ConsranTinorLe, May 29, 1853, The Departure of Prince Menschikoff and its Effect —The New Minister of Foreign Affairs—The Greek Church—The Turkish Army and Navy. The departure of Prince Menschikoff and his suite from Constantinople is mentioned in the official paper of: the government (Journal de Constantinople) of the 19th of May, in the following language :— “It might be supposed that after the solution of the points of difference relating to the question of the Holy Places, nope other would arise to place in doubt the concord existing between the Sublime Porte and Russia, her old friend and ally. We have the profound regret to announce that it has not been thus, notwithstanding the good-will which the Impe- rial Government may have brought to bear upon this matter, the great need of which was felt by all the world. Prince Menschikoff, Ambassador Extraordi- vary cf Russia, having asked, after this solution and in the way of an u’timatum, a treaty which should contain a stipulation for the maintenance of the privileges and immunities of the Greek Church which have remained intact since 1453, when the Imperial Government established them of its own full and free will, the Sublime Porte, after six couucils of ite ministers, (all the great functionaries in actitvity and in non-activity having assisted at the two last,) saw itself in the painful obligation, from respect for the dignity of the Czar and the treaty of 1840—signed by all the five great powers, made in view of assuring the independence of the Ottoman Empire—not to acquiesce in the demand of Prince Menschikoff. We: hope, nevertheless, that the sincere and conciliating ntentions of the Imperial Government, which for so long a time strived to adppt the means of giving a greater developement to the measures already taken to secure the well-being and tranquillity of all the Christian population of the empire—measures, which are about to receive their completion, of which ag assurance was given by the Porte to Prince Menschi. koff, as well as to the representatives of the other Princes—we hope, we say, that these intentions of the Imperial Government will be appreciated by His Mojesty the Emperor of Russia with the loyalty and the justice of mind which distinguishes this monarch to so eminent a degree, and that the rela- tions of friendship of the two courts will not at all be changed by a decis‘on based upen the most es- sential rights of the throne of His Imperial Majesty the Sultan, and the most important rights of the country. “Tt is asserted that in consequence of this deciaion, agreed upon definitively yesterday, and which could only be considered as a matter of absolute necessity, Prince Menschikoff will leave Constantinople to-mor- row, with all the members of his embassy. “It is much to be regretted that the Prince, who, before the expiration of the five days fixed upon for the definitive reply of the imperial government, handed in yesterday, in the afternoon, a last note, announcing the suspension of political relations be- tween the two States, and that be has not waited be- fore doing so the definitive answer, which was ready in the period before stated—an answer, which would have fully convinced him that the Sublime Porte hag the firm resolution to give, in virtue of its indepen- dent sovereignty, a complete satisfaction, not only to the interests of the Greek Church, but also to the interests of all the other Christian communities; which would have, it is not doubted, prevented him from adopting the regretted determination which we now announce.” ‘The same official paper next adds :— “The day before yesterday and yesterday the Council of Ministers was held at the Porte, under the presidency of the Grand Vizier. All the high fane- tionaries, in®@ctivity and in non-activity, took part in it. The Ministers discussed the subject of the ques- tions pending between the Sublime Porte and Ras- sia, To-day there is a Ri Kiale (Privy Council) at the imperial palace of Teberagian, on the occasion of the elevation of Mustapha Pasha to the post of Gran@ Vizier. After the Council, the Ministers met in council in the presence of his Imperial Majesty the Sultan. The Council lasted for several hours.” The Ambassador of the great despot of Burope has thus broken asunder the diplomatic relations which have existed between the Porte and Russia since the Treaty of Adrianople in 1813, and removed with him all the members of the Russian mission except the Chancellery, which is left to protect the subjects and the commerce of the Emperor. He came for the evident purpose of bullying the Turks, arid to brow- beat them into acqniescing into demands which would scarce leave the Sultan a shadow of independence. To intercede officiously in behalf of the Greeks, the co-religionists of the Emperor, and to use his friendly influence with the Sultan for the preservation of the privileges and immunities which the Sultan and his forefathers have been pleased ta, give to the Greek subjects of the Porte, would have’ “been more successful, and met with more success, No sovereign in Europe poseesses kindlier feelings, or is more just than the Sultan towards his own sub jects. During his reign he has accorded to them pri- vileges which their fathers certaivly never possessed. In the imperial rescript called that of Gal Haneh, from'the place where it was read and proclaimed by Rechid Pacha in 1840, is comprised all the princi- ples of the Magna Charta .of England, and many of those of the Constitution of the United States. It was found impracticable to put all of them into force in a country, or rather among a people, not yet cad pable of appreciating them or of controlling them- eelves, when freed from the iron rule of proud Sul- tans, and consequently many of them fell into dis nse, yet noye have heen withdrawn or abolished; and it isnot improbable that, as the people of Turkey have since then become much improved and more enlightened on the score of political rights and da- ties, itis now designed by the eame able Minister and generous Sultan to revive them in such @ manner as will best adapt them to the minds and feelingsof the people, and cover all the ground which Menschikoff thought to compel the Porte to go over in a treaty with him. ‘The Journal de Constantinople says, in a previous number to the one above alladed to, when speaking of the nomination of Rechid Pacha tothe post of Minister of Foreign Affairs:—“In grave circum- stances it is necesrary to be careful of words. The ministry is modified, but it remains the same; all the members who, yesterday even, composed it, remain in the councils of Hix imperial Majesty, the Snitan, with diferent posts for some of them, and an addi. tional strength for all by the nomination of Rechid Pacha, whose name and high ostimation are known ollever Europe, Each one of them, by nobly pér forming, up to the present time, his daty, under very difficut circumstances, have only had in view the intereste of the country—the dignity and the sovereign fights of the crown. The re- turn of Revbid Pacha to power, is the sorest guarantee that the minfstry will continue to do ils duly with the same moderation, and the same sentiments of uprightness and security, In civilized times, strength consists in right—the latter com mands the respect to oll, and to every one,” The Greek church is traly corrapt enough, and its patriarch, bishops, and clergy are more bigotted ond besotted than the members of any church on th¢ face of the globe, including the religion of the grau¢ Liomaof Thivet. Drankards, liars, and fornieatory are ebundant, and simony is rife in it; but this is by no Means due to the Otteman government.
