Jiens of dollars, Now, the question ix, what has become of this enormous amount of precious metals, aa amoun* more than double that held by all the banks in the country five years ago, It is our opinion thet ‘the buf of it has gone into the currency, and served ‘tn 8 measure to swell the volume of the circulating me- @ium to an extent sufficient to meet for » time the wants of the community. No doubt s portion has been ‘sed as a basis for aa issue of paper, so that the volume thas increased largely trom two sourees—the addition of golé, and an expansion of bank issues. Paper bat probably increased in the proportion of at least three to one, perhaps still greater; for under the system of free banking. which has spread so rapidly through the Wert- em States, government and State stocks have become the basis of a paper currency, instead of gold and silver. ‘Tuis gives facilities for increasing the volume ef paper eur- Feney to an unlimited extent, and lets gold and silver loose fer purpeses of circulation. What the effeet of this ‘time only cnn determine, Without such immense sources ‘Siscpply of the precious metals, and while the basis of « Peper currency under the old system of banking was #0 vestricted that any great expansion resulted in reval- tions, the substitution of government State stocks for geld and silver, asa basis for bank issuer, would bave amewered «ll purpores, and given a éafe and healthy e*pansion to credits. Under the new order of thingy We are progressing #0 rapidly that it would be well to exemine more closely the causes, and see if the results are not likely to prove defective and deceptive. On the let of January, 1850, the paper issues of banks jw the United States amounted to $11,366,526. The amount of specie on hand at the same time amounted to $45,379,345. According to this there was about one dol- Jar of epecic on hand to three dollars of paper in ciroula- tion. Forthe purpose of showing the progress of the movement in these departments of the banks of the Union, ‘We annex an official statement for each of the ten years, ending January Ist, 1850, and an estimate for the two Jeare, ending January Ist, 1952. Banxe of rue Unitep States—Gorn, Sirven, anv Paren: 1841. 1842, 1843. 1844. 2.968 $28.440.423 $33,515,806 $49,808,260 214 83,754,011 58,563,008 75.157.640 1846, 1847. 1848, Bpecie. . $44. ana $42,012,095 $35,132,516 $46,300,765 Chroul'n, 89,608,711 105,552 427 105,519.760 128,600,001 1849, 1850, 1861. 185: Speeie. . $43,619,368 $45,879,345 $48,000,000 $50.0 Cirewl’n.114,743,415 151,366,528 150,000,000 175,000,000 It appears by this that in 1843 the circulation was not within several millions of being double the amount of specie on hand. In 1845, the circulation was just about two dollars for one of specie on hand. From that time ‘up to January Ist, 1852, the circulation has increased in m® much greater ratio than specie, and it is now going on with a rapidity which threatens to bring about, in a short time, an expansion greater than ever before known in the history of banking in this country. The paper curreney ef the United States is now at least double what it was sight years since; and the expansion has at this mo- ment such an impetus that it cannot be arrested. Where St will stop, or what will be the result, are questions more easily asked than answered. In examining the above table, noting the rapid increase in the circulation, it must be borne in mind that while this expansion has been going on in paper, the specie currency of the country at large has augmented considerably. ‘The enormous sums of gold received semi-monthly at this port from California have disappeared in various ways. We know that comparatively very little of it thas gone into the banks, or been used as a basis for paper issues, and we therefore arrive at the conclusion that the bulk of our surplus, or rather the bulk of what remained in the country, of the aggrogate receipts, has parsed from the Mint juto active circulation, If that conclusion is correct, the active specie currency of the eountry at this moment is full fifty millions greater than it was in the early part of 1847, which, with the increase in the paper currency in the same time, makes an aggre- gete increase of one hundred and twenty millions of dol- lars, in a porfod of five years, The effect of this upon Prices has not been as great as might reasonably have Deen anticipated. The effect, thus far, has been greater on production than on prices. The increase in the supply of money has given a great impetus to every species of in- dustry, to the agricultural, mechanieal, and manufac- turing classes; and has given such facilities to the masses to consume, that the supply hes not pressed on the’ market, or the demand been so much in excess as to raice prices far beyond those previously current. With 2 few exceptions, prices have, amidst the plethora in the money market, and the reduced rates of interest ruling for capital, been very uniform, During former periods of expansion, prices have become enormously in- Mated, speculation Las run riot, property, productive and unproductive, produce of all kinds, merchandise of every description, stocks, good, bad