Y¥ got up by vain and unscrupulous individuals wut in a good stiff constitutional letter for the Tus Lerrer—Tue Scanter Lerrer.—Has repeal of the Missouri line root and branch and | our respected friend, Mr. John Cochrane, the it will run like the cholera.” Where, oh! | United States Surveyor, found that letter yet ? where, ia Jobn Van Br Van Buren? We mean that identical letter which General Lov LEON. Pierce wrote in July, 1848, or thereabouts, to Ber com in pigh ok pce the, the Van Buren ‘comm! ittee of > — Park mii in- seems likely to terminate in so serious s de- meeting that ratified his nomination pri boa he present Deen characterised hi ciples--that letter in which he, (t the most asia ekill weston me Prosideot.of 30 used sa il sat satonished and confounded the veteran diplo- | ‘M4 conenrred with the great Hite een found matists of the Nesselrode rchool by the extent ment of that day. Has that letter been found of bis foresight, the rapidity and certainty of | 7°** his combinations, and his prompt sppreciation ef the eventualities of the European imbroglio, He saw from the first that its Gordian com- plexities could only be unravelled by the sword, and for that issue he has accordingly been long and steadily preparing. Whilst the other Powers have been trusting to the virtues of protocols and the chances of Providence, he has been quietly adding to his forces and measuring his strength for the approachiug struggle. The career of this extraordinary man may be said to be almost without a parallel in history. He has reversed the axiom applied to great minds by the Latin poet, for in adversity he was contemptible, whilst in prosperity he has @isplayed qualities of the highest order. Other princes have, by their courage and constancy, survived the reverses of fortune and the morti- fieation of defeat; but few, like him, have out- lived the force of ridicule. The contrast be- tween Philip drunk and Philip sober finds in him a striking illustration, for at one time he ‘was the butt and laughing stock of Europe, and he is now the arbiter of its destinies. It is a singular revolution of the wheel o ehances which presents to us in the person of the same individual euch extremes of fortune aad such opposite characteristics. What a Practical satire, too, it furnishes on the inate- bility of institutions which have no foundation im popular affection and respect. The needy adventurer and gambler of yesterday is the autocrat of men’s liberties to-day—the central pivot, in fact, on which the whole political ma- ehivery of Europe turns. Life of strange contradictions! how many hepes and fears, how many aspirations ot en- slaved hearts, are bound up with your dark and wnfathomable future? Although cradled in despotism, you had a popular erigin—matured in adversity, you developed popular instincts. ‘Will your future course confirm or belie those indications? This is the question that naturally suggests iteelf when we reflect on the opportunities for geod or for evil that Providence, in its inscrute- ble wisdom, has thrown into the French Empe- rer’s hands. If he be true to his recorded opin- fons—if he be true even to the policy of his wace—he may yet wipe out the offences that he has committed against the liberties of his coun- try by helping to burst the bonds that fetter the enslaved populations of the continent. ‘Tax Puiosopny oF Mons.—Those who seek to found conclusions unfavorable to the spirit and stability of our institutions on the riots ‘that occasionally break out in our large cities must take a very superficial view of our politi- eal and social condition. Damnant quod non ‘The Ice in the Rivers. ACCIDENTS TO VRESELE—SINKING OF THEE CLIPPER BARK GRAPESHOT. The ice made its appesrsnce io the North and Esst rivers on Saturday night aud yesterday in immense fielde, almost reaching from shore to shore, crow ting aud chafing the piers and vessels to sn extent which at times became truly alarming. The bests on some of the ferries were compelled at various times during the day to lay by and watch their opportunity for an opening sufficient to war rant them im venturing across. A number of accidents eourred to vessela which were Jying in exposed situa- tions, and also to ferry boats, « list of which will be found below. ‘The new clipper batk Grapeshot, Capt. Parker, of New London, which was lying at ancbor in the stream, off the foot of Wall street, loaded and ready for sea, bound for Melbourne, Australia, was struck about 7 o’alock yester- Gay morning by a small iceberg, which stove in her bows, and she immediately commenced filling. The officers of the vessel were ashore at the time ; but a geatieman—Mr. Monsell—who had just taken oa board some letters and files of papers, seeing the condition she was in, signulized for assistance, when the steamtug Hector, Capt. Wood- hull, went to her relief, and towed her into the alip next below Catherine ferry, om the Brooklyn side, where she now lies sunk im aboat twenty feet water. The Grape- shot was loaded with flour, and will have to be entirely disoharged before she can be raised. She is well braced with ropes from her maintopmast to the piers, which will keep her in an upright potition. Her cargo was being taken out yesterday by lighters. She cleared at the Custom House on Friday last, and was to hare gone to wee yesterday afternoon. ‘The brig Lamartine, Capt. Blake, bound for Aspinwall, which was lying in the East river, parted her on>les yee torday afternoon, in consequence of the pressure of ice Against ber, and Jost both of her anchors, She was rea- ued by the steamtug Leviathan, and towed to a wharf. A fore-and-aft schooner, mame unkoown, was drivia fcc m her anchorage in the North river, opposite pio: Ne 1, and went ashore on Bedloe’s Island, where she now Hes. The steamtug Union, in rounding to at the foot of Gouverneur street, on Satoriay night, was strack by » large body of ioe, which broke the flanges of one of har psddle-wheels, and otherwise disabled her Adont six o’clock om Saturday evening the steam- boat Metropolis, belonging to the Wall street ferry, hid her rudder splitim two by a large cake of floating foe, and wae completely disabled im consequence. The next morning ber comsort, the Exchange, met with a similar disaster, and both boats were withdrawn for repsirs, Business was cousequently suspended yesterdsy; bat the arrangements have been made to resume the trips morning by ee ae some of the Sm boats which are reserved for contingencies. boat pre of the Sascinan tren avenue ferry, was tkewise ¢isabled yesterday forenoon, leaving but one boat for the conveyence of passengers. These cases, however, are merely sporadic, and indi- eate no constitutional unsoundness. In a des- potic, or even a comparatively free country, like England, they would be looked upon as alarm- imag symptome—as the precursors of revolution —the convulsive throes and upheavings of the enelaved and down trodden masses writhing un- @er the iron heel of oppression. Whether their Preximate causes were to be traced to the en- eroachments of capital upon the rights of labor, the growth of gigantic monopolies, or the sup. pression of the privilege of free discussion, their occurrence would be regarded as equally pregnant with danger to the established order of things. With us, however, the case is differ- ent. These occasional outbreaks may be said to be inevitable incidents in our political sys- tem. They are merely the abuses of that lati- tade of opinion and action which is the birth- wight of every American citizen; and however teoublesome and Inconvenient they may some- times prove, we have the consolation of know- ing that’ can never assume any bat a local ‘and exceptional character.
