There is a difference between these men and the Hun- garian:—a great difference—and it isagainst them. They were born in the United States ! the Hungarian came to the United States, it is said, under contract not to return to Austria or Turkey. This’was with his own consent, Under this pledge he went on, suppose, to assure himself of the rights cf citizenship. “That pledge was over him im all he did, for honor and for equity, and when he vio- lated it he des troyed the very basis upon which his rights, under ‘‘intention,” derived, ~ When he returned to Smyrea, therrfore, he bad no right to claim, under the per he held. More right would be the coercion that would restore the nine sailors te their American homes, So thinks your disinterested OBSERVER. ee ES FINANCIAL AND COMMERCIAL. ee eee MONEY MARKE?P. Tuurapay, Nov. 3—6 P. M. We have nothing new to report in the stock market. At the first board to-day prices were a shade better, but the amount of business transacted was limited. Nica- Fagua Transit advanced :i4 per cent; Canton Company, Delaware and Hudson, 3; Pennsylvania Coal, 34; Cipein- nati, Huron and Detroit Railroad, %; New York Central Bonds, 34; Morris Canal, 1; Harlem Railroad, . Erie Railroad declined % per cent; Reading Railroad, 4; Michigan Central Railroad, %. The market has very Kittle life in it, and what little there is, is fast oozing out. But for the shorts, prices would touch points much lower, The failure of a large operator—H. Dwight, Je.—in New York Central Railroad stock, and also the Chicago and Mississippi Railroad stock, was reported and confirmed to-day. There was a rumor to this effect a few days since, Dut it was premature. The fail in New York Central has been too heavy for other speculators. This is not the first failure it has caused, and we apprehend it will not be the last. The Erie Railroad speculators have beea making great efforts to get the drafts we alluded to s few Gays since renewed, but, having failed, must meet them 4 at maturity. This will trouble that speculating clique | exccedingly. The further negotiation of such drafts aa those referred to has been stopped, and the inside @perators in Erie Railroad stzek will be compelled to | ‘@maneier in some other way to fill the vacuum caused by | ‘the peying up of the outstanding drafts. The failure of the house of Leggett & Brothers was also, announced to- @ay. The liabilities amount to about four hundred thou- | and dollars. The immediate cause of the suspension was large over advances to paper manufacturers. This, with the tight money market, was more than the house | ould stand. The failare will prove a bad one. The earnings of the Erie Railroad Company for October, 1853, amounted to $552,995 06, against $376,838 80 for the same month last year, showing an increase of | $176,156 17. The Fagle Fire Insurance Company have declared a semi-annual dividend of ten per cent; the National Fire | Bills in circulation, Insurance Company, twelve per cent. The receipts at the office cf the Assistant Treasurer of | Popal Mabie this port to-day, amounted to $105,080 97; payments, | $451,904 10—balance, $6,828,519 39 A few wecks since the balance was upwards of ten millions of dollars, The reduction is still going onrapidly, and the deposits will | Bullion, soon be brought down to a very moderate amount. The stocks offered were dome of the best in the market The Harlem Railroad is the topic of universal conversa- tion, ridicule and condemnation, by the public and the stockholders, against the mansgement, and the yacil- Jating jucgment that is injuriouely exercised ix altering the rates of fare, and time of starting, &e., and in many other rexpects, to the injury of the stockholders and the inconvenience of the public generally. It is only about a year ago that the direction deemed it necessary, in its sound and wire diseretion—when the through fare to Albany was about two dollars, aud carrying but a few the fellowing Belances due from other banks company to transport it, In reference to the ayment of the last instalment of the bondholders’ loan of $1,600,000, to complete the Illinois and Michigan canal, the Illinois Stale Regier of the 1th ult. Kays: ‘Yesterday, in noticing the statement of the¥hicago press, that the $1,600,000 had been paid up, we iradvor- ently copied the error of that paper in stating that the canal will hereafter be exclusively under the State juris- diction, This is not so. The trust continues until the “ regia- tered bonds”—these held by the subsaribers to the $1,600,000 loan, and registered by the terms of the act—are paid. ‘By the terms of the act oreafing trast, the $1,600,- 000 loan is tobe paid first; next the interest on the *'re- istered bords,” then upon the entire interest. “In pay- ing the principal, the “registered bonds are preferred, ay aber these are paid, principal and interest, the trast *“On the Ist of January last: the principal of the entire canal debt was $4,886,022 83, upom which interest had cumulated, to the same date, amounting to $2,373,299 23. We have not the figures at hand, but the princi pal of the “ preferred”? debt is about $3,000 000, exclusive of the interest. ‘There can be very little doubt now, that by the time the canal bonds (those that have the longest to run) fall-due, the debt will be completely wiped out; and in view of funds yet to be derived from ‘the