A new element—mos: extraordiaary in its character, and of portentous aspect—has been introduced into the Great contreversy about the fisheries, the announcement ef which will cause greater agitation and excitement than have at any period hitherto been manifested on the sub- ject. A new and formidable claimant for the fisheries is in ‘the Geld. ‘The government has been notified that an American com- Pany—including, itis eaid, amongst its members a distin- guighed statesman one of the most prominent bankers of Washington, a former Assistant Secretary of the Trea- sury of tre United States, and several leading capitalis's im Wall street—make exclusive claim to ail the fisheries now in controversy between the United States and Great Britain, under title derived from Alexander, Ear! of Stir ling end Dovan, Hereditary Lieutenant General and Lord Proprietor of Canada and Nova Scotia, and that the com- pany propose iesting the legality of thei~ claim, by fitting outa vessel, manned by American seamen, and despatching Britain, or by granting licenses to the American fshermen of Marblehead apd Cope Cod to prosecute their busicess om all the coasts of Caracas, Nova Scocia, New Brunswick and Prince Edward’s Island, being more than there thou- sand miles in extest, in spite of what they pronounce the diplomatic blunder «f 1818, by which the United States, after obtaining from Great Britain the concession Of the right of fishing on certain coasts of Newfoundland, on the shores of the Magdalen Islands, and the southern coasts of Labrador, renounce forever the liberty of fish- ing within three miles of any other part of the British coasts in America. or of curing or drying fish en them, ‘The company say that if the title to the fisheries is Lord Stirling. and not in the British government, he Bahamas, Berbice, , Demerara, Pieratee ion eae To the following, thiety- eonts on each letter half an ounce or under, and six cents on Pffest Indlee—Not British. half an ounce or under, ey ties casts on cash na car ca en . In these cases, the postage accrui heyond the frontiers of the Unied States, must be paid at the point of delivery, There is every reacon to believe that the recent rumors as to the overtures made by Mr. Crampton for a settle- ment of the fishery question &c., are incorrect in many essential particulars—as, for instance, the statemont that he has made an offer of reciprocal free trade with the colonies. The statement of the negotiations pub- lished editorially in the Hxnatp nearly three weeks ago, covered the whole ground as far as it has progressed, and doubtlers that article is the text upon which all the sub- sequent rumors have been manufactured. D. C. Tuttle has been appointed register of public the undoubted right of transferring it te American citizens, who, if disturbed in the right thus acquired, may demand the protection of the United Sta‘es, which will be bound to ree if the title is good, and, if s0, to defend it. A collision may be anticipated; amd should the .adain- istsation decide to eustain the rights asserted by the company, the British goveroment must make large con- coesions, or war seme probable. Lord Stirling is now in Washington, whither he is said to bave come by advice of seme of the lesding statesmen of Great Britain, who thought this the placs most advantegeously to assert his rights. He is a man of venerable appearance, some seventy years of age, of dignified and courteous manters, and of well established persozal havcr apd integrity. He is sesompanied by bis Hon. Lord Stirling claims as heir of his ancestor, Sir Wil- liam Alexarder. of Menstrie, Scotland, Viscount of Capads, Viscount and Earl of Stirling, and Earl of Dovan, to whom royal charters, under the great real, were granted, which were recognised and coafirmed by act of Parliament in the preseoce of King Charles the First. Thee are all on record at Edin burgh :— Ath September, 1621—Original charter of Nova Scotia. 12th July, 1625—Charter of Nova Damuy, of the lands, lordship, sud barony of Nova Scotia. 3d Mey. 1627—Chbarter of the country and dominion of New Scotland. 2d February, 1628—Original charter of Canada, in- cluding fifty leagues of bounds on both sides of the River St. Lawrence and the Great Lakes, These charters gave the Esrl of Stirling vast political and administrative powers. He was made his Majesty's hercditary Lieutenant General over the whole countriss ef Nova Scotia and Carada. The charter: of Nova Seotia, afte ‘ing the boundaries of the country granted, including New Brunswick, proceeds in these words:—In- Gluding ard comprehending wituin the said coasts and their cizcumference, from sea to sea, all the continents, with rivers, brooks, bays, shores, islands, or seas, lying Bear or within six leagues of any part of the same, on the west, vorth, or east side of the coasts; and from the southeast, where lies Caps Breton, and the south part of the came, where is Cape Sable, all the seas and islands southward within forty leagues of the coasts thereof,” &e. FROM THE REGULAR NEWSPAPER AGENT, Wasnincrox, August 9, 1853. Intelligence received from the fishing grounds creates con iderable uneasiness. Some fifteen or twenty vessels have arrived there from Gloucester, Maas., Newcastle, N. H., and Kittery, Maine, armed with muskets, boarding pikes, cutiasses, and swivels determined to fight if inter- fered with. Heavy operators have laid up their vessels atthe wharves, and employed their men on shore, and invested their money in rew movements. Collisions are daily expected. The Eastern people are raid to be zatis- fied with reciprocity, but are all in arms against the registry of British vessels to control the coasting trade. It seems that the fishermen are certainly armed, reports to the contrary notwitastanding. Tt is understood that in the settlement of Mr, Zantzin- ger’s accounts, a balaaes was found to be due the govern- ment of $10 280. A number of clerks recently removed from the Pension Office, were to-day restored, and others appointed. The President and Cabinet paid an oficial visit to the Congressional Library to-day. ‘The Late Southern Elections, TENNESSEE. Nasuvirte, August 9, 1853.
