SPECIAL CORRESPONDENCE OF THE NEW YORK HERALD. Wasninaron, July 10—8 P, M. The account of the democratic Congressional caucus published in the Herat of Friday, from @ correspondent} is not correct. The recommendation of the courmittee, which he says was adopted, was, on the contrary, set aside, and Mr. Phelps’s resolution was carried, as stated in my report yesterday. A very material difference, The fuctious opposition which the minority is offering in the House, to the Collins appropriation, has disgusted roveral who were at first inclined to oppose the amend, ment. It is stated and believed, that the minority intend to keep up their opposition for several days yet, in order to try and force the majority into their views; but this will be useless. ‘Twenty-seven cities, from Bangor to New Orleans, including those in the West—embracing the mercantile, commercial, and mechanical interests of the country—have petitioned for the passage of the appropri- ation, The press should speak out against the waste of time which the minority is guilty of. If the bill can once he got out of committee, a vote can at once be had, under the operation of the previous question. Asit is, there is no way of stopping the five minutes speeches, Hon. Humphrey Marshall has not authorized any per- aon to deny my statement, that it was probable he might shortly define his position. I never said he was going to come out against Gen. Scott ; and he never has suid he was not on the same line with Messrs, Toombs and ccmpany. Whatever course Mr. Marshall may deem it his duty to pursue, he will follow it, without ques- tioning the course or motives of any of his colleagues. Mr. Corwin is expected back here in a very short time. Mr. Webster will remain at Marshficld as his head quar. ters during the summer, but will probably visit Wash, ington occasionally. Under the old law, transient newspapers are almost entirely excluded, while under this, they are put on the same footing with other papers, although it is required that the postage be pre-paid, Mr. Wasnnvny opposed the first section.
