Politically, the news is interesting; commercially, favorable; financially, somewhat important. Quotations for cotton had ad- vanced a fraction, with pretty,active sales. Confidence in higher prices was increasing The prospect of a fine har- est had a tavorable effect on the cotton market. Bread- stuffs were dull and depressed. There had been consi- derable rain previous to the departure of the Pacific, but no apprehension existed in any section relative to the re- sult, In the manufacturing districts, great activity pre- vailed, and better prices were in the perspective. The im- provement in cotton, at Liverpool, had not been without fits effect in Manchester. In financial affairs there had been no change, The last returns of the Bank of England show @ great increase in the issue and bullion departments, ‘The entire circulation of the bank. on the 10th of July, wes £23.379,755. showing an increase of £1,138,580in one week, The aggregate circulation of England and Wales, on the 10th of July, was £29 729.645, showing an increase of £1,237,700 in one week. This movementiis fraught with most momentous consequgnces. An addition to the paper eurrency of Great Britain, of one and a quarter millions sterling, in one week, is enormous. and if continued, must give an immense impetus to speculation. The Bank of England, for some time past, in the face of large weekly accumulations of bullion, but slightly increased its issues, ‘This preserved a steadiness in the money market, and Prevented any undue expansions in commercial affairs. A sudden change appeared to have been made in the Policy of the bank, and we must now look for a weekly addition to the circulating notes of that institution. The effect of this on prices for our products, in the European markets, is likely to be of the most favorable character. An expansion in our paper currency has been going on for some time, and the effect is visible in all the ramifica- tions of commercial and financial affairs. Now that a eorresponding movement has commeneed in England, w must look for a much greater activity in the staple arti- oles of trade than has been known for years. ‘The Reading Railroad has brought down 1,007,040 tons of eoal this year, against 1.017.434 to the same date last year. The Schuylkill Canal has brought down 405,711 tons, against 314.022 to the same date last year, The Le- high Canal, 546,335 tons, against 529,359 to the same date last year, Total increase, 97,432 tons. Several parties of engineers, we understand, have com- menced the survey of the Albany and Susquehanna Rail- road line, preparatory to locating and letting. This evinces the right spirit and determination on the part of ‘the directors. Bubscriptions to the Bristol Railroad have reached $175.000. We learn that offers have been received from contractors to build the road, and take the balance of the stock ; but other propositions have been considered, for either filling up the stock by other eubscriptions, or for desuing bonds for about $50,000. The Boston and Provi- denée Railroad Company offer to equip the road, and also Offer other important aid towards its construction. There were entered from foreign ports at the Baltimore Custom House during the month of July. seven ships, eleven barks, twenty-two brigs, and thirteen schooners ; total, fifty-three vessels. Of these vessels, thirty. four were American, thirteen English, two Bremen, two Hol- Jand, one Spanish, and one Russian ; in ballast, five ; with free cargoes, seven ; and with cargoes subject to duty» forty-one, The clearances for foreign ports during the Same period, were :—Ships, 7 ; barks, 14 ; brigs, 22; and schooners, 10; total, 53 vessels, with an aggregate ton- mage of 14.770 tons, and navigated with 578 men. Of there yersels 28 were American, 12 English, 8 Bremen, 1 Hanoverian, 1 Hamburg. 1 Danish, 1 Hollander, and 1 Spanirh ; and their destinations were as follows :—To the West India Islands and British Provinces, 23; Rio de Janeiro, 4; Madeira. 1; Valparaiso, 2; Callao, 3; Mon- tevideo,1; Bremen, 2; London, 6 ; Rotterdam, 2; Havre 1; Amsterdam, 3; Hamburg, 1; Bahia, 1; Pernam- buco, 1; Bordeaux, 1; and Spanish Main, 1. The total value of the exports by these vessels, as shown by their manifests, was $721,710 82 The receipts from duties during the month of July, at the Baltimore Custom House, was $73,249 48, he balance in the Depository at Balti- more on the 30th June last, was $64,301 44, and on the Bist July, $54,551 21, The yeceipts of the Norwich and Worcester Railroad Compeny for the month of July, amounted to $25,187 79 ; July, 1851, $24 908 10 ; increase, $279 69. ‘The earnings of the Rochester and Syracuse Railroad Company, in June, 1852, amounted to $116,770 59. Tt is estimated that July will be about the same. ‘The commirsioners appointed to receive subscriptions to the stock of the Philadelphia, Easton and Water Gap Railroad Company, have made a report. The object of this roud i8 to connect Philadelphia with the valley of the Lehigh, to secure the large, profitable and increasing trade of that region. The railroad from this city to Easton, recently opened. is likely to attract all the trade of that section to this market. The Cn‘ario, Simcoe ana Huron Railroad will be opencd ‘on the 2ist of September to Bradford, a distance of forty- nix miles from Toronto. We learn that the enterprising eontractors on this road, M C. Story & Co., of this State. have recently sold $50.000 of the stock to the cor- poration of Toron‘o at par, in exchange for city bonds.
