Before the opening of the board this morning, stocks generally wore lower than at the board. This was caused by the caarac” ter of the foreign news. At the board the bulls made a stroog eifort, and prevented a further depreciation. The intelligence is not at all favorable in # Anancial or com- mercial point of view. Quotations for our staple products were drooping. Consols had declined, and rates of dis- count had risen. The political accounts continue of the same indefinite, uncertsin nature. No progress appears to bave been made in negotiations, and we do not see but that the matter will be an open question for many weeks, perbaps months. Delay and doubt, which are 40 iojurious to trade and commerce, appgar to be the policy of the Emperor Nicholas, and he probably will not bring things to a crisis before the opening of another year.
