FINANCIAL AND COMMERCIAL. MONEY MARKET. Farpay, Doc. 22—6 P.M. ‘The stock market to-day was rather shaky. Quo- tations for the fancies were very unvttled, and the movement was unce'tain and irregular. Erie bonds have come out pretty freely lately, and the probubility is that the incomes will be more active as the time fixed for opeung bids to the new loam approaches. The market continues to be pretty liberally supplied with Illinois Central Bonds, and a good many speculative purchases are made. The rapid rise in Hudson River Railroaj stock has met witha pretty severe check. The ad- vance, upon the strength of a temporary postpone- mént of the floating debt, was too great, and was therefore ahort lived. The improvement enabled those who realized to secure a handsome profit. The report given in our colamns to-day, of a scene be- tween the Treasurer of the New York Central Rail- road Company and some of the mort prominent stock holders, created some excitement, and must open the eyes of those interested to the fact that sooner or later there must be a break down in the finances of that company that will exceed that of the Erie or any of the Vermont roads. There is more rottenness in that concera than stockholders generally dream of. It is for the interest of the management to keep all knowledge and information from the shareholders, and the facts will only leak out gradually previous toa general explosion and acknowledgment of bank- ruptcy. Harlem appears to be moviag slowly but steadily upward. There isa strong clique in Wall atreet opposed to the present management of the ‘Harlem, who are engaged in bearing the stock, and by their operations they keep the market value at & lower figure than would otherwise rule. The Bos- ton and Worcester Railroad Conpauy three per ent. The Union Bank of Rochester five per cent. ‘The State Bank of Troy four per cent. Another New England railroad company has been added to the lomg list of dividend delinquents this year. The Boston and Lowell, one of the oldest, and for a long time considered one of the best railroad companies in Massachusetts, has been com- pelled to pass its January dividend. The importation of specie in 1843 should, in justice, be ixcladed in the calculation ander the low tariff, for the protective tariff adop- ted in 1542 had not, in 1843, been long enongh io Operation to produco any visible effect on our com- mercial system. The importation of specie in 1847 may be claimed with equal justice by the pro- ‘tectioniste as the effect of the high tariff in opera- tion up to the cloee of the previous year; but as we do not intend to show tat the movements of specie depend in the remotest degree upon the tariff, whether high or low, we are willing they should have the full benefit of all they can make ont of that large specie importation. It will be seen that in cur classification of imports and exports of specie under the different tariffs, we have takon but two years’ operation of the present act—1847 and 1543. ‘The movements of apecie since the discovery of gold in California, and the enormous aamusl produo- top, have been eo independent of previous cause, one half to the use of the person who sh: Br'ds & bags. | thas we have left out that period, it being indepead- ent of the usual course of trade. Califoras has been a large consumer of forsiga manufactures, the consumption coming up so suddenly and being carried at once 0 far beyond our usual moans of peyment, that the staple product of that State was the only source of liquidation, ard for a time it be- came as much a staple export as cottom or cora from the Atisntic ports of the country. The shipments of specie bave therefore beea carried to an artidcial, | upmatural extest, and it may be some years be- fore it will be confined to the legitimate operations of commerce. The table given above we prepared for the purpose of showing that low tariffs have not quite ruined the country. Under sixteen years ef low tariff’ we imported upwards of eighty millions of specie, and exported only shout twenty-three millions; while under tea years of high tariffs, we imported only twenty-two and a half millions of | specie, and exported about sixteen millions. The National Intelligencer gives the annexed ab- stract of the provisions of the bill to suppress the circulation of small notes im the District of Colam- bis, which has finally passed both houses of Com- greas, and will become s law as soon as it receives the signature of the President:— The bill enacts that from and after the first day of November next, no “person or Loring body politic or corporate, within the District Columbia, shall make, emit, issue, utter, sign, draw, or endorse any ‘bank note, or any {astrument of writing, for the payment or delive- al ry note, le thing, of a less amount ot ‘money, or other valu: n five dollars, to be used as @ paper currency, or as a circulating medium, either as money or in lieu of money or of any other currency;”’ and that every person, and every member, officer, or agent of any boy, poli lc or corporate, so offending, forfeit and pay the ten dollars for each and every offence, one halY to the sum of use of any person who shall sue therefor, and the other half to the county. ‘The bill also makes it unlawful for any person or per- sons, body politic or corporate, to pass, or offer to pasa, within the District of Columbia any bank note, or any instrument in writing of a less denomination or amount than five dollars either as money or in lieu of money or of any other currency,and any and ever: a z por Rg Re so offending shall forfeit and ‘pays sum five nor more than ten dollars for Gent and the other half to the use of the county. Other provisions of the bill impose (urther penalti¢ for a violation of the law. In every case where any pe is- son or body corporate shall refuse to redeem suc ‘sues in gold and silver on presentation, a fine of $20 is imposed; all contracts founded epon a small note cur- rency are illegal and void; and a mode is prescribed for forfeiting the license of any merchant or trader who shall receive or cizculate notes under the denomination of five dollars. The District of Columbia is no longer neutral ground for shinplaster financiers, driven out of Maryland and Virginia by the small bill law of those States, to establish their banks upon. It is with pleasure we notice the adoption in State after State of the bill prohibiting the circulation of bills under the denomination of five dollars, and we trust it will receive, during the present winter, the attention of Legislatures of States where the paper currency has become ruinously depreciated by the numerous bank failures of the past three months. Nothing strikes go directly at the rcot of all the evils growing cut of an expanded paper currency as prohibitory act of the kind referred to. The annexed statement exhibits the quantity and value of foreign dry goods entered at this port for consumption, for warehouse, and also the withdraw- als from warehonse, during the week ending and including Thursday, Dec. 21, 1854. The stason is at an end, and those in wan of supplies buy only sufficient to prevent their cus tomers from going elsewhere. This occasion mall trancactions in fabrics especially adapted t> the mid-winter traffic; but it does not afford mate- rial enough for @ lengthy review of the business. Hence, we feel onrselves called upon only to say that the stocks still here are more eo than had been anticipated, but yet they are rather more extensive than parties retaining them wish them to be; and as the demand is, to all intents and purpores, insignificant, prices are unsettled and languid. The spring trade is all that now occupies the attention of our principal operators, who are making their arrangements therefor with marked’ care and foresight. Ap- ples show a slight advance, The supply is light, as large quantities have been kept back by the severe weather. Of vegetables there are but few in market, with prices high.
