It was s most important mutter, and yot one so small and exy of aeoomplirhmeut. The Wardens bad done n great deal, he contended; they bad reported every house, every inhabiiaat, and every numence within their wards to the inspeotor It was only # year ago the bone botlers had been in fall opera- Mpg ALG now-bren sb@lich+d througa these means It this had been done ten years ngo, it would have been +orih two bundred and fifty millions to the city of New Lie was proceeding to reud some tacts from the en's report, when Smivu said he would withdraw his amend ment, He moved the word ~ forthwith’? be stricken out. Alderman STURTEVANT supposed that Meant as soon as they were rendy to report what it should be stricken out or, Alderman Smrru withdrew that also, Alderwan Dewan Wisted ty made & few observations. ‘The nuisances in 1849 had not been corrected by the City Inspector, but by the Board of Health He had heen applied to from January to July. but nothing was ever done until the Sanutory Committee of the Board bad gone to work inenrnest. He. bimeelf, had taken the Deputy Inspector almost by main force, round his ward. to show him the abominations; and he got quite sick and nauseated. Thut was the only time he had ever kuown him to perform any duty atall. He spoke of the Sixteenth ward. Another point ho wished to speak on— he hag heard of a document emanating from the Inspec- tor's office; but he had never heard the first domand out of doors for these officers, He did not think they were 80 called for as some gentlemen imagined. notwith-tand- ing the inclination of the papers to favor all these things, He thought it was not so. Aperman Boyce stated that by the Inspector's report the additional sum required for the expen-es of the de- partment in clesnsing the city, was $26.000, and of this upward of $25 000 were required for the removul of offal, &o. Would a dead horse go out of the city without being carried out? And there wus now no ove whose duty it wax to report these things, He wanted these men to be restored. The 1earon the alderinan of the Sixteenth could not see them was because they were whigs. Alderman Drxman—Did not think the wardens would move the dead horses, (Jaughter.) In his ward the man who had charge of the street, had, by his orders. reported there things to the Inspector. who sent word, he the Al- derman might move them himself, The tault lay with him snd not fu the want of wardens; ss when the report was made all was done that they would do. Alderman Waxp was not surprised at the answer He thought it a proper one.as the Inspector did not receive the report from thctproper person, and in the proper form itongbt to be Alderman Lane said’ he had experienced the same dif- ficulty in consequence of the Inspector being plaved. at his warden being taken away, whereas it was his duty. both by the charterand the ordinance, to remove them on being notified. All executive power was taken from the Common Council; and he hoped the committee would consider some means, and that some action would be taken to compel him to do his duty, or place some one there who would, Alderman Tremasy said the Inspector had made a po- Litical queetien of this, He supposed the wurdens never did remove a nuisance; and he did not see why they should succumb to the Inspectgr. .when the law made it imperative on him to have these things removed Avb. Sturtevant thought the proper way to proceed for x breach of duty, would be to impeach, He did not understand the person ~ who had charge of the streets." He koew of no such officer. It must be one appolated by the Alderman—one of his own sort. And perhaps the nuisanccs were not reported as injurious to health; and if so, the Inspeetor was vot bound to remove them. He was not obliged to remove political maisauces, nor was it lls duty to go personally to look afer these things, bat rhe law gave him power to appoiut persons to do #0. and they had taken away this power, it had been taken away for political reasons. and let it be re-tored by moral ind physical reasons The resolution ought to be adopt- ed in tts broadest and fallest sense He had no objection to their considering some other plan by which the per- sons should be appointed, ‘Ald. Dexsan wished to correct an impression that poli ical reasons bad influenced them in dismissing the war lens, He did not know that any such deputation wen.Joned lad waited upon the Inspector. The poiat or juestion of polities never was raised by him His ouly eling and miotive was that these wardens did not seea o be of any uso, and it was unnecessary that they should ¢ o permanent tax on the citizens The question was then put, and the resolution carricd cferring it to the committee to report an ordinance.
