should be disposed of for such trash as we get for them. The gold that we dig from our soi! goes to give activity to foreign industry. Instead of keeping it at home, where it would give an incen- tive to any branch of labor, where it would stimulate production and eventually give us manufactures and produce such as we are now compelled to take from foreign countries, it goes abroad fall as fast as we get it, and creates extravagance and idleness instead of economy and industry. It is a knowledge of these things that deters the capitalist from engaging in stock speculations, and keeps the man of moderate means from extending his line of legitimate busi- ness. The gold we dig from the bowels of the earth is no more than so much in value of any other product. We raise it as we do cotton and corn, and the crop is about such an amount annually; but ite uses in the financial world give it an inpor tance which no other article enjoys, and forming- as it does, the basis of all wealth, and representing, every other species of property, ita preservation on the part of the producer should at all times be the first necessity. When it passes through their hands and out of the country, in exchange for foreign arti- cles of laxury and extravagance, it is no more than so much cotton or corn; bat when itis retained within our own limita it goes into active circulation, forms a more substantial currency, placing it, in value, more on a par with that of foreign countries, with whom we deal, and gives that stimulas to in- dastry which real prosperity at all times guarantees and properly remunerates. Instead of deriving ali these benefits from our gold products, we give them to foreign countries, and believe that our condition is never better than when our importations run ap to seven and ten millions ef dollars per week, and an active demand exists abroad for our public securi- ties, The interest on American securities now seld in Europe is annually equel to about one-half of our yearly specie shipment. In this view of financial and commercial! affairs it is not at all strange that there are not speculators in stocks outside of Wal! street. Southern brands continued firm, with sales of 500 a 600 bbis. at the above prices. Rye flour—Sales of 200 @ 300 bbis. were made at $3 a $6 25 for fine andsu- perfine, which was better. Corn meal was firm at $3 50 for Jersey, and $4 for Brandywine. Wheat continued in good demand, especially prime to choice lots, while common was scarce and well sustained. The sales embraced about 80,000 a 40,000 bushels including Milwaukie club at $161; new white Ohio at $185, and new red do, at $1.75; white Southern common to prime at $1 60 a3iS0, and prime to choice white Cauadiana $185 a $1864;. Rye was firm at 86c. with sales of 4,000 bushels. Corn continued in good demand, with sales of 40,000 a 60,000 bushels at dSo. a 50c, for distilling lots, and prime sound shipping Western mix>d at 64c. a 65¢.; yellow Southern was at 70c., and good to prime white Was at 71c. a Tic. To London, 100 tons oil cake at 25s., and 1,600 barrels flour, at 2s. 7}¢d. There was no change to notice in rates for Havre. To Autwerp, 5,000 bushels rye were engaged, at 9d. Hives.—The demand was good, and for some deserip- tions an advance was obtained, which seldom occurs at this season of the year. The present stock ia light aad receipts moderate, and hence prices are expected to open stift for the fall trade. The receipts of last month com- prige 91,145 ox and cow hides, of w! 78,606 were from foreign ports, 12,600 coastwise : (of the voast mist 8,768 were Philadelphia, Baltimore, &c., and the balance 3,871 from ports south of Baltimore. Toe imports for July, 1865, were 93,600, showing a decrease this year of 2, hides. The receipts this week have been 13,726 hides from foreign ports and only 102 coastwise, as follows:— 3,101 Porto Cabello, per Tennessee and H. Nason; 9,017 dry and 294 salted ox and cow, and $42 salted horse, per WR.