and indifferent, al! udvanced rapidly and reached higher points than ever before known—much higher, as a general thing, than those now current. The effect on prices, thus far, of the great accession to our supply of sperie, has not been very great, and we see no good-cause for apprehending any ruinous reactions, We have, during the past five years, built more steamships and clipper ships, built more rail- roads and plank roads, mined more coal and other min- erals, cultivated more land, and raised more cotton, corn, tobacco, wheat, built more houses, laid out more land ots, imported more foreign goods, consumed more of th real luxuzies and necessaries of life, than ever before in Souble the length of time; notwithstanding which, the Prosperity of the country at large is fixed upon a better, and a more permanent basis, than in any previous period y8 our financial or commercial history. The cause of this is apparent. We have used our means for xeal improvements, for the developement of our most juable resources, and have made them productive from the start. We have not extended public or private credit for visionary schemes, for speculations which could not hy any possibility haye been successful, for enterprises which had no real basis, as in times past; but have taken hold of nothing but what possessed some real value— which by judicious expenditures of capital, have proved important accessions to the aggregate wealth of the coun- try. Amidst all the extravagance of outlay in certain improvements, there has beon much more discrimination exercised than usual in such matters, and, notwithstand- dng the rapid progress made in nearly every department «f industry, we are not too far in edvance of the times. Had our credit and our resources been exhausted in wild, ‘useless, and extravagant schemes—bad our improvements Deen imaginary ond not renl~had we expended large sums for swamp lands, marked out house lots and valued them highly, instead of constructing warehouses and dwelling Jhoures to mect the wants of # rapidly increasing com- merce and population, wo should long before this have experienced a collapse, and realized resutts similar to those which bave closed similar movements in times past, Fortunately, thore are, at present, no indications of sueba change. The financial horizon it clear and cloud- Jess, Gur progress has been upon a substantial basis, andcannot be checked by thore events which heretofore Ihave had such a fatalinfinence. We have real, bona fide eupitel—actual wealth—and do not, therefore, depend so snuck upon its representative. The commercial classes do not depend 60 much upon those who had authority from the different Stote governments to manufacture papor money, and put it out or draw it in at their pleas. ‘ure, The merchant, the manufacturer, and the me. ehanic, have resources of their own, and ask no favors of incorporated banking companies, which they cannot just ae well do without. We have no great regulator, andthe power of the banks has departed, This is one great cause of the permanency of opr prosperity. Trade and commeree are regulated by mutual laws, and it is impos- sible to get far out of the right track. It will be along time before eapital in this country will be permanently a drug. We shall be able to make use of all acoumula- tions, in developing cur resources, for many years; but, nitimately, we must look fr a eurplus beyond our wants, It will be time enough then to anticipate the effect of a depreciation in the value of money, That time ig so far distant that capitalists of the present day need entertain no apprehensions of sorions results, Not more than one-twentioth part of the world is populated, nnd bat a very smell portion of that densely, Not more Ahan one-fiftteth part of the population have facilities for carrying on even their own commercial transactions, The growth and progress of this country is of itself suf. « ficient to show the fuil of copital and enterprise properly direetat; and there are ro many moro rections of tho world eimilk t to this velape and to populate, ite thot depreciation tn th ahet there fy very be completed Fieots of steamships were immediately commissioned for setive service, and bave found profita- bie employment in transporting passengers from one point to another. All this ie the effect, principally, of the disco- very of gold in California. and where ene million of gold dust has beem dug from the mines of that country, twenty millions of property has been created, by the impetus it bas given to industry. So long as this is the effest, there will be no change in the value of gold as are- Preventative of preperty, and this must be the effect for, present supply annually, would not, in our opinion, affeet the value of the metal; for the wants of the world for commercial purposes are equal to at least that eum, and will, probably, ten years henee, be much larger. With- out the mineral wealth of California and Australia, the world would soon be sensibly restricted im its financial operations, and we should be subject to all those fluetua- tions, reaetions, and revulsions, #0 frequently realized within the past twenty years.
