Fremont’s letter, made me think that the route recommend is the best, frankly owning that Tier had my attentivn little drawu hitherto to the other routes. But what makes me chiefly and large- ly your debtor on the occasion are the parts that fol- low this statement and letter, as both of them seem to me to be. TV. once asked the Duke of Vivonge, a plump and fine looking gentle- man of his court, what was the benefit of reading ? The sprightly duke rep ied that it had the same ef- fect upon his mind that his majesty’s patridges had upon his cheek-—nace it plump. So when you burst upon ue with the reflections, illustrations, and facts almost astounding, old as they are. when revived and applied in connection with your subject, that are to be seen on page cizhtand onward of your iuvigor- ating pamphlet, it plumps up the mind. Now what would the making of this railroad to the Pacific, which you recommend by such com- prebenrive, cogent, and animating views—what, in truth, would it be. compared to what the Dutch have dime, even if, as yon intimate, the United States were to employ fifty thousand laborers upon it? Almost as nothing. The Dutch, as Vol- taire said of them, scooped their country out of the sea. It was like 4 new creation. Having no coun- try, they made one for themselves that produced the marvels recoyuted. God and nature gave us a coun- ot immense natural fertility and advantages in all respects; yet, compurativeiy, we sieep over tne, wotwithstanding all we say of ourselves, and the many things we have realiy done very honorable to us, as far as we have gone. But nations, like indi- viduals, bave duties commensurate with their situa- tions, and it bas ever been the maxim of an ambi- tion that aspires to duruble superiority to consider nothing dove while anything to which wisdom and honor prompts remains undone. To my vision, as to yours, eur inducements to construct this national highway to the Pacific are urgent. ‘Taken in the high sense of national duty, pride, and interest, the in ducements are quite mandatory. Nota month, not a day should be lo-t towards it. From those to whom much is given much is expected. We have got an incalculably important dominion upon the Pacific, and we shall lose it if we do not set about protecting itin earnest. War will come upon us one of these days. It will come sooner or later, from some of the canses which produce all wars, while human passions remain; and it may come like 8 thief in the night. It is no part of prade ice, how- ever flattering it may be to our self-complacency, to rest on the belief that other nations are afraid of our iT, OF ee upon our trade, or dread the over- Show of the i 2 and emperors by battling with our democracy. You and I think that we are better off than the people of Europe, and that our yovern- ment is the best; but we cannot be 39 sure that the Europeans all think so, or if they did, that they could establish democracy on their own continent. As sole matter of commer- cial gain, we should profit a thousand-fold from this projected national highway, by itsaid in securing to us more promptly the enriching trade to China and India, to an extent conceivable only to minds that dwell u) it like yours. And as matter of State policy, for the defence of our Union on its Pacific ler, its construction without delay, and in the best ble mode, is recommended by the highest considerations which can appeal to the reason of an po egeg people. Even if we did not reason, the instincts of safety and self-defence ought to rouse us to the work at the earliest periods. Foreign manufacturers, we presun:e, reason in the following manner:—That goods once prepared for the River Plate market may as well be forwarded to their destination, so as to be in readiness when wanted. They are only dead stock in England, for example, and the additional amount of freight and charges is balanced by the chances of a sale. ~ ‘Were they new articles, or the only articles of the same kind in the market of their destination, this argument would be plausible; and the probabilities of the adventure a legitimate problem of mercantile calculation. But circumstances alter cases, and if the market be supplied, and abundantly manaies, with the same or similar goods, the hazards of the adventure are uo longer confined to the direct remit- tance, but react on the whole previously existing stocks. This has been the effect of the late arrivals, and must continue to be the consequence so long as the present state of things lasts. Some inquiries were being made for the interior provinces, but the decree declaring the city in a state of rigorous siege, with the consequent cl of the custom house, prevented their execution at the mo- ment; and it is not unlikely that the parties iuterest- ed may have had recourse to Montevideo, or some other point, where the articles coald be procured. In attention also to our exceptional circumstances, it has declared the port open forthe introduction of wheat, flour, and provisions of every description for man and for beast; abolishing provisiovally the established duties, aud ordering every facility and encouragement to be held out for the traffic. 7 In this department the general market has hither- to been abundantly supplied, with Jess variations in prices than might have been expected in the cir- cumstances. The articles most in demand are flour and coal; which at present command exorbi- tant prices. It is melancholy and exasperating to réflect, amidst the conflicts of foreign commerce, and the derangement of so many important correlative interests, that the finest season with which Providence has favored us for the last twenty-live years, has been sacriticed to the burlesque pretensions of pseudo-regenerators, who invoke peace, order, guarantys, and orgauiza- tion, as watchwords and pretexts for devastation, robbery, murder, and all the concomitant horrors of an internecine war.
