FINANCIAL AND COMMERCIAL, MONBY MARKET. Sonpay, Jan 29—6 P. M. ‘The stock market during the past week, has by no ‘means been bucyant or active; the news from Europe, Peeeived by the Niagars, in the early part, had a depress- img infiuence upon prices, and holders withdrew from ‘the market, leaving the bears in full possession. The ef- feot was visible in the depreciation of some of the fancies; ‘but the transactions were too limited to serve as s cri- terion of the views of holders. The arrival of the Atlan- He, with four days later news, gave quite an impetus to ‘the stock market, which ‘rerved not only to arrest the @ownward tendency of prices, but to produce « healthy weaction, resulting im s decided improvement. The Sinancial and commercial accounts by the Atlantic infus- 0d new life into all classes of speculators. The advance im breadstuffs on the other side, and the firmness of the eotton market, seemed to weaken the fears previously @ertained selative to ihe war question; and, for the frat time since the commencement of hostilities, the public ‘began to realize that we were not so near annihilation as many previously supposed. We are gettieg more familiar ‘with the question and allite bearings, and it has lost a good deal of that importamee and interest it once pos sessed, It has been a bugbear throughout , as far as we ea this side of the Atlantic, are oncerned; and if prices for breaditaffe are sustained in Earope, we shall be largely benefited by the political difficulties existing be- tween the great Eastern Powers. Short harvests in Bugland and on the Continent are the partial cause of the advance in flour; but the position of affairs in the Black Sea, has cut short supplies in that quarter, which ‘aeually are very large. In the event of » grand war, we should have to supply provisions, breadstuffy, and other materials, to much greater extemt than yet realized, 10 ‘that under any cxronmstances we must be gainers. Ip the negotiations mow goiog on result favorably for the Preservation of pease, there will still be # deficiency ia Dreacetufls to supply, and the cessation of hostilities Will give an impetus to the movements of commerce, of the most important character. For some time past, the two great commercial nations of the world have been in @state ef liquidation and accumulation, Stock pecuti ties in both countries have for many months been ina state of depreciation, and we never were in a better oon dition to exter upon & period of speculation more exten sive than ba: been realized for years, than at the pr moment. The outward movement of specie from thia*port last week, was comparatively limited, as will be seen by che annexed stitement:— Smrwouts oy frecie xox Tax Port or Naw Yorke Bark 0. J. Ghiet Justice Bartley, of the Supreme Court of Ohi, gave the decision of the Court on Wedmesday, on the va. Maity of the tax law commouly known as the “crow Dear” law, as regards the validity of the tax levied on banks :—‘‘ The decision holds: That section 10 of the Tax Taw of 1852, which provides that in making up the mount of moneys and credits which ‘@ny person is 10- quired to list for taxation, he may deduct from the gross @mounts of moneys and credits the amount of any bona Bde debts owirg by him, is unconstitutional,” A bill has becn reported in the Senate of Maryland, which provides that the capital of the several banks in the city of Baltimore may be enlarged; so those banks ‘whose capitals now exceed one million of dollars may be imoreased to two millions of dollars; thos whose capitals @zeced nine hundred thousand dollars, and less than a million, may be increased to one million five hundzed thousand dollars; those whore capitals exceed three hun- @zed thousand dollars, and less than nine hundred thou fand, may be iner-ased to one million dollars; and those ‘Whose cspitals ave less than five hundred thousand dollars @@all be required, before the expiration of three years, to merease their amounts to at least Give hundred thousand @ellars, and not more than one million of dollars. ‘Fhe gross earnisgs of the Franklin Canal Company's failroad—from Erie to the Ohio State line—are given at 16190,906 36, and the expenditures at $64,457 85, leaviog for net carvings $65,448 51. Our im- m tracts cf mineral Jands, most ef which have, by the extension of eur works of internal improvement, been mace accessible, should be more actively worked, aad a larger per cent of our domestic Cemand supplied by do- mestic productions. This would have a very important influence upon our importations, berides giving profitable employment to capital and a large number of laborers. Se long as we have this raw material so near at hand, whieh can be prodaced at so little expense, itis strange that the miping interest of the country should be so backward in its developement The importation of iron, tin and lesd form an important item in our weekly re- ports of importations. We have reason to believe that it 1s really one of the beat mines in the country; bat owing to imperfect organization and financial mismanage. went, the stock has always beea as heavy asthe lead it represents. On the 18th October last, the company de- clared, in a report signed by the treasurer, that the ship mente of lead had been aa follows:— June,. ++ 43,835 Ibe. sold for 92,410 10 July. 4,779 2)840 80 August... war Ben ar September. 132,218 7,895 45 This was exclusive of copper. The estimate for Osto- ber was--lead, $6,000 worth; copper ore, $10,000—total yield for the month, $16,000; and it was stated that an acditiopal furnace, then being erected, ‘would materially increase the product thereafter.”’ The report closed with observing that, ‘as the expenses had mever exceed ed $3,000 a month, and the company had no debt except $2,600,tor which the creditor would not receive payment,” it was ‘manifest that a handsome dividend would be declared in February next.”’ We aball be in February on Wednesday. Let us com- pare the predictions of the October report with the ad- missions of the January one. ‘p to Ootober, the yield in lead was, in round numbers, as stated above, $17,000. Betting down the expenses at the amount stated in the report, viz., $8,000 « month, for five months, we arrive at the following statement of the affairs of the company, as they cught to have been irs January :— By lead sold before Let October.........++++0.+.+$17,000 Fatimated yield of Ostober, $16,000, less 60 per cent for en ore of sangeine manager....... 8,000 Estiooaied yield of November and December, with BOW {UrDACe WOTKIDG....sssvevseveeesseeseesee 18,000 HAMIL, ss sSesdoee Ceataipaaes eeerctecte ened Dn. Thie would have enabled them to make a dividend of nesrly four per cent on the whole capital. Instead of thir, however, it would reem ne the whole availabis arrets of the company, exclusl: Cash on hand... Gopper ore. Total.....sscsseseseceveccrseacees + + $11,861 69 The late board of direstore urgently deprecate the de elaration of a dividend, which would absorb this little sum. We csnnot see how the new board can act other wise than follow the suggestion. A dividend of 2 per cent would deprive the company of the means of working the mine, for they coul! not sell their stock at all at the price it it valued at in the report, and at present prices ic would not bring them $1000, We hope, and, tadeed, have no doubt, that this time next year we shall have tw speak of Ulater in a very different strain, The bids on Sa urday were as follows:— For Oamberland, 20; for Parker ¥ Vein, 6% ge Mintng, 0%; = A wastes, 3: sper Fal ; for Northwest, 62; tor Toltec, 11 pe rop, 23¢; for National, 20; for Fulton, 155 tor) Mine: me! for ‘Dolly Hide, 6; for D River, 360 ; for Lindsay, 0e ; for Ripley. 4 Ne; for for Co ail, ‘bbe. “for Gold Bill, 8% at The Pretident ia expected to morrow, Phoeaix Gold sold MINING BOABD, JAN. 28, 400 sha Uleter Lead.... 13 800 she Conrad Hill... .660 200 G0....+4+.b15 154 1000 Leigh Zine. 600 N, Oarolica . 8% 100 ¢0.. 800 éo. 50 3} 100 Phanix Gold wo do. 8% CIfY TRADE REPORT.
