Fray EveninG, Fenrvary 15,—The notice from the Chancellor of the Exchequer announcing the inteniion of government to raise a loan, as well as to fund 9 portion of the floating debt, and inviting the attendance of capi- talista at the Treasury next Mooday, when the terms will he communicated, was received at the Stock Exchange this morning, eta @ quarter past 11, and took every one by surpri The funding of Exchequer bills had been fully anticipated, but the raising of a joan, al- though considered certain in the course of the spring, was wholly unexpected at the present moment. Consols, which left of yesterday with mnch heaviness at 92, had opened at 615; to %4, and immediately on the appearance of the notice they declined to 91. Large sales were then actively pressed, and the downward movement continued until the price touched 90, from which there was scarcely any recevery, the final transactions being at 90 to \ for money, and 903¢ to $ for the account. The greatest rness Was manifested throughout the day to } the smount intended to be asked for, and a variety conjectures were circulated on the subject. With the exception of several operations in Turkish, ‘here was scarcely any buriness in foreign securities. The six per cents closed yesterday about 94 to 34, and were negotiated to-day at 9234 and 9314 for money, and 9234, 953;, 92, and 92% for the account, showing fall of 1% per cent. In the foreign exchanges this afternoon there was no materia! alteration, but the rates generally showed a ten- dency to improvement. The corn market was rather more firm this morning, and in some instances an advance of 1s. was obtained. ‘The report of the Liverpool cotton market for the week, shows a steady buriness at fcrmer prices. The quota ions of the French Three per Cents on the Paris Bourre, this afternoon, were 72f. 60c. fur money, and 73°. 45c. for the account, showing a reaction of three- quarters per cent in sympathy with the fall on this side. The Bank of France pee ee to-day, are fa. vorable, aud partially account for the recent animation on the Beurse, The bullion has increased £500,000, the Treasury balance £306,000, the deposits £90,000, and the notes in circulation £792,000. The discounts have de- creased £276,000, and the Bank has shown its confidence regard to the future by rescinding the resolution not to discount bills having more than 76 days to run, and returning to their former limit of 90 da; Government securities.£11,422,361 Decrease... FINANCIAL AND COMMERCIAL. MONEY MARKET. Monpay, March 3—6 P. M. There was a better feeling in the stock market this morning. The improvement in prices was small, and the transactions were not large, but holders have more confidence, and the impression is general that afew weeks will develope an active speculation. At the first board Illinois Central bonds advanced | per cent; Nicaragua Transit, 4; Cumberland, }; New York Central Railroad, }; Erie, 4; Reading, }; Michigan Southern, 4; Galena and Chicago, j; Cleveland and Toledo, 1; Chicago and Rock Island, 4; Wisconsin Lake Shore, 4. Panama Railroad declined } per cent. One of the firmest .stocks on the list to-day was Nicaragua Transit. All the indications in this stock point to higher prices. The sales lately made, seller four months, have been taken by par- ties who required five per cent deposit in the Trust Company. This looks as though the individual making such sales is likely to get himself into a tight place. The buyers now are the same opera- tors who carried the stock from fourteen up to twenty-five per cent in a few weeks. Cleveland and Toledo sold quite freely at the advance this morning It was the most buoyant stock on the list at the first board. All the Western railroad stocks were in demand at better prices. There are some choice investments in the new well located railroads of the West, and the early purchasers secure all the chances. The imports this year show an increase of about $4,000,000, while the exports show an increase of only about $120,000. The exports this year have been of a more gratifying description, heing a greater value in merchandise and less in specie. The shipments of specie were nany, one million dollars less than in the same mouth last year. The Grocers’ Fire Insurance Company have de- clared a semi-annual dividend of eight per cent. The Corn Exchange Fire Insurance Company six per cent. E. F, Satterthwaite’s London Circular of Feb. 15, says:— Busicese in American securities in London, which was very duilin the earlier part of the week, bas’ greatly re- vived since the arrival of the three last packets trom New York, especially as a_semi-official contradiction is given in the Washington Union to the reports of the de- sire of the President to embarrass the relations of the two countries.