lands (over $2,000,000) the ‘‘ preferred’’ debt will be paid at a much earlier dai , and the canal given up to the State. The citizens of Milwaukie have voted in favor of loaning the city credit for $200,000 to the Watertown Railroad. The city has now loaned its credit to the full amount of the limit aBowed by a law ef the last Legislature of Wiscon- sin—one million of dollars. Its respective loans are $224,000 to the Milwaukie and Mississippi road; $200,600 to the Lake Shore; $200,000 to the La Crosse; $200,000 to the Fond du Lac, and $200,000 to the Watertown road. At the last half-yearly meeting of the stockholders of the Rouen and Havre Railroad Company, held at Paris, it ‘was resported that the receipts for the half year ending Aug. 31, 1853, amounted to $498,@80, (2,490,449 francs, ) and the expenses to $347,265, (1,737,830 francs,) be- ing a» clear profit of $150,823, (754,108 francs.) The capital of this company is $11,658,983, (58,294,918f.) ‘The net earnings, therefore, amount only to about one end a-balf per cent on the total capital. We give this for the purpose of showing that in France, where labor of all kinds is very cheap, and railroads are managed with the greatest eccnomy, the operating expenses amount to full seventy per cent of the gross earnings. In this coun- try the railroad companies report anexpenditure of only about fifty per cent of the receipts in running expenses. The truth is, there is not a railroad on this side of the Atlantic worked at less than sixty per cent, and most of them go over that rate. The most striking feature in the above is the 9076 — Jarge amount on deposit, showing the enormous sum of £5,563 966, for which the banks allow no interest, while | they charge for discounting bills not exceeding 90 days six percent, and for a longer time seven per cent per annum, This state of things arises from the fact of their not being able to employ any portion of their capital, for they can only use a small part, evgn of their deposits, in discounts; at least such is the case with what are termod the English banks, namely, the Benk of Australin and the Union, The former is considered the leading bank, having the largest extent of business and a paid-up capital of £900,000. ee xchange. | Tucranar, Nov, 2, 1859, $3,500 US 6s 87. 300 sha Cum Cl Co..3 passengers from New York to Albany at that price, by | reason of the competition of the Hudson River road— to veduce the fare of the Harlem to one dollar, which was | below that of the Hudson River Railroad. In consequence of that measure the Harlem has ever since been doing a large through passenger business, carrying from 200 to 800 passengers in a train, at a dollar each; and within a | wew days past this company have advanced the rate of | the through fare to Albany to two dollars—the ramo price as the Hudson road; but for what reason we know pot. There can be no good reason for such change, and the effect is seen, as they ought to have known be: fore. In consequence of this advance in the rate of fare, the company do not carry # dozen passengers through to Albany, and are losing money by | this change wholesale. They tried this plan Jong enough | after the road was built, to show that they could not com- pete with the Hudson, at the same rate of fare, and yet they go'back to the same fare they abrogated and abol- fehed a year ago, and the result is, they do not now take twenty-five dollars’ worth of through passengers in a train to Albany, at two dollars. When the fare was one dollar, they had about two hundred to three hundred Passengers in a train, which paid well. What was the reason for this alteration? It could not be to increase the passengers over the road, nor to increase the amount of the income of this part of the road, nor to accommo- date the public, nor to advarce the interests of the stock- holders. We can therofore see no reason but a bad one, The nooner the, stockholders get rid of such managers the better, and place in the management of the affairs of | this company gentlemen who will carry out the desires and wishes of the stockholders. ‘The Governor of Mascachusetts has ordered the various | benks ia the commonwealth to render in, agreeably to the provisions of the Revised Statutes, a return of the state of their standing on the first Saturday of Oo- tober, at two o’clock, From these returns the facta for the annual report will be obtained. Advices from Lake Superior promise well for many of the best mines, Truman Smith’s assertion with regard to the presence of silver in most of the upper veins, has been again verified at the Alb'on mine. We have seoe a Piece of native copper from their vein (the old Cacique,) attached to which were several little lumps of much purer metal than circulates among us in the shape of half dollars and quarters, Such deposits were found, we believe, at the Cliff when it was first opened, and they show $86,062 69; September, 1852, $64,340 19—gain, | have been common encugh in other veins. This vein was bought some three or four years ago for fifty dollavs. The operations at the board to-day were limited, but wa do not cbverve any material alteration in price’ There appears to be no anxiety to realize on the part of holler, and as it is confidently believed that there is a better time coming for the mining interest generally, the disposition tohold is pretty general.
